While many Democratic strategists are confident that the deteriorating economy virtually assures the victory of their presidential candidate on November 4, there is a quiet debate over whether the party and prospective nominee are likely to get blindsided by Republicans raising issues of terrorism and national security.

Republicans are making no secret of their intentions in the general election.

Karl Rove declared that if either Barack Obama or Hillary Clinton is nominated, he or she will be challenged on upcoming Foreign Intelligence Surveillance Act (FISA) legislation: "Do they or do they not want our intelligence officials to be listening in on terrorists' conversations in the Middle East who may ... be plotting to hurt America?"

Alex Castellanos, Republican media strategist, told the Huffington Post that the continuing concerns of American voters about the dangers of another terrorist attack will be the engine behind a Republican victory in November:

"9/11 changed everything," he said. "The president's job is to lock the doors at night and keep America safe from terrorism. We are still in that world in 2008. And that's why a Republican is going to be elected president again in 2008."

Opinion on the likely strength of such Republican challenges to the Democratic nominee varies widely.

At one end of the spectrum, former Senator Gary Hart warns that Democrats are vulnerable and unprepared. "The ghost of Karl Rove will raise the specter of terrorism and swift boat whomever the Democrats nominate. The fear card is the last resort of the collapsing W. coalition," he said.

At the other end, Joseph Cirincione, Senior Fellow and Director for Nuclear Policy at the Center for American Progress, contends the Democrats will offer stronger messaging:

"The Democratic candidate will have a very strong case to make to the American people that the conservative national security policies have failed. We are less secure now than we were in 2000, in 2001 or in 2002. Osama bin Laden is closer today to getting a nuclear weapon or weapon materials than he ever has been. This is the most serious national security threat facing America. The president's policies have increased this threat, not decreased it. I do not believe that the Democratic presidential candidate will have any trouble making that case to the American people."

Similarly, Brookings Institution foreign policy scholar Ivo Daalder argued, "Terror and fear are the only things the Reps can run on -- and so they will. Every Democrat knows that. But the country is clearly hunkering for a leader who can also address their real and current fears, which are economic first and foremost. So the Democrats have to talk about these issues, which surely aren't peripheral to the voters. That doesn't mean that they should not talk about national security -- they should, they do, and they will."

Republican pollster Bill McInturff surprisingly reinforced this view. "Each party's nominee has a lot of latitude to define themselves for the general," he said. "To be fair, as of now, there's not a major candidate who has messed up an issue for the general beyond repair as of today."

The most nuanced analysis of the politics of terror was provided by Brian Katulis, a less well known figure in the Democratic foreign policy establishment who is a Senior Fellow at the Center for American Progress where he is a Senior Advisor to the Center's Middle East Progress project.

"I wouldn't say that Democrats have avoided national security as much as they have not yet developed a coherent narrative that simply goes beyond 'Bush screwed things up.'....Conservatives have an overarching story when it comes to talking about national security - it's not dissimilar to Bush's narrative: there are bad people out there, we need to go out there and try to kill them ourselves before they get us. Simplistic, and applied to many different threats, but it's kind of an easy story line....

"It's those political consulting classes on the Democratic side who are particularly wounded and still operating on the defensive when it comes to national security - which is truly a stunning thing when you think about it, given all of the strategic errors conservatism is responsible for on the national security front the last seven years.

"So I think there's a sweet spot for Democrats to actually say something that connects the dots on the national security and terrorism front - one that actually responds to a need from the American people to hear a viable alternative - but we're just not hearing it yet at that political communications level. We're seeing and hearing tick lists that make the broader public's eyes glaze over. On the conservative side, we hear a story line - a batshit crazy one for the most part that got us in the predicament that we're in now, but hey, it's a story. Most people would rather go to a movie that has a plot."

