The amended foreign aid request in President Bush's supplemental package would fund infrastructure and development projects in Iraq and Afghanistan and extend to projects beyond the Middle East. That could provide Democrats with added leverage in their battle with Bush over unrelated domestic spending. Afghanistan is a major aid recipient in the amended request -- about $322 million would be for diplomatic operations there, including $160 million for construction of residential housing and the remainder to provide security for U.S. personnel. Another $100 million is included to help prepare for that country's elections in 2009 and $225 million for the central government to help extend its reach and build trust in outlying regions. The request would provide $115 million for power generators in Kabul and electric power in the northern part of the country and $5 million is for "reconstruction opportunity zones" to help build the economy. Another $50 million would be used to build a road from Kabul to Bamiyan in central Afghanistan, and $5 million is included to help protect Afghan President Hamid Karzai.

Iraq would receive about $239 million for the U.S. embassy in Baghdad, while another $125 million would go for economic aid, including $100 million for restarting state-owned enterprises and $25 million for a new private-sector development fund. Another $240 million is requested for Iraqi refugees, with about $160 million to aid refugees in Syria, Jordan and Lebanon, and $80 million to aid displaced refugees inside Iraq.

Will the Dems run out a head and pave the way again- YES. I'm so disgusted by these two parties, I'm becoming an Anarchist with a really bad attitude. I've gotten to the point I pray THEIR ANTICHRIST is real so that means humanity may actually bre saved. Frankly I don't want to meet their Jealous and vengeful god (sounds evil to me). Bushco agenda is fertilizing more than Anti Bush recruitment, they're THE poster children for all oppressive regimes. King George did it- why can't I? They're leading by example- how to nullify the masses by dehumanizing & devalueing. What or who the Anti Christ is just a matter of perspective. Tell George, "Here it is George, your money for your little "self amusement war", and a chance for you to go back and do the right thing for the nations' uninsured children." Since the dems will cave like the cowards they are and give him the war money anyway, they might as well try and get something they want as well. They should make it clear to the chimp in chief that this is the only way and this is the only bill headed to his desk. Drop it all on his lap and say take it or leave it.

if you jackasses would actually pay attention to the bill, you would see that the bill was not just for kids. it also covered SOME parents who would rather spend their $ for cigarettes, whiskey, dope, huntin', fishing',etc. and let the taxpayers pay for their health coverage. nobody, including those mean ole dems and repubs, wants to deny DESERVING KIDS adequate health coverage.

The element that gets lost in most of the partisan debate is that we are all paying for the health care of the uninsured anyway. Whether it be through higher insurance premiums or taxes, the cost of the medical care for the uninsured doesn't just vanish. It is passed along by health care providers in increased charges to those who are covered by either insurance or medicare/medicaid/schips etc.

The problem is that the uninsured use the most expensive form of health care, usually the emergency room. Or, they ddon't get any medical care until they require hospitalization.

I'm perplexed by the disconnect between those who know about health care costs (insurance companies) and those who profess to be fiscal conservatives.

Does anyone get the fact that we pay more for health care than most other industrialized nations and don't have the 'health' to show for it?

Please tell me your comment was a joke. This isn't about "letting people pay for health care," this is for kids like mine who use SCHIP because both mine and my husband's employers no longer offer health insurance. And we have been unable to buy insurance on our own because either 1) the premiums were outrageous or 2) the insurance companies refuse to cover my youngest son, who has severe asthma and requires four medications per day.

Enough of the neo-con belief that people want SCHIP and universal coverage because they're lazy and want other people to pay for it. Millions of people have either lost their health coverage, or are so underinsured by their current policies they have been driven to bankruptcy. EVERYONE deserves health care, no matter who you are. How come those of us in the United States are the only ones who haven't figured this out yet?

'UK special forces operating in Iran'

British special forces have carried out several operations inside Iran in recent months in an attempt to prevent the Revolutionary Guard's Al-Quds force from shipping weapons to Iraq, the Sunday Times reported.

The British and Australian SAS forces are reportedly working with American special forces to patrol the border to prevent weapons - including surface-to-air missiles and parts for IEDs (improvised explosive devices) - from reaching the hands of Iraqi insurgents.

This administration's war mentality is a put-on. This budget-busting 'national security' spending is a well-rehearsed scam. 9/11 created an abrupt change in national spending priorities. In particular, DEFENSE spending! Emergencies seem to be especially good for the well-connected 'faithful' cronies of this administration. Not coincidently, 9/11 certainly was a 'blessing' for Big Defense.

Our taxes pay for weapons that endanger US citizens

Put simply, [on August 29-30] six 150-kiloton [nuclear] warheads were improperly attached to six Advanced Cruise Missiles, all loaded onto a wing launch pod, and then mounted on the wing of a B-52 H Stratofortress at Minot, along with six similar missiles with dummy warheads, which were loaded onto a launch pod on the plane"s other wing, and all 12 were improperly and illegally flown across the country to Barksdale AFB in Louisiana.

