New York City Mayor Michael Bloomberg has been receiving foreign policy briefing sessions on a wide variety of topics, providing the strongest indication yet that he is considering a run for the White House, the Huffington Post has learned.

The sessions, which were confirmed by multiple sources, have been conducted with Nancy Soderberg, a former U.S. Ambassador to the United Nations and a Clinton Administration foreign policy adviser. One source described her as "Bloomberg's Condi."

A range of topics have been discussed, from non-proliferation to the defense budget, with a specific focus on the war in Iraq.

These sessions dramatically contradict Bloomberg's denials that he is planning to run for president. The one aspect of his possible candidacy that is considered missing is foreign policy experience. These strategy sessions with Soderberg seem clearly designed to fortify that weakness.

The Huffington Post has also learned that one of the main reasons Soderberg was chosen is that she is not currently associated with any presidential campaign.

Soderberg was serving in New York City as the vice president of multilateral affairs for the International Crisis Group, a non-profit organization. Currently, she is a distinguished visiting professor at the University of North Florida. Soderberg is regarded as an expert in a variety of regions, including Northern Ireland, Indonesia, the Middle East and Africa. She did not return a request for comment.

Bloomberg's term as mayor expires in 2009. But rumors have been rampant that he will announce a third-party White House bid before then. And despite repeatedly claiming he is not interested in the job, Bloomberg has made several political moves that suggest otherwise.

Earlier in the year he switched his party affiliation from Republican to Independent (he previously was a Democrat). And in November, The Daily Telegraph in London reported that the New York City mayor had held at least three lunch meetings with officials from England's Independence Party.

The self-made billionaire, who founded Bloomberg LP, is seen as a formidable presidential contender. His billions in wealth would allow him to run a campaign without financial restrictions. And his handling of New York City gives him highly regarded executive leadership credentials, while his bipartisan appeal would siphon off votes from the two major party candidates.

The mayor's press office did not return a request for comment.

"Recruit Joe Lieberman for 2008. Twice in the last quarter-century we had the good fortune to see presidents elected who were sympathetic to our understanding of the world. In 2008, we will have a lot on the line. The policies that we have championed will remain unfinished. The war on terror will still have a long way to go.

The Democrats have already shown that they are incurably addicted to appeasement, while the “realists” among the GOP are hoping to undo the legacy of George W. Bush. Sen. John McCain and former New York City mayor Rudy Giuliani both look like the kind of leaders who could prosecute the war on terror vigorously and with the kind of innovative thought that realists hate and our country needs.

As for vice presidential candidates, how about Condoleezza Rice or even Joe Lieberman? Lieberman says he’s still a Democrat. But there is no place for him in that party.

Like every one of us, Leiberman is a refugee. He’s already endured the rigors of running for the White House. In 2008, he deserves another chance--this time with a worthier running mate than Al Gore.

I didn't vote for Bloomberg the first time round. Was offended by a guy buying office.

Voted for him enthusiastically second time around. I wasn't happy with what he allowed the cops to get away with during the Republican convention, and his pursuit of the convention center I thought misguided, but the rest has been very impressive indeed.

I like that he doesn't feel he has to insult opponents. I like that he seems to judge matters on their merit rather than through the lens of party doctrine.

I don't know that I'd vote for him instead of the Democratic nominee, but I'd sure hope to see him invited into the Cabinet where he could do remarkable things for the country and not have to put up with too much politics.

I've lived in NY since 1968, and he's easily the best mayor I've seen close up. Giuliani is a bully and would be a disastrous president.

i'm not sure he puts america's interests first. he supported lieberman against lamont which puts his foreign policy in question, but between clinton, guiliani and bloomberg, he is the best of the three. that is not saying much. he's done a decent job in new york. guiliani did a terrible job, and clinton has voted to give bush authority in his misguided foreign policy initiatives. ugh.

I'm not so locked in to my decision/preference that I won't consider Bloomberg if he runs as an Indie. But he'll REALLY have to impress me, and I don't see that happening.

Doesn't take a brain surgeon to know that our economy is in the crapper thanks to Bush's insane cutting of taxes on the super-wealthy, ... like Bloomberg himself, ... combined with the insanity of Iraq and turning his back on Afghanistan. Somehow I am not convinced that a billionaire is to be cast as the salvation that this nation requires.

How much do Progressives believe they hold in common with this man who continues to rake in millions more while the rest of us struggle to fill our tanks, simply to go to work for sagging wages.
