With lawmakers openly skeptical of his troop buildup, Mr. Bush will cast his plan for a gradual, limited withdrawal as a way to bring a divided America together -- even as he resists demands from those who want him to move much faster.

The prime-time address will be the eighth by Mr. Bush on Iraq since the invasion in March 2003, the latest iteration of his efforts to sketch what he calls "the way forward." It will be the first time he has described a plan for troop reductions, a radical departure for a president who has repeatedly defied his critics' calls to bring the troops home.

Yet as the president outlines his plan, his critics say he is trying to have it both ways. He is, they say, taking credit for a drawdown that has been envisioned since he first announced the current buildup on Jan. 10 -- a withdrawal that had to be carried out unless he was willing to take the politically unpalatable step of extending soldiers' tours further.

"My fellow Americans, as General Petraeus and Ambassador Crocker testified before Congress this week, thanks to the surge we are making steady progress in Iraq and against al Qaeda, the people who attacked us on 9/11.

"But make no mistake, unless the surge continues.­.. the ground we have won will be lost, the sacrifice of our soldiers will have been in vain, and the tactics of those who would undermine a free Iraq -- including by killing those leaders who stand by us for photo-ops and freedom -- will be rewarded.

"The people who furnish arms and material support to those who have attacked us and continue to attack our Iraqi allies, who foster levels of barbarism unacceptable to a civilized world, the enemies of freedom-loving people everywhere, cannot consider themselves beyond the reach of justice.

"It would be a grave mistake for us to sit idly by while these enemies develop even more deadly weapons. I will not let that happen.

"I have told General Petraeus he has my full support in pursuing justice -- even if that pursuit should by necessity cross those borders of Iraq not being respected by those enemies themselves. Beyond that, I cannot and will not discuss operational details, whether by land, sea, or air. Suffice it to say, all options are on the table.

"Remember 9/11, Happy Rosh Hashanah, and God Bless America."

Bush has no military experience, he wants to be a War prezident. Nice that you accept that he is screwing up. Kerry actually had war experience, there is no way he would screw up as bad as Bush. Bush all hat and no cattle, chickened out of Vietnam when he actually had the chance to go to war. He has mismanaged this one any time there was a decision to be made Bush made the wrong one.

TWO Iraqi families recently arrived in Atlanta.

"It's a very slow response to this crisis," says Ellen Beattie, with the International Rescue Committee in Atlanta.

After just a trickle over the spring and summer, 529 refugees arrived in August. Sauerbrey says the goal is for another 500 to 700 to arrive by the end of this month.

An Appeal for Redress from the War in Iraq

Many active duty, reserve, and guard service members are concerned about the war in Iraq and support the withdrawal of U.S. troops. The Appeal for Redress provides a way in which individual service members can appeal to their Congressional Representative and US Senators to urge an end to the U.S. military occupation. The first Appeal signatures were delivered to members of Congress on January 16, to coincide with at the time of the Martin Luther King, Jr. Day in January 2007. Appeal for Redress will continue to collect signatures until all active duty, Guard, and active reserve soldiers are out of Iraq.

The wording of the Appeal for Redress is short and simple. It is patriotic and respectful in tone.

As a patriotic American proud to serve the nation in uniform, I respectfully urge my political leaders in Congress to support the prompt withdrawal of all American military forces and bases from Iraq . Staying in Iraq will not work and is not worth the price. It is time for U.S. troops to come home.

$2 billion/week for w's failed invasion, destabilization, an occupation of Iraq will continue beyond the time our troops leave.
