As firefighters continue to risk their lives battling the inferno in southern California, evidence is growing that the Bush administration is not adequately prepared to support them.

The Government Accountability Office, Congress's nonpartisan auditor, issued stark warnings earlier this year on shortcomings in the administration's plans to fight fires.

2007-10-24-fire.jpgIn a June report, the GAO report faulted the U.S. Forest Service, Department of Agriculture, and other agencies for failing to accomplish the "fundamental step" of planning out what assets and resources were needed to prepare for approaching fire seasons. Meanwhile, disaster response problems that have become all too familiar in recent years were also identified: administration officials placing resources where they were politically expedient, and using poorly performing contractors to accomplish critical national tasks.

Strong evidence of the specific federal government failures were provided by the Orange County Register this morning. The paper faulted federal planners for erecting red tape that prevented the use of more DC-10 airplanes to drop flame retardant on areas that were on fire.

"It would be nice to have more such planes available, don't you think?" an editorial in the paper asked. "If the federal government had had its way, even this one almost certainly wouldn't be flying this week....One can understand a certain amount of caution from the Forest Service, but this is bureaucratic overkill."

Robin Nazarro, the Director of GAO's Natural Resources and Environment program, told the Huffington Post why the Forest Service's planning has been inadequate.

"If you don't have goals and strategies for carrying them out, you're in a reactive mode rather than a proactive mode," the report's lead author said. "They say they are using 5 to 10 year averages, but each year the fires gets worse, so they're always underestimating what they need."

The report shows that the Bush administration was warned that the approximately $3 billion spent each year on fire prevention and suppression was not being used appropriately.

"Agencies have not yet improved their systems for determining the appropriate type and quantity of firefighting assets needed for the fire season or for effectively and efficiently procuring them," the GAO states.

The bad planning by the agencies even raised red flags in the White House, where the report's authors say that the President's Office of Management and Budget "told us they would not allow the firefighting agencies to publish long-term funding estimates until the agencies had sufficiently reliable data on which to base those estimates."

The GAO also criticized federal agencies for deploying costly firefighting resources "in response to political or social pressures."

"[F]irefighting assets may sit idle at a fire rather than be released for use elsewhere because managers are concerned that they will be unable to recall an asset if they need it later, or air tankers may drop flame retardants when on-the-ground conditions may not warrant such drops," it warns.

Other problems, the GAO notes, involve private contractors, a common malady in the Bush administration. The Forest Service has turned to national contractors that can deploy firefighting crews and aviation resources anywhere in the nation, but a failure to ensure accountability has resulted in poor performance.

"[R]equirements varied from contract to contract and did not ensure that the agencies obtained the most cost-effective assets," it reported. "Further, inadequate administration and oversight of the agreements by the agencies resulted in poor contractor performance and high rental rates."

Nazarro also highlighted the lack of skilled managers within the Forest Service in particular.

"They don't have enough managers trained in whether to engage in fire use or to suppress," the GAO researcher said. "They need 300 managers, but they're short, with fewer than 100 now, and only another 100 being trained."

Members of Congress blasted the Bush administration's firefighting planning this past summer after the GAO report's release. During a June hearing, Senator Bingaman warned that Bush had focused on cutting budgets in place of adequately preparing for wildfires.

"The Administration's budgets indicate that it believes that containing wildfire costs must come at the expense of preparedness," argued Bingaman, chairman of the Senate energy committee. "Its fiscal year 2008 budget proposes a nearly $90 million cut in the preparedness account. But starving the preparedness, wildfire suppression, and other Forest Service programs is not an effective or efficient strategy to contain those costs."

Well, the neo-cons wanted to make governemnt so small you could drown it in a bathtub...... New Orleans showed the result...... unfortunately, when you limit government's role, nobody deals with things like decreasing water supplies, the need to plan for far more fires when you've had a long term drought (or - horrors, since we can't ever admit it) , long term climate change and its ramifications..... so you end up with disaster after disaster.....

well.... LasVegas doesn't have much to burn but without water and energy do you really think THAT place (rirrationally, the fastest growing in the US, in the middle of a DESERT with GAMBLING as its ONLY 'industry') will be viable - or even uninhabitable - in another couple decades?

Much of the US west - between the panhandles and the Sierras receives less than a dozen inches of rain a year. This region DEPENDS on the Federal Government more than any other region in the US - for water, affordable energy, cheap land access, cheap timber and cheap minerals.... without government, what do you have?

an uninhabitable desert......... but maybe that's what Bu$hco wants - makes it easier to strip mine coal, drill for natural gas and cut down forests..... I'd mention water but there's not all that much left to do anything with.....

