WASHINGTON — House Democratic and Republican leaders appeared close to agreement with the White House Wednesday night on a significantly reworked package of emergency tax cuts to jolt the economy out of its slump.

At a Wednesday evening meeting, House Speaker Nancy Pelosi made major concessions to drop increases in food stamp and unemployment benefits in exchange for tax rebates of at least $300 for all people earning a paycheck, including low-income earners who make too little to pay income taxes. Families with children would receive an additional $300 per child, while those paying income taxes could receive higher rebates as well, a senior House aide said.

Pelosi, D-Calif., and House Minority Leader John Boehner, R-Ohio, had yet to reach agreement on a package of tax breaks for businesses after estimates showed a tentative agreement could exceed $70 billion, far more than had been expected, the aide and a Democratic lobbyist said.

Pelosi and Boehner appeared optimistic Wednesday night as they left their third extended negotiating session of the day with Treasury Secretary Henry Paulson. A tentatively scheduled Thursday morning negotiating session was called off, her spokesman said, as Pelosi first needed to brief fellow Democrats on the emerging but controversial plan.

"We'll have more to say tomorrow," Boehner said. "We're hopeful."

Democratic aides said greater GOP flexibility over giving income tax relief to poor families with children _ who would not be eligible under President Bush's tax rebate proposal _ had moved the talks forward.

Asked whether agreement was near, Pelosi said, "We're moving toward that, but all the issues are not resolved."

The business tax portion still being negotiated would give businesses incentives to invest in plants and equipment, give small businesses more generous expensing rules and allow businesses suffering losses now to reclaim taxes previously paid. The last item on spreading operating losses was proving to be unexpectedly expensive.

Lawmakers learned during the day that the government's deficit already would swell to $250 billion this year because of falling corporate tax revenues _ then they signaled they were willing to balloon it higher by more than $100 billion with a stimulus package.

As they met behind closed doors, Wall Street defined volatility, dropping again for most of the day before soaring to a big gain just before closing. The Dow Jones industrials ended the day up just under 300 points.

The federal deficit, which has been dropping in recent years, could reach $379 billion for 2008 _ more than twice last year's red ink _ once the costs of the economic rescue measures are factored in, said House Budget Committee Chairman John Spratt Jr., D-S.C.

"We should act, and act now, to strengthen the economy ... mindful, however, of the long-term budget challenges, the structural deficits that we face unless we act and act seriously," Spratt said.

Bush expressed optimism about quick action.

"I'm confident that we can get something done," Bush said in brief comments to reporters. "There's a spirit that says we need to take a fundamentally strong economy and help it."

The economic growth measure would add about $116 billion to the deficit for the budget year ending Oct. 1, according to back-of-the-envelope calculations by Spratt. All sides agree that the stimulus measures should be temporary.

"Whatever we do is going to have a 12-month shelf life," said House Majority Leader Steny Hoyer, D-Md.

Worries about the ailing economy trumped concern over the deficit as top House leaders and Paulson tallied up the cost of various proposals for tax rebates, business tax cuts and benefit increases, including unemployment compensation and food stamps.

Pelosi pressed to make sure tax relief would find its way into the hands of lower-income earners while Boehner pushed to include upper middle-class couples with incomes of up to $130,000 or so, according to congressional aides.

The rebates are the most costly portion of an emerging $145 billion economic stimulus measure.

Bush backs larger rebates of $800-$1,600, but his plan would leave out 30 million working households who earn paychecks but owe no income tax, according to calculations by the Urban Institute-Brookings Institution Tax Policy Center. An additional 19 million households would receive only partial rebates.

Rep. Barney Frank, D-Mass., said negotiators were near an agreement on an overhaul of the Federal Housing Administration that would make it easier for thousands of homeowners with ballooning interest rates to refinance into federally insured loans. The measure might advance separately of the tax relief package, however.

Both sides reached agreement to allow Fannie Mae and Freddie Mac _ government-sponsored companies that are the two biggest U.S. financers and guarantors of home loans _ to buy loans much larger than the current $417,000 limit, aides and lobbyists said. Frank said that lending cap might reach as high as $700,000 in areas with the highest home prices.

Pelosi's decision to drop expanding unemployment and more money for food stamps _ which many lawmakers had assumed would be included in the package _ could prove very controversial with Democratic constituencies such as unions, who were already stung by a decision to deny states more money for their Medicaid programs.

Many Democrats had pressed to extend unemployment benefits for people whose 26 weeks of benefits have run out, but Republicans resisted.

Some lawmakers expressed alarm about the stimulus package more than doubling last year's deficit of $163 billion.