How can it be that Air Force ground crew people at Barksdale could spot the nukes in a flash while nobody at Minot"not the workers who mounted the warheads on the missiles in the heavily guarded bunker, not the guards who are supposed to guard those weapons with their lives and prevent any unauthorized removal from the bunkers, not the ground crew that loaded them onto the plane, and not the pilot and crew of the bomber, who are supposed to check every missile before they take off"noticed they were nuclear warheads?

What we do know is that for 36 hours, six nuclear warheads went missing. Nobody at the Pentagon in authority knew they were gone or where they were. And when they were discovered, the initial Pentagon response was to cover it all up. The only reason we know about this incident is that three Air Force officers became whistle-blowers and contacted a reporter at Military Times, a private newspaper trusted by and popular with the rank-and-file military.

And what we know is that this couldn"t have been what the Air Force, six weeks and one "investigation" late, is calling a "mistake."

Sexual assault and torture grab headlines, especially when U.S. military officers are the accused perpetrators. But when it comes to protecting the American homeland -- and the rest of the planet -- failure to maintain control over U.S. nuclear weapons is the ultimate dereliction of duty. So it is heartening to see that the Air Force, after a six-week investigation, has decided to relieve four colonels of duty and discipline more than 65 lower-ranking personnel in connection with an August incident in which six nuclear-armed cruise missiles were inadvertently loaded onto a B-52 bomber and mistakenly flown from North Dakota to Louisiana.

The good news is that the investigation was brutally honest in detailing the number and variety of mistakes that were made and the protocols that were ignored. Truth in fact-finding ought to be routine, but bitter experience has shown that it is not. The Air Force deserves kudos for conducting an excellent initial probe. The bad news, as the mortified military brass are painfully aware, is that the investigation revealed a systemic failure in the care, command and control of the U.S. nuclear arsenal, the most powerful in the world.

This wasn't a lapse caused by a few drunk or lazy individuals who sent a few nuclear bombs joy riding across the country in an isolated snafu. This was, in the words of Maj. Gen. Richard Y. Newton III, the assistant deputy chief of staff for operations, "an unprecedented string of procedural failures." When at least 65 military personnel fail spectacularly to do their jobs, knowing that their jobs involve the safety of nuclear weapons, when they ignore numerous protocols meant to safeguard those weapons in the age of terrorism, and when it takes 36 hours for the Air Force even to notice that six live nukes are missing from Minot Air Force Base in North Dakota and have been sitting at Barksdale Air Force Base in Louisiana, it must be counted a management failure as well.

Violence down 70 percent since troop surge

BAGHDAD " Violence in Iraq has dropped by 70 percent since the end of June, when U.S. forces completed their buildup of 30,000 extra troops, the Interior Ministry said yesterday.

The ministry released the new figures as bomb blasts in Baghdad and the northern city of Mosul killed five persons, and six gunmen died in clashes with police in the city of Karbala, southwest of the capital.

Al Qaeda, meanwhile, released a new audiotape in which a voice identified as that of Osama bin Laden called on Iraq"s various insurgent factions to unite.

Interior Ministry spokesman Maj. Gen. Abdul-Karim Khalaf told reporters yesterday there had been a 70 percent reduction in violence across Iraq in the three months from July to September, compared with the previous quarter.

In Baghdad, considered the epicenter of the violence because of its mix of Shi"ites and Sunni Arabs, car bombs have decreased by 67 percent and roadside bombs by 40 percent, he said. There has been a 28 percent drop in the number of bodies found dumped in the capital"s streets.

In Anbar province, a former insurgent hotbed where Sunni Arab tribes have joined U.S. forces against al Qaeda, there has been an 82 percent drop in violent deaths.

Data from the Health, Interior and Defense ministries in September showed a 50 percent drop in civilian deaths across the country from August, when 1,773 fatalities were recorded.

The dropoff in violence may have prompted the latest bin Laden tape, which warned that divisions between insurgent groups only helped the enemy.

"The interest of the Islamic nation surpasses that of a group . . . the interest of the [Islamic] nation is more important than that of a state," said the recording aired on Al Jazeera television.

"The strength of faith is in the strength of the bond between Muslims and not that of a tribe, nationalism or an organization," said the voice, which sounded like that in previous bin Laden recordings.

There's a lot to be said for the Mid-East policy advocated by the Anglo-Canadian military historian, Gwynne Dyer.
Bin Laden's Islamic revolution is a fantasy, Dyer says, and the way to defeat it is not to oppose it but instead allow it to run its idiotic course. Leave the Middle East to stew in its own juice, he advises. The region's petroleum is no longer crucial. The population is a fraction of that of Africa, a region where billions could be invested with genuine positive results.
If left alone, Dyer says, middle eastern countries will swiftly collapse since none - with the exception of Israel and Turkey - are able to govern themselves.
An interesting strategy - and a lot less costly than the present one!
