New York City Mayor Michael Bloomberg and Nebraska Senator Chuck Hagel have been conducting regular, private phone conversations over the past few months in an effort to "feel each other out" for a possible presidential run, sources have told the Huffington Post.

The development feeds speculation that the two men could mount a third-party White House ticket. And while the maverick Republican and the independent mayor have met in the past, the ongoing conversations provide the clearest indication yet that they are considering such a move.

Sources with knowledge of the conversations say they are done in private, and so the topics of discussion remain unclear. But one high-ranking aide confirmed that the two have discussed Hagel joining the presidential campaign should Bloomberg decide to run.

"It has to come from Bloomberg because Hagel can't really do anything," said the source, before adding that there was no indication that the two have declared a political alliance. A decision on whether to run will likely be made once the Democrats and Republicans have settled on a nominee.

The Bloomberg-Hagel presidential rumors began after the two had lunch together last May. Days later, Hagel appeared on CBS' Face the Nation and remarked that he would consider running on an independent ticket with Bloomberg, presumably, at the head. A few months later, the Washington Post's David Broder, wrote a flattering piece about the possibility of the two men mounting a run at the White House. As recently as a few weeks ago the pair reunited for a dinner in New York City.

"We didn't make any deals," Hagel said after the meal. "But I think Mayor Bloomberg is the kind of individual who should seriously think about this. It's a great country to think about - a New York boy and a Nebraska boy to be teamed up leading this nation."

Apart from Hagel, Bloomberg has made several political moves that suggest he is interested in running for the White House. Early in 2007 he switched his party affiliation from Republican to Independent. And in late November, the Huffington Post reported that the mayor has been receiving foreign policy briefings from Nancy Soderberg, a Clinton administration official who was U.S. Ambassador to the United Nations. Echoing media reports, a recent Bloomberg dinner companion told the Huffington Post that the mayor "discusses the permutations of his entering the presidential race all the time."

Mayor Bloomberg's office and Senator Hagel's office both declined to comment.

The dynamics of a Bloomberg-Hagel ticket are unique if not at times incongruous. Both men share objections to President Bush's policies in Iraq and have shown outward willingness to buck the two-party system. But on domestic affairs, and especially social policies like abortion and gay marriage, their stances are drastically different. Still, those in favor of a third-party ticket see enough similarities to create the framework for at least a portion of a White House cabinet.

"As you build a unity team, one of the things you, of course, take into consideration is what are the strengths and weakness of each person on that team," said Doug Bialey, co-founder of Unity08, a group supporting an independent presidential ticket in 2008. "It may not be necessary. It may be that there is a member of the team that wouldn't be a great vice president but would be great to have on the team."

And indeed one of the chief purposes of the private phone conversations, sources say, is to help build the personal and political gap should Bloomberg choose to run with Hagel by his side.

"The [conversation] are not always political," an aide speculated. "They are often just the two of them getting to know each other."

There should be a quiz for all candidates that goes something like this...

Do you believe in the Constitution, some of the time, 1/2 the time, or none of the time.

Do you think we should torture, some of the time, 1/2 the time, or none of the time.

Should the Government spy on its own citizens illegally, some of the time, 1/2 the time, or none of the time.

There are quite a few more simple questions that could be added to the list, but just these 3 would be enough for me.

Hagel is also pro big business, anti education, received 0% on environmental issues, on and on. He's just another repig, period.

I think that this ticket makes sense.
Bloomberg is an excellent maire and he runs
NYC very efficiently.
Hagel is the most decent republican
of this generation. Both are realists, very humans and engaging people.
That ticket would win.
I am a person of the left but I tell you these
are the two best republicans in the country.
this would mean peace for America for the next 20 to 50 years to come.

Hagel wants to tap our cellphones, hates gays and has little regard for women or minorities. Just a little bit of reality for all the "dems" on here that claim they'd vote for him.

Interesting. This "ticket" would indeed take votes away from the democratic ticket. It certainly appears that many democrats are unhappy with their current slate of candidates. Otherwise, forums such as this one of Arianna Huffington's would not be full of posts from liberals claiming they just might vote for this "ticket".

As a conservative republican who would not, under any circumstances support either of these two gentlemen, I encourage this "ticket" to further splinter the far left base.

If they ran there is no one in the republican party who could beat them. What they would do to the election if there was repukelian, Democrat and Independent, no one really knows - especially not the so called pundits. But it would be interesting. If its Hillary for the Dems, Bloomberg and Hagel would have my vote.

Not really new news. Hagel has been in contact with the Dems and Indys since the trader joe debacle.

He couldn't become POTUS in his repug position but ... as a Dem or Indy and with Bloomberg's bucks this would become the team to beat!

The thing I'm having trouble understanding in some of the posts -- SmelleyOne, etc. -- is that there seems to be an effort to equate populism with socialism or communism.

Not the same at all.

Populism is government of the people, by the people and FOR the people.

I will vote Democratic if it's anyone but Hillary. But if it is her, I would consider Bloomberg. Many are saying here that 3rd parties never win, blah, blah, blah. But you are forgetting how many of us have become unaffiliated voters. There's always a first time, and people are so disgusted with both parties that the time is right.

This all depends on who Republicans put up. If it is Huckabee, you can bet that these two will make a run for it to get huge chunk of the voters who have gravitated toward the middle.

The Gulliani/R­omni/McCai­n nomination will not bring these two out because it would split the vote and put a democrat in. I do think that no moderate Republican will survive the primaries.

This will be something akin to Schwarzengger coming out of the left field (or middle field!) and snatching the governership. I don't think he would have ever survived a Republican primary in California the first time around.

This election cycle may finally reveal that Republicans have gravitated too far to the right under an evangelical banner (thanks to G.W. Bush) to ever become a viable party to capture the white house again.

It is finally dawning on everyone that the process we go through to elect a president is broken and generally speaking the better qualified candidates do not rise to top because of party politics and the flawed primary process.