"I am concerned that, in our rush to help, we will talk ourselves into a quick, feel-good hit today that will leave us with a bigger budgetary hangover tomorrow," said Rep. Paul Ryan of Wisconsin, top Republican on the budget panel.

In the Senate, Democratic leader Harry Reid of Nevada and Republican leader Mitch McConnell of Kentucky have agreed to stand back and let the House take the lead in the talks with the administration.

The aim is to have legislation ready for Bush to sign in just a few weeks, lightning speed for tax and spending measures that can take months or even years to win approval.

How can American citizens trust any overnight Washington, D.C. corporate bailout program after this unprecedented, and unregulated American corporate free for all??? In an environment of unregulated Iraqi War debt, private banking/Wall Street institutional greed, corporate employment outsourcing, and federal government private contract profiteering, how can American citizens trust any new economic policies from these eloquent, dishonest political clowns???

The republicans controlled the debate on the phony "war" they got us into with lies, deceit and chicanery. They now want to control the debate on the "war" on recesssion that they got us into with lies, deceit and chicanery with their failed economic policies and reckless spending--borrow and spend, the hell with tomorrow. The insipid Democrats under the leadership of the incompetent Reid, who should be in a nursing home and the incompetent Pelosi who should be home baking cookies for her grandchildren, are more than willing to forget the past seven years that the Bush administration has endeavored to bankrupt our treasury for the benefit of their cronies and without a whimper of criticism allow Bush to gain center stage in attempting to save an economy headed into recession or worse that he and his enablers in and out of congress have created.

stopping the war removes it's link to credibility, and then questions get multiplied and first thing you know 9/11 comes under hard scrutiny and then it becomes obvious .... all the way down to the NASCAR crowd that bushco did the crime but congress drove the get-away car

Congress is engaging in a charade, they have to, or the whole scheme comes unraveled ...

The problem is part and parcel of debt based fractional banking ... that is leveraged debt.

Leverage works both ways, expanding currency and credit on the way up and destroying both on the way down.

Congress has to inspire people to spend to keep the debt balloon afloat. Trouble is consumers are either tapped out or saving and business is cutting back.

No new debt = economic collapse

Here's a plan for you:
Setup a workforce that is funded by the wealthiest of Americans to build our crumbling infrastructure.
Cancel the debts of some millions of Americans by instituting a new bankruptcy law--you can wipe your debt if you meet certain wealth exemptions.
Reform bailouts for companies such that no multi-million dollar bonuses are allowed before a company declares bankruptcy.
End the war in Iraq.
Redistribute wealth so that people that don't have any can have a small piece of land.
Create a workforce that can build homes for the above, funded by the wealthiest Americans.

I like some of you ideas, but personally I'd worry that the wealthy would feel they would have the right to control anyone who benefited from the wealth redistribution. The WPA type program to have the infrastructure repaired would be a total clustercluck if the wealthy controlled it. I submit my evidence as to how what kind of job they do now.
Cutting corners on bridge and road construction, by using inferior materials , 4 bag mix when the plans call for 6 bag and all the other scams they pull to get the most taxpayer money for the cheapest amount and lowest quality work. Poor quality is also job security for them as they get the repair work no matter how horrible they do it. Its the good old boys network.

Besides, as long as the American style capitalist / corporations control our politicians what to say and do, we are destine to be herded like animals and raped and pillaged at their pleasure and profit. Wealth redistribution wont change a thing. There has to be a total ideology reform away from our current authoritarian style government system to at least the republic were once were. Better yet would if we could become a democracy.

The first thing to do to stimulate the economy is to get rid of Pelosi. Then maybe with some real leadership we can work our way out of this mess Bush got us into and impeach Bush at the same time.

Agree, agree agree with all of the foregoing commenators - this is an absurd move, guaranteed to be eye candy for the American's who are not up to speed in the deep hole dug for us by Bush Regime/Cheney/Others - we have gone from a $2 trillion surplus, to now a $2 trillion defecit and where did all that money go? It did NOT go to our soldiers, it went to friends of George and Cheney war profiteers while New Orleans looses 4500 homes to "developers", while 250,000 war veterans are homeless and hungry every night, where children's education is dumbed down further in the name of "education" by the federal government; where we have an army rise up in our United States (Blkwtr) and where FISA modifications this week will give cover to those phone companies and others who spied on us in 2000 (before 911) but buried in this Jane Harmon pushed bill is the beginning "thought crime" and "internet danger" - we should all be paying attention because the freedom we think we have is very fleeting. Remember we went $2 Trillion into debt, OMG blame this on us? Bush told us to go shopping after 911... this is all being shoved down at us (with the "prop" of economic stimulus during this election year.