Middle America should scare you. Conditioned by our schools to sit down, don't question authority and do what you are told. The churches told them to vote for Bush and they did.
Our small town passed the word that "the arabs are here" (25 miles away) don't buy gas from them. When I happened to pass the gas station after a month of this talk I realized they they were Hindu! Nothing I have said will convince them that these are not "arab" terrorists of some kind and they are more than willing to send their sons off to be killed and maimed to kept any more "terrorists" from moving here.
The truly scary part is that I live in Progressive Vermont. Land of the Civil Union which passed only because they found out that there were gay women.
Draped in the flag and carrying a cross, we are in BIG trouble.

The republicunts don't have any "successes" they can point out in order to sway votes. Their best shot is to claim that because we haven't been attacked at home since 2001 it means they protected us. The simple rebuttal against that is that the vast majority of countries have also been free attack since 2001.
Is terrorism a crime? How many terrorists have they captured? How many of those have been tried for terrorism? How many of those did they convict in their war on terror?
The war on terror has been an absolute debacle and it's really telling when it is the only trump card the republicunts have left in their hand to play.

The war OF terror is a war against the constitution--planned well before 9/11--if the Dems were patriots (like Kucinich and Paul), they would be talking about this and the fact that you are thousands of more times likely to be struck by lightening as to be attacked by terrorists--and of course, Hill, Edwards and Obama say we need to keep our troops in Iraq at least through 2013, instead of protecting our own crumbling country

It's all power and money and anyone who believes differently is a programmed fool

If this is the best the Repugs got, I say bring it on (to quote an idiot we all know.)

911 did not "change everything" ... the ignorance and fear that followed did.

Ignorance in that no one ever told the American people the true source of the hatred that caused 911 (a perceived lack of evenhandedness on mideast policy with the two most significant issues being Israel and support for despots including the presence of US troops on Arab soil). the idiotic "solution" of putting more troops on Arab soil -- in the wrong country, yet -- would be transparent if we had.

Ignorance because we failed to tell American the real truth about terrorism. It is not an "existential" threat from without -- it is used by the weak to intimidate the strong to change from within. When a foe chooses terrorism, they have already admitted they cannot defeat you, and they are counting on you to defeat yourselves. Repugs want to oblige them.

The solution to terrorism is police work (witness the success Britain has had), and education and an even-handed foreign policy that does not support despots while mouthing homilies about democracy.

Yeah, let's finally have this debate ... only let's be sure the Dems nominate someone with the courage to stand up to fear mongers.

Repigs will win the Presidency once again based on fear. We Americans a too busy with our own personal problems, consuming and watching American Idol to care about the issues and what really matters. We or most I should say are like the Gold fish only remember the last thing that happened.

Meanwhile an ex GOP congressman is indicted for raising funds for islamic terror fronts. It reminds me of Tim McVeigh, Eric Rudolph, the Anthrax mailer, Randy Weaver and all the other homegrown right wing terrorists.

The Democratic narrative on terrorism should be simple: Islamic terrorism comes from an internal conflict within the Muslim World about whether diplomacy or violence is the solution to their problems. American must ensure that diplomacy prevails. That is our definition of victory.

Democrats should draw a stark contrast between the Republican reliance on military force and the Democratic emphasis on diplomacy. They should tap into the preexisting conventional wisdom that there is no military solution, only political and diplomatic solutions.

By fighting a "war" on terror, we reinforce the position of the extremists that violence is the only option. If we want to see peaceful political progress along the many fault lines in the Muslim World, then America needs lead by example. If America doesn't demonstrate confidence in diplomacy, then how do we expect it to take hold in the Muslim World?

The "Strong on Terror" shtick is not working anymore. More and more people are realizing that invading Iraq on cooked up evidence was wrong. More and more people are realizing that continued stay in Iraq is only going to hurt us and hinder us from actually protecting our nation.

Democrats will lose on the terror issue unless they come to the table with facts.

Most Gitmo detainees aren't charged. In fact, the FBI says there's a ridiculously low adherence rate for terrorism charges.

The surge IS NOT WORKING.

Iran IS NOT A THREAT.

Propping up dictators is a FAILURE.

THE WAR is destroying our ECONOMY.

Democrats win on the facts, they just need to know better than trying to play the Republican game of dimwit oneupmanship where each candidate tries to prove that he too is capable of being a dumbshit.
