As firefighters continue to risk their lives battling the inferno in southern California, evidence is growing that the Bush administration is not adequately prepared to support them.

The Government Accountability Office, Congress's nonpartisan auditor, issued stark warnings earlier this year on shortcomings in the administration's plans to fight fires.

2007-10-24-fire.jpgIn a June report, the GAO report faulted the U.S. Forest Service, Department of Agriculture, and other agencies for failing to accomplish the "fundamental step" of planning out what assets and resources were needed to prepare for approaching fire seasons. Meanwhile, disaster response problems that have become all too familiar in recent years were also identified: administration officials placing resources where they were politically expedient, and using poorly performing contractors to accomplish critical national tasks.

Strong evidence of the specific federal government failures were provided by the Orange County Register this morning. The paper faulted federal planners for erecting red tape that prevented the use of more DC-10 airplanes to drop flame retardant on areas that were on fire.

"It would be nice to have more such planes available, don't you think?" an editorial in the paper asked. "If the federal government had had its way, even this one almost certainly wouldn't be flying this week....One can understand a certain amount of caution from the Forest Service, but this is bureaucratic overkill."

Robin Nazarro, the Director of GAO's Natural Resources and Environment program, told the Huffington Post why the Forest Service's planning has been inadequate.

"If you don't have goals and strategies for carrying them out, you're in a reactive mode rather than a proactive mode," the report's lead author said. "They say they are using 5 to 10 year averages, but each year the fires gets worse, so they're always underestimating what they need."

The report shows that the Bush administration was warned that the approximately $3 billion spent each year on fire prevention and suppression was not being used appropriately.

"Agencies have not yet improved their systems for determining the appropriate type and quantity of firefighting assets needed for the fire season or for effectively and efficiently procuring them," the GAO states.

The bad planning by the agencies even raised red flags in the White House, where the report's authors say that the President's Office of Management and Budget "told us they would not allow the firefighting agencies to publish long-term funding estimates until the agencies had sufficiently reliable data on which to base those estimates."

The GAO also criticized federal agencies for deploying costly firefighting resources "in response to political or social pressures."

"[F]irefighting assets may sit idle at a fire rather than be released for use elsewhere because managers are concerned that they will be unable to recall an asset if they need it later, or air tankers may drop flame retardants when on-the-ground conditions may not warrant such drops," it warns.

Other problems, the GAO notes, involve private contractors, a common malady in the Bush administration. The Forest Service has turned to national contractors that can deploy firefighting crews and aviation resources anywhere in the nation, but a failure to ensure accountability has resulted in poor performance.

"[R]equirements varied from contract to contract and did not ensure that the agencies obtained the most cost-effective assets," it reported. "Further, inadequate administration and oversight of the agreements by the agencies resulted in poor contractor performance and high rental rates."

Nazarro also highlighted the lack of skilled managers within the Forest Service in particular.

"They don't have enough managers trained in whether to engage in fire use or to suppress," the GAO researcher said. "They need 300 managers, but they're short, with fewer than 100 now, and only another 100 being trained."

Members of Congress blasted the Bush administration's firefighting planning this past summer after the GAO report's release. During a June hearing, Senator Bingaman warned that Bush had focused on cutting budgets in place of adequately preparing for wildfires.

"The Administration's budgets indicate that it believes that containing wildfire costs must come at the expense of preparedness," argued Bingaman, chairman of the Senate energy committee. "Its fiscal year 2008 budget proposes a nearly $90 million cut in the preparedness account. But starving the preparedness, wildfire suppression, and other Forest Service programs is not an effective or efficient strategy to contain those costs."

One of the FEMA cronies conducted a seminar with our northern New Hampshire volunteer fire department. Most of it centered around his bloviated role in the 1st Gulf War oil well fires, and learning helpful acronyms using Power Point. Then we all filled out an approved test in which he coached every answer.
Being the Compassionate Maverick that I am I used some of my own answers. Later I received a FEMA letter of failure. Later still it seems everyone else failed, perhaps Coachie was confused. I'm not sure if he was using an answer key.

