In a shift of strategy that indicates an increasingly weakened political position, President Bush has included at least $2.51 billion for projects unrelated to the wars in Iraq and Afghanistan in his latest "emergency" supplemental request.

The additional funding belies Bush's repeated calls for spending bills without assorted extras.

2007-10-31-bush.jpgOn Tuesday, the president criticized Democrats' for pursuing the "cynical" political strategy of tying education and health spending bills to defense and veterans funds in order to get the money past a threatened veto. Congress should pass "clean" defense spending bills, Bush insisted.

It was similar to a call Bush made last week when he unveiled his proposal for $46 billion in additional supplemental spending to fund the wars in Iraq and Afghanistan.

In considering the new request, Congress "should pass a good, clean bill as soon as possible," so that troops could the bullets and body armor they needed, Bush said.

But an analysis of the president's own supplemental request shows that he might be willing to muddy the waters a little bit, if it means that he can get an unpopular spending bill through Congress.

Tucked within the president's proposal are hundreds of millions of dollars for spending in countries as far-flung as Mexico, Central America, Sudan, Gaza, the West Bank, Pakistan, Djibouti and North Korea.

Among the programs folded into the war supplemental are $500 million in assistance to Mexico to fight organized crime and narcotics trafficking, $350 million in food aid to Africa and $723 million for peacekeeping and humanitarian aid in Darfur.

Although the dollar figures are a drop in the bucket compared to the overall funding request, they show that the president is trying to use non-war related items to win over lawmakers who might be wary of a supplemental spending package that the public largely opposes.

A Washington Post/ABC News poll conducted in late September showed that only a quarter of those surveyed supported the president's entire war spending plan, which now approaches $200 billion for fiscal year 2008.

"From a political standpoint it's a smart move," said one official at a D.C.-based anti-war advocacy group. "Ideally he would have submitted [the other items] as one-line item supplementals."

Other items include $106 million in energy assistance for North Korea, $35 million for refugees in the West Bank and Gaza, and $80.2 million for construction of dining and water facilities at a military base in Djibouti.

Democrats have said they will not consider the new war-funding plan until next year. As with all spending bills, the president's budget request is simply a proposal, and it will be up to lawmakers in the House of Representatives to craft the actual legislation.

Where are the so called leaders of the Democratic Party?? Why are they not holding press conferences of their own to point out Bush's hypocracy regarding emergency bills & SCHIP? This is a perfect opportunity to nail Bush on his hypocracy. So why aren't they doing it? Do any of them have a spine left?
If the Democrats don't start acting like they have something to fight for, I will seek out 3rd party candidates that are willing to take up the fight.

OK, so let me get this straight. If congress wishes to add in spending for SCHIP, education, police, fire, and such it is NOT OK. That would be considered add-ons of pet / pork spending. However, if Bush wishes to add spending for his pet / pork projects around the world, that is OK and justifiable as EMERGENCY spending? Did I miss something important?

I know this is going to be controversial but it needs to be said ... spending almost a billion dollars in 'aid' to Darfur is a huge mistake because it will actually end up prolonging the conflict.

I know our empty headed celebrities are all screeching about 'genocide' but, the truth is two fold.

First, it is a civil war between two economic groups fighting it out for access to wealth and resources, not exactly an original war. And both groups are black Africans from different tribes. A small group attacked the government and the wealthy because they want better access to water and farm land, the janjiweed are a group of vigilantes hired by the Sudanese to qwell what they consider a terrorist uprising. Im not taking sides, these are just the facts. This is not a 'genocide', a word that has become currency for bullying the world into meeting political demands.

Second, honest intellectual research and analysis tells us that sending money will remove the motivation for all sides to end the dispute. The money ends up getting funnelled to gun dealers, drug traffikers and the already wealthy. Look at Ethiopia in the 1980s, sending billions in aid killed and displaced thousands for decades and the money was used to buy guns for the Ethipian government to keep fighting its war with Eritrea.

Africa needs to solve its own problems without our money; If we're going to give that much money to Sudan,723 million is better served building and funding schools and AIDS education and AIDS medication in Africa.

You forgot to say "Non-military 'EMERGENCY' spending."

>> You see, the spending is an EMERGENCY bill... like those bullets they forgot to order. They've got money for a new SUV every week for the Contractors since it is Cost Plus -- but not for flack jackets and bullets.

Anyway, it is moot. The only places where everyone isn't killing everyone else is in areas the "Coalition of the Contractors" has been kicked out. Can someone discern a pattern here? And the one group that isn't in the fray -- the Kurds, may just get bombed by Turkey or the USA. "Hey, thanks for holding the peace and being on our side and all -- now watch me as I put this bunker buster on your Al Qaeda butts."
