As the wildfires that ravaged southern California are gradually brought under control, speculation grows over what could have been done to reduce the damage.

Locally, officials have focused on the need for modernized and coordinated disaster-response efforts, while again questioning the prudence of building houses in areas prone to fire.

2007-10-25-ng12.jpgOn a national level, however, the discussion is much broader. Within political circles, the California wildfires have yet again thrust the debate over the Iraq war into the spotlight, this time by calling into question how America uses its National Guard.

According to the office of California's Lt. Gov. John Garamendi, the state's National Guard is under-funded, mismanaged, and stretched to the breaking point. Approximately 2,500 of its members were deployed overseas at the time of the fire. Its equipment is generally 30 to 40 years old. And, according to a recent USA Today article, at least 800 Humvees, 700 medium tactical vehicles and 50 heavy lifter trucks were unavailable, primarily because they were being used in Iraq.

When disaster struck this week, a large portion of the responders had to be brought into California from other states, including two firefighting experts from Montana. For many Democrats, this reflects a larger, more frightening trend; that the lack of National Guard personnel and equipment is leaving America vulnerable at home.

On Capitol Hill, news of the fires and the Guard shortages provided a forum to revisit legislative battles over the war. An amendment introduced (for the second time) last month by Sen. Jim Webb, D-VA, would have given National Guard units a three to one ratio of dwell time at home, compared to the current one-to-one system. Had the measure not been filibuster twice in the Senate, Webb's office noted, more guardsmen would have been available to help combat the wildfires.

"Extended troop deployments in Iraq and Afghanistan compromise the long-term ability of states to respond adequately to natural disasters of this magnitude," Webb told the Huffington Post. "Not only are we burning our ground forces out, but states are feeling the impact of this extended service."

Indeed, several recent government reports point to a Guard that is poorly utilized and stretched too thin. In January 2007, the Government Accountability Office stated that "the types and quantities of equipment the National Guard needs to perform domestic missions have not been fully identified using an analytic based process, particularly for large-scale, multi-state natural disasters."

2007-10-25-ng3.jpgIn March 2007, the Congressional Research Service found Army and Air National Guard units to be "not ready" domestically, "primarily on current military equipment shortages and concerns for long-term operation reserve capacity."

And in an August 2007 letter to Sen. Barbara Boxer, D-CA, acting Army Secretary Pete Green wrote that California's National Guard "has adequate capability to respond to small and medium domestic missions. However, equipment shortages could potentially limit their capability to fully respond to large scale emergencies such as a catastrophic earthquake or major flood."

These reports, coupled with news of the half-a-million displaced and 500,000 acres burned in southern California, prompted a number of Democratic figures, including several on the campaign trail, to rail against the Bush administration's foreign policy.

"Governor Schwarzenegger has had to ask other states for help because so many of California's National Guard, who provide critical support to the citizens while you are fighting the fires, were deployed to Iraq," Sen. Chris Dodd, D-CT, declared on Wednesday. "In a Dodd Administration, never again will our houses be on fire because our troops are taking fire in Iraq."

The California fires are not the first time a national disaster has been used as a medium to debate the Iraq war. In the aftermath of Katrina, questions were also raised as to whether America had overlooked national security and disaster preparedness by funneling too many resourced to the Middle East. And this past May, when tornadoes wiped out the small town of Greensburg, Kansas, anger erupted after it was reported that roughly 60 percent of the state's Guard equipment had been shipped overseas.

"Too many of America's first responders and national guard personnel are fighting a losing battle in Iraq," John Isaacs, Executive Director for the non-profit Council for a Liveable World, told the Huffington Post, "rather than the battles they need to be fighting at home."

Some C-130s were airborne fighting fires yesterday afternoon on federal land. It is hard to know how many trips they actually made.

The press reports it as "C-130 waterbombers have dropped 131,996 pounds of fire retardant on one of the fires."

Does that mean about 19,000 GALLONS?

And doesn't this plain drop 7,000 gallons?

Did they only drop three loads?

They aren't fighting the fire up here in the mountains.

Anybody see them in their neighborhood?

They are hard to miss.

Republicans have demonstrated strong leadership to save life and property.

The County of San Diego has demonstrated the best of America. They united, helped their neighbors, and are moving forward. The success with the County of San Diego is due to their strong republican leadership. Starting from their local level, state level, to the federal level. All of the governmental officals have worked as a team.

