President Bush this month issued his first signing statement since the Democratic takeover of Congress, reserving the right to bypass 11 provisions in a military appropriations bill under his executive powers.

In the statement, which the White House filed in the Federal Register on Nov. 13 but which initially attracted little attention, Bush challenged several requirements to provide information to Congress.

Clearly, "signing statements" are unconstitutional. Functionally, they are equivalent to a line item veto, which the President does not have (and I hope and trust that Congress will never ever give him/her).

While Republicans had congressional control, Bush was issuing signing statements faster than you could say, "Bush stole two elections!". And his friendly, rubber-stamp, do-nothing Republican congress didn't voice any objections. Then the Democrats took over in 2006, and the Weasel-in-chief didn't issue a single signing statement -- until the one just reported here in the reference article.

When the new Democratic president moves into the White House in Jan. of 2009, they should open all of the windows to eliminate the stench of the Bush administration. What a dark stain the Bush presidency has left on America. Scatological doesn't even begin to describe it. We will all breathe more easily when Bush crawls back to Crawford and Cheney slithers back to Montana.

Let me jump right to it, though it's slightly off-topic.

The crisis that is the United States of America cannot be solved by the impeachment of the sitting president or the vice president, because the REAL parties to the crime that has gripped our nation are beyond the process of impeachment. There is only ONE solution, only one way to dissolve the vast network of conspiracy that began around 1980, and no one seems willing to address it, at least openly and certainly not on this site.

Impeachment is an impotent nonsolution.

U.S. Constitution
Article I, Section 7, Paragraph 2
"Every bill which shall have passed the House of Representatives and the Senate, shall, before it become a law, be presented to the President of the United States; if he approve he shall sign it, but if not he shall return it, with his objections to that House in which it shall have originated..."

Nothing here about "signing statements". Two choices:
1) approve the bill
2) return to the House in which it originated

And a bonus!

"This Constitution, and the laws of the United States which shall be made in pursuance thereof; and all treaties made, or which shall be made, under the authority of the United States, shall be the supreme law of the land..."

paragraph 3:
"... all executive and judicial officers, both of the United States and of the several states, shall be bound by oath or affirmation, to support this Constitution..."

Signing statements should only be utilized when Congress passes legislation that is unconstitutional. They were not designed to be abused, to circumvent or elude the system of checks and balances in government. It is the Judiciary which interprets laws, Congress that passes them. The executive branch has the authority to veto legislation, but not to hand-pick what it does and does not want to abide by. Secrecy, re-definition, circumvention, illegal conduct, and invoking unitary or executive privilege to do whatever the administration wants, Congress and the courts be damned is not part of his authority. It is unconstitutional and illegal.

The sad thing is the American right doesn't seem to care. What is it, do they all have abandoment issues from their lying alcoholic daddies? I know that it's supposed to be a given that Bush is really, really dumb. (and Evil and a Facist and Alcoholic etc. etc. ...)

Yet to put it in cartoon terms - he always makes the Dems assume the role of Wile E. Coyote chasing the Road Runner.

How can that be if they are so much smarter and they have Peace, Truth, Justice, Greeness and Diversity all working for them?
