AP:

House and Senate negotiators working on an intelligence bill have agreed to limit CIA interrogators to techniques approved by the military, which would effectively bar them from using such harsh methods as waterboarding, congressional aides said Wednesday.

Members of the House and Senate intelligence committees decided to include the ban while working out differences in their respective bills authorizing 2008 spending for intelligence programs, according to the aides, who spoke anonymously because the negotiations were private. Details of the bill are to be made public Thursday.

Who cares what the House and Senate agree to?
Obviously the Cheney administration doesn't.

The Cheney administration will just do it anyway after telling Congress to go fuck itself. They were clearly told that it wasn't ok to waterboard and torture before and so they had their little toady, Gonzales, come up with a "secret" legal opinion to the contrary and did it anyway...

And Congress didn't do shit. They are all spineless losers. Kinda like Joe Biden saying that if Dubya attacks Iran Joe will vote for impeachment... whatever. The time to do it is now, enough already! These creeps need to be stopped.....

Why not write them an email and tell them so?