Republican Governor Schwarzenegger quickly declared a "State of Emergency", in order for the federal government to get the ball rolling for federal assistance. The Republican President Bush, declared a "National Disaster", to make certain that all possible federal aid was available to help anyone affected by the fires.

Republican Congressmen; Duncan Hunter, Darrell Issa, and Brian Bilbray worked endless hours with CalFire to coordinate military and civilian planes to get those fires under control.

Yes, it is true that the Republican pull the troops off of the San Diego-Mexico border to help, but once other National Guards troops were in place, the border troops were returned back to the border.

The media, and democratic leadership have spent more time attempting to degrade the republicans and San Diego success, than they have spent trying to help. That would explain the failure of the democratic leadership before, during, and after, hurricane Katrina in New Orleans, Louisisina.

In the democratic controlled Los Angeles area, there are problems. Some people in the Los Angeles area blame "global warming" for the fires. Unless arsonists and accidental down electrical is part of "global warming", that is just another democratic lie.

San Diego should be proud of their leadership. It is nice to see republican politicians work in the best interest of their Constituents.

The people of San Diego are a very impressive people. The people, their law enforcement, their republican officals from the local, and state have done and are doing well. Proving that it does not matter how good or bad FEMA or the federal government may be, "all politics are local".

You look good San Diego, you represent the best of humanity and America.

What a load of Crap!! There are close to 17000 men and women from the national guard here in California. Many of them have been helping fight these fires, while others are playing a secondary role at providing those who are in need. I wish people would get there facts straight before they start pointing the finger at anyone.

There have been more than 8,000 firfighters working on the fires, and we have these fires every October when the Santa Ana winds blow.

I am in Big Bear Valley, near the Slide Fire. I have complained for days that we have not had enough firefighters and equipment. We were stuck at 500 firefighters for days and it was not enough.

But it is a new day in Big Bear. Resources started arriving last night. The firefighters will finally have enough people and equipment to attack the Slide Fire. We have over 1300 firefighters now. And we have 15 percent containment.

I watched some amazing theater on the Tee Vee last night as CNN was showing continuous footage of Bush walking around with Schwarzenegger. Bush walked up to a couple who had lost their home and put his arm around the woman and explained how he cared about her and "people like her", how he was proud of her resolve to overcome, et cetera. Bilbray tried to get in some words about how well everyone worked together but he interrupted the fearless leader who was visibly not pleased. Bush artfully (yes, there is art in this) mentioned how well things worked because his federal government was on top of things, in a way that was not possible in New Orleans during/after Katrina. The governator spoke up at the end, sucking up with a George Bush cares so much he called first kind of speech, which would have been perfect had he not slipped and used the phrase "compared to other disasters". This one unscripted phrase torpedoed Bush's whole act as the mind focussed on how here was an example where government resources were properly used and that the whole of the government, including atta boy Brown's management of the scene and the use of BlackWater to patrol the scene came rushing into consciousness. Here was the pathetic Bush, seeking to save his legacy by putting on a good show, seeking to extend Republican fiat rule by hiding the steel fist of freedom to disappear and torture in the velvet glove of faked compassion.

As this administration encourages global warming for its positive health effects, one should see the pattern emerge. The bible tells us that the tree is known by its fruits. Et tu Brute?

Maybe it's because we stopped teaching Civics in high school.

Discussion turns to argument, those who would make a point hit a nerve and both sides hunker down to avoid any soul searching or understanding.
It is a truth about the devil winds, once they fan the flames of a fire there is nothing anyone can do to stop them, until they get to an area where brush is cleared and water is available. It is also true that our military focus in the middle east has thousands of Guardsmen and much of their equipment out of the country.
That doesn't mean there is a corrolation, but it definately means that there were not as many resources available here to guard the state of California.
Whether or not an increased presence of the Guard would have stopped the advance of the fires, the resources that have been redirected to Iraq were not available. That is because of the priorities of the President. He is more concerned with protraying himself as a determined decider that he forgets who he is deciding for.
No one should blame Bush for the fires, only for the blindness of his policy follies.

Hows this for media misusing such an important resource in such a time of need. Just watched on CNN where THEY had working firemen to open a homeowners safe that made it through the fire. It took over an HOUR of the firemen working on this safe, so the homeowner could see if a letter his mom wrote his dad on their wedding day , was ok.

Ahhh, now, charge CNN 100 grand for using such a precious resource in such a devastating time.
