A U.S. congressman said on Thursday he meant no offense when he hoisted himself onto the lectern of Colombia's lower house to address his Andean colleagues, some of whom were offended or simply amused by the faux pas.

Colombian newspapers carried pictures of Rep. David Dreier, a California Republican, sitting on top of the wooden podium and talking with local legislators on Tuesday while on an official visit.

Some in the photographs are seen smiling at Dreier while others avert their eyes uncomfortably. He was criticized in the press for showing a lack of respect.

If this sinks the TLC with Colombia, then it pleases me. It is not in Colombia's interest to have this one-sided trade agreement passed. Reagan when he withdrew the US from the Coffee Cartel in the late 1980s did more to encourage drug trade. In this single act, the assignment of producer quotas and a negotiated world price between consumers and producers were abrogated and in its wake, thousands of small coffee growers lost their ability to compete. That in turn spurred unemployment forcing thousands to migrate into Amazonia and grow coca. Coca does not grow naturally in Colombia, it requires making the soil less acidic thus causing environmental stress on delicate rainforest soils. The Colombian situation further deteriorated when Vietnam entered world markets in 1990. Coffee, once Colombia's main export revenue generator (85% in 1920s but 60% in the 1980s is now more like 35%), isn't much of an issue. Flowers are as important. But the issue isn't exports for Colombia. It's the impact that agricultural imports will have. Rice, wheat and potatoes will be decimated, unable to compete. Colombia needs a productive rural sector that offers employment to millions. It is labor intensive in a country with 11% unemployment and 40% underemployment. The Washington Consensus is dead. Neoliberal economic policies benefit only wealthy elites here and in Colombia. For the rural poor, already struggling, it is a kiss of death. It will push them off the land into cities with no jobs. Ah but here is the catch, those with cash are ready to grab the land.

I learned long ago in a communication class that different countries have different views of things. Hand gestures are easily misunderstood, simple things like sitting crosslegged and showing the bottom of ones foot is offensive in some places. This bozo who represents the US governmnet plants his wide ass on a podium some may have thought he was trying to shit on them metaforicly of course. I mean would any of you like someone to come into you home as plant his ass on your dining room table? I think not same thing here chairs are for sitting anyhting else should not be sat on. Woudl he go in our own senate chamber and od the same thing? I doubt it just shows what a dip this guy is and these are the people we send to represent us good job there California.
