It's because they want to see the stall made famous by U.S. Sen. Larry Craig's arrest in a sex sting.

Both stalls should be removed from the airport and placed on stage, in front of the speaker's podium at the GOP convention next year.
All GOP candidates should be required to sit in the stall next to another male as a litmus test.
While they're doing this on stage, someone should keep watch on the stalls in the rest of the convention center to see who the next big star will be.

The teddy bear is an obvious bit of propaganda insinuating children were involved when it was really an interaction between two adult men.
I wonder if that's really Sen. Craig's public restroom in the photo. One commenter here on Huffpo authoritatively stated that Sen. Craig's gestures signified he wanted Sgt. Karsnia to present his genitals under the stall divider. Take a look at the photo. The bottom of the divider is too close to the floor for that.

The report also said Senator Craig placed his carry on bag up against the door so no one could see. Since the door goes almost to the floor I dont see the reason for doing this?

"The bottom of the divider is too close to the floor for that." The proximity of the divider to the floor makes me disbelieve the Senators' claims of it all being circumstance. To rub his hand on the bottom of the divider is a direct act. I doubt he was picking up toilet paper on the floor - unless he was already 'finished' - did anyone ever nickname him 'speedy'?
Same thing with the feet. That's a small space to accidentally play footsie with the next stall. The only thing in his favor in my mind is he's full of sh*t.

Fuji, teddy bears and flowers are left in tribute after tragic death. I believe the first time this was done was for Diana, Duchess of Cornwall.
In the case of the Minnesota Airport bathroom, this was done for the political death of Larry, Duke of Cornhole.