Why is it the federal government's job to protect California from wildfires, or to put them out? Why is it the federal govenrment's job to protect New Orleans from another hurricane?

Your state should know what potential dangers ou face. Your state should tax you accordingly to protect against those dangers. Your state should prohibit you from living in areas that are subject to flood/fire/landslide/mudslide, etc. Your state should build up the necessary resources to respond to natural disasters. None of this is the federal government's job. If you want to defer all power to the federal government to fix these problems, then get ready to defer all power to the federal government to prevent them as well. For example - why rebuild New Orleans? It is sinking, and it is going to flood again. Why waste money fixing what will break again? Do you really want the federal government to have the power to make that call?

The government knew the levees in New Orleans could not withstand a category-3 storm, yet provided no funds to rebuild and fortify them.
The government knew that wildfires are a natural occurrance in Southern California, yet let go many experienced firefighters from the Dept. of Forestry recently.
FEMA has been headed by party loyalists, political allies or cronies to the PNAC and RNC, rather than competent, professionally-trained or experienced personnel in the fields of emergency medicine, search & rescue, engineers, communications and law-enforcement. While the agency was created to deal with the aftermath of disasters, and even to help prevent them, FEMA has created more problems. Out-sourcing critical funds, supplies and management to private contractors both in Iraq and here for whom there is no accountability, standards or oversight has been the trend.
This administration has taken tax payer funds (intended to serve the national interests and needs), and doled it out to individuals and contractors who under-perform and over-charge.
Pulling National Guard troops, equipment and supplies to fight in Iraq, rather than allowing them to stay where they are needed, and within the states which pay for them is outright theft!
Planning and management are key to efficiency, productivity and effectiveness.
Katrina victims still have yet to receive the aid promised by FEMA. I don't expect the victims of these wildfires to get much better.
I can understand why Bush didn't care about New Orleans, where folks of color are poor, and more than likely vote Democratic, if they vote at all. But, Southern California is predominantely rich, white and Republican (out of Los Angeles). Let's see what he'll do now.

That's because there are socialist, communist firefighters instead of PRIVATE BLACKWATER-TRAINED FIREFIGHTERS the way Bush wants it.

All firefighting should be privatized and run by Blackwater and ex-C.I.A. mercenary teams.
Bush-Cheney need to shovel what's left of USTaxpayer money into pockets of their ultra-rich opportunistic corporate welfare queen pals!

The firefighters in this hell are unbelievably brave, and heroes. It does take a certain kind of balls for Bush to think he should go there, but since it is on fire and so hot, maybe he's just homesick for the fires of hell.

The GAO is the independent auditor of CONGRESS.

So what the hell was our illustrious Congress doing in June of this year that warranted more attention than this? Oh, that"s right, they were trying to give Amnesty to millions of illegal aliens, and watching as William Jefferson had his office raiding by the FBI for all his great work at creating cold hard cash.

Why didn"t Congress act on this, if their own auditors said there was a problem?

Answer: They didn"t care. And they still don"t.

This has nothing to do with fire fighting equipment, unless of course, you want to take the autopsy approach to fire fighting " which is exactly what is happening for the 3rd time since 2000 in California.

Will they ever figure it out?

And don"t give me this garbage about building houses in areas where they are not supposed to be. This country has 300 million people now " not 30 million. This is occurring all over the country, and it"s not going to stop. Boxer and Feinstein need to shut up and face reality.

Fighting fires is one thing, preventing them is another. And Californians simply have failed to prevent these fires from happening over and over and over again. They must live with the end result, it"s that simple. Other parts of the USA are pro-actively trying to prevent these types of fires from occurring. California, take notes!!

Finally, props to the firefighters in California. Under miserable conditions, they"ve kicked ass. The Governator seems to be handling the situation a lot better than the bloggers here on the HP.

But that"s a gimme¦¦¦.
