Democrats Draw Line In The Sand Over Iraq

Democratic House leadership drew a line in the sand over Iraq War funding today, setting the tone for a messaging battle that will likely play out over the Thanksgiving break.

Speaking in front of a press gaggle, Reps. David Obey, D-WI, and Jack Murtha, D-PA, reasserted that there was enough money to fund the war through February, and that if the President wanted the additional $50 billion passed by the House of Representatives, he merely had to tell Republican leadership -- which filibustered the measure in the Senate -- to change its stance.

"Let me repeat," said Obey, "the money has already been provided by the House of Representatives. If the president wants that $50 billion released, all he has to do is to call the Senate Republican leader, Mitch McConnell, and ask him to stop blocking it. That phone number is (202) 224-2541, in case anybody's interested."

Prior to House Democrats passing the $50 billion appropriations, President Bush had called on Congress to fund the entirety of his $196 billion war supplemental request. The President has used the difference in dollar figures as well as the impasse in the Senate to raise concerns that the troops in Iraq are going unfunded and other foreign policy missions were being squeezed. Obey attacked that notion as well.

"The Bush Administration is promoting a lot of stories over the past week about nasty actions in the Pentagon that will have to be taken if Congress doesn't provide a bridge fund for the Iraqi war," said the Wisconsin Democrat. "Like so many other things in this town, those stories have things backwards."

As reported by the Huffington Post, the Democrat war supplement proposal is the party's most aggressive funding measure since taking over Congress. In addition to insisting on a full withdrawal plan the bill would also require that troops be fully trained and equipped before being sent into the field and that the government abide by the Army Field Manual with respect to prohibiting torture.

Reflecting the frustration with the Republican Party's obstruction of the measure, Obey declared at today's conference that: "I would be happy to provide them with the entire $200 billion that they've requested for the remainder of the year -- of next year, I should say -- if the administration accepted these modest and reasonable conditions."

Despite the tough rhetoric, few people inside or out of government anticipate that the Democrat's bridge fund will become law. The impasse between the two parties remains relatively wide and President Bush's veto looms in the distance. As such, much of the battles to be waged over the upcoming vacation weekend will likely focus on messaging, with the Democrats framing the war as a disastrous policy and unevenly burdensome.

"This week around our Thanksgiving tables there'll be two families," said Rep. Murtha. "One who say they support the troops -- and they do -- but they have sacrificed very little. They haven't had their taxes raised. They haven't been drafted, and they don't really participate in the war. The other are military families who have husbands and wives, sons and daughters, mothers and fathers, brothers and sisters in the war theater. It's them who shoulder the burden of the president's Iraq policy. America owes them our thanks on this Thanksgiving weekend."

George Bush endorsing HRC? Now you know why she does not represent change. Hillary is a vampire that feeds on blood and Bill has been seen with Bush senior since retirement, more times than any former presidents of the US, especially being from different political parties.
If there is anyone that thought for a moment that HRC was for change, this is your moment of zenn. She is for status quo; the continuation of Bush II.More wars, secrets, and wiretapping.

I urge the Congress to stick to their gun’s and not let this treasonous President who is prosecuting this war with funds plundered from our treasury to continue his failed policy. He has been riding on the backs of our troops long enough. Start a gradual withdraw of our troops and pay for this god dam war by raising taxes on all of the pseudo patriots supporting it, like maybe the oil companies…

Murtha has it right....99% of you have nothing to do with the war.

its time you do, impeach, take to the streets, earn your right to be called an American.

1st-Don't pass ANY war funding bill. Without money the "decider" can't continue HIS war.

2nd-Get rid of rats ass Steny Hoyer as majority leader and install John Murtha.

3rd-Get Dennis Kucinich's impeachment bill out of committee, and start the impeachment proceeding against Tricky Dickey Cheney and after he is impeached, impeach the "decider".

Is this really a "drawing a line in the sand" moment? Doesn't this cliche come from the story about Travis drawing the line at the Alamo? Not a very reassuring image. I'd rather see something like "Congress challenges Bush to cut off funding to troops". Unless Demo leadership actually follows through and allows the the Repubs to, in effect, cut off funding. Then we will have what has become an all to familiar pattern of bluster and then cave in. Bush is borrowing from Clinton's playbook of how to get your way and let congress make themselves look foolish in the process.

This is Murtha , the despicable exmarine who called real marines cold blooded killers and now is being sued...No wonder he is in defeatest surrender mode....Viscerate Pres Bush all yu want but in the end Murtha and Durbin (our troops are Nazis)Durbin are directly responsible for more US military casualties. Ask any legit military personnel (not the phony soldiers like Murtha ) . But then again the sole function of a Lib/Dem/progresso is defeatism

Oh please people, it's not that the money is needed right now, that's Bush speak, look at the billions of dollars that the DOD has been given to fight this WAR, look at the billions that have been "lost" nobody seems to know where. Look at the private contractors with billion dollar contracts (Halliburton-Blackwater), while our Military families are asked to support themselves on chicken feed, the Generals get more stars, write books, go on the speaking circuit and the lonely enlisted get's the finger. Things haven't changed since Vietnam and never will. As long as you have the military which Bush has used as his back drop for his campaigns, speeches etc., and five deferment Cheney running around calling people chickens and un American. Give me a break. The GOPERS are hoping if they keep holding onto Bush's shirt tail, he will grow balls and become their hero! Too late, he hasn't grown balls since his Mama spit him out of her bottom. He just has always been treated like he had them because his parents told him so.
So, I'm sure that our military can find the money, why not fire a few thousand Generals, hell most of them are nothing more then mouth pieces for Bush anyway. Then give their pay to the enlisted guys fighting the WAR. They need to be home with their families, that's how we support them. Not by throwing more and more money down the black hole of Iraq!

Who are these people, and what have they done with that other Democratic Party?

I'm starting to think that after a full year of people shouting the obvious at them, maybe the Democrats are starting to figure it out. (Or it's for show, but let's take what optimism we can.)

Unlike MOST of you, I don't rely on the talking heads to tell me the news. I watch it happening on cspan. So, I saw that press conference and as soon as Obey said that phone number, I called McClellen's office and told them to quit blocking the damned bill.
