Actually the correct translation into English would have been IGNORANT, not cocky.

Fox is misquoted. He meant to say that Bush is the biggest DICK he has ever seen in his life.

Being cocky is usually a sign of stupidity and not intelligence...add to that mix stubborn and defiance and you have our President. Not well respected by most leaders of the World in any category..A "my way or the highway" mentality that is not at all well suited for the position he holds. I think most Americans are so disillusioned with our President that they have become totally disconnected and oblivious to what he spews. That is why he still stands and prevails. Oh! You hear strong talk about impeachment and a deluge of negative rhetoric...but he endures...Most Americans are tired of this War and have lost confidence in our Congress as well as the President..they just do not care anymore to make a significant difference. Last November was the opportunity to take back control but that did not go far enough. The President will continue to have his way until he finally departs..leaving behind a mountain of problems for resolution that have set this country back years.

He's not just "cocky", which means he's an idiot who is a smartass. He's a liar, a murderer and a supreme hypocrite. America fell into an abyss the day this thing was appointed president.

It's all an act to try and hide his intellectual dwarfism.

Wow, the various meanings of the term can be discussed, but the basic point that Bush is not a push-over is clear. Given the decline of US presidents since the grandfather of terrorism, Carter, this is kind of refreshing. Reagan was the last president to stand up for the USA. Clinton was the party boy president. As a resident of AZ, I like a like a Mexican presdient having this kind of concern for US leadership. Shows we are not a total pushover.

None of the books written about Bush, including those that try to portray him somewhat favorably are flattering to the twit. But not to worry folks, his supporters don't or can't read books anyway.