Bush, I just cannot call him "President" for that implies leadership and management skills, brought his poor and failed business skills to the running of the country. Even with the "powers that be" putting Cheney into act as a mentor for George has not helped. Cheney, the war lord, has created with George unbelievable disharmony amongst the people of this country and brought to its knees the international reputation we once enjoyed. The financial picture is also bleak, what we are allowed to know of it.
Daddy and his friends had to bail out George many times and when times got tough, even in his administration his Mother and Laura were trotted out to tell the American people to stop saying mean things about him. How pathetic.
He feels "haunted" about the Hurricane Katrina debacle. He should. He decided to play in California at a fund raiser instead of leading and guiding the people. Oh yes, he flew over in "the plane" and looked out the window. His decision, his people, his inactivity, his ignoring the reports - yes his responsibility. I would imagine he would feel "haunted" for there was no one convenient to blame.
How many people now have a "Bush / Cheney" sticker on their car and how many people knowing or seeing him on television, change the channel. Religion and politics led by an "empty
arrogant self serving suit just does not work. I am tired of hearing about the government making its key agenda item "family values", abortion and gay marriage. I think there focus should be a domestic agenda, health care, rights of the people and security of the nation. Not poking around and making up things so the people will be frightened and threatened and told over and over and over - don't you feel safer with George there? No, I and I believe others do not.

Since California (any many other western states) deal with this issue every year, though again, these winds are not the normal Santa Ana winds, maybe the Federal Government should ask US what we think is needed to make it work. And as bad as these fires are, they are NOT a test for FEMA after Katrina. That would require an earthquake that knockes out the infrastructure. As bad as it is, they still have power, roads to drive on, parts of the city that are still operating as normally as possible. The test will be after an earthquake and there is no water, electricity, natural gas, fires and no way to get out because the roads would not be safe. Okay, looking for wood to knock on. And I am happy to wait 30 or 40 years for that particular test for FEMA.

So, we can blame BushCo, once again for lack of attention on infrastructure. How much of destruction do we need in this country from things like hurricanes, fires, fallen bridges, etc. before the public torches BushCo personnel.

Imagine what will happen if the Big One strikes the San Andreas. If it happened tomorrow you can be assured that BushCo was in on making sure that adequate protections were NOT in place.

All Republicans care about is foreign policy and how to line the pockets of their friends. They are NOT patriotic. They hate America.

Uh, sorry but the Civil Engineers were issuing reports on America's crumbling infrastructure back in the 90's too. And Bill was pretty dang good about making sure that the Friends of Bill were well taken care of.

I'd never vote Republican, but lets try to be a bit honest about the Clintons too. I know Bush has screwed us to the point where they actually look good in comparison, but that doesn't make them saints.

Personally, I don't see how this can be seen as a failing of the current administration alone. Contracting out with no controls on costs and efficiency has been running rampant in government for decades. (The $100 hammer and $1,000 Toilet Seat comments have been around since before the Carter Administration)
I personally blame Congress, Whose job it is to handle fiscal matters, for not requiring certain safeguards be in place prior to authorizing funding. I blame the past presidents, including this one, for not vetoing any bill without such safeguards in place. In that regard, yes, he has not done enough to control spending and has at least as big of a hand in the weakened infrastructure of the United States, an infrastructure weakened by almost ALL prior Congresses and Administrations.

Anyone here read Naomi Klien's book, The Shock Doctrine. Its a great book. And the lesson it teaches is that this is not an accident. There is a trend around the world of crooked politicians selling off the essential key bits of government that had been built up by the people. Its consistently done to make a quick buck for the businessmen who clean up on the deals.

So pay very close attention to the bit in this article where essential government services that we rely on, like firefighting, have been 'privatised'. You can bet the businessmen involved have made a sweet penny. And now when the people look for the government to do the job that its supposed to be doing with our tax dollars, we discover we've been robbed blind.

Its theft, plain and simple. An awful lot of the BS that comes from the right is simply there to try to keep you from noticing that there are thieves in your house robbing you of vital possessions. Yeh...you should give it a rest. Cause it is plainly apparent you won't see the forest for the trees. Fire protection is the USFS job and the Bush administration is SUPPOSED to provide proper administration. Failing to do so makes it their fault.
