Federal regulators have allowed mine operators to avoid fines for thousands of health and safety citations, despite a federal law that requires monetary penalties for such violations, government officials have confirmed.

Over the last six years, the Department of Labor's Mine Safety and Health Administration did not assess civil penalties for about 4,000 violations, according to preliminary MSHA data.

Most of the violations involve situations where MSHA did not assess monetary penalties within 18 months of issuing a citation. Agency officials believe that is the legal time limit for doing so.

MSHA officials emphasized that less than 1 percent of all violations cited by agency inspectors were involved, and said steps are being taken to fix the problem.

But at least one of the citations involves a violation that MSHA inspectors concluded was partly responsible for the December 2005 death of an underground miner in Kentucky.

The revelation is another major setback for MSHA, which is still trying to catch up on missed mandatory inspections and implement far-reaching safety laws passed after a series of disasters in 2006 and 2007.

"There is no doubt that there is a problem," said Richard Stickler, acting assistant labor secretary in charge of MSHA.

Hummmmmmm, next time I get a speeding violation I want to be sure I can drive away and not have to worry about paying the safety citation. I'm sure it won't be noticed within 18 months!
This whole article causes more questions than it answers. The first one and the biggest one concerns the man in KY. They get a safety violation and no fine because the supervisor didn't know how to stop the bleeding??? What the hell are they thinking. Silly question, obviously no one is thinking. Why isn't someone asking why his legs were severed in the first place?

And another thing....I can't remember exactly the amounts for specific violations. I have seen them some where and I do remember they were disgracefully low amounts. But I do remember they were quite a bit higher than a speeding ticket. So if no violations were being paid, SHOULDN'T SOMEONE HAVE NOTICED THE DOLLAR AMOUNT COMING IN WAS A LITTLE SHORT?

The problem is whether or not the dems will appoint anyone who will do anything about or....as expected they won't do a damned thing to upset the profit applecart of the corporations who fund their elections?

Edwards needs to hold on and hold out for appointment to whatever the position is that takes care of interior problems and not secstate.

Or else Gore can come to our rescue and get off his ass and run for the presidency he deserves and America deserves.

BUT if you notice the dems now in charge haven't done shiite about any of the Chimp's violations of ANYTHING.

Not one damned thing...so what makes anyone thing things are going to be any different under a dem president if Hill or Obambi is elected?

Coal miners have always been treated like throwaway workers. Usually those jobs are in areas that depend on them for any kind of decent wage and if one miner is killed, there's more standing in line.

I was born and reared in a coal mining town in Kentucky. I can tell you about the horrors this country has turned its back on when it comes to miners. One of Bush's first acts was to sign legislation to immediately roll back several safety provisions. He isn't the only president to ignore the dangers but he made it his priority.

Now, federal laws have been pushed away concerning mountaintop removal that is a disgrace but nobody in the U.S. seems to be paying any attention to what is being done.

I suppose mountain people who are still very much the butt of jokes and stereotypical judgment "deserve" their homes being destroyed, their ground water polluted and the air so full of particles that men, women and children are suffering greatly due to lung problems.

It's all done in the name of coal mining but what it should be called is a national disgrace.

Bush whines about poor Mexico. If you want to see American poverty in full bloom, go to the coal mining towns in Appalachia and see the mountains that are no longer there and the shuttered deep mines. When does a little caring about people in this country make news ?

One thing not ignored by Bushies: ABC might be fined 1.4 million for showing a woman's buttocks. Yet Bush will walk away from these safety violations completely unscathed. Ridiculous.

Nothing.

Democrats either wont do anything but make a lot of a PR rants over things.
Republicans wont touch it.
The justice department just wont do anything.
And the people will continue to support and elect these same Aholes to congress and the presidency time and time again.. I hate to think this, but I think we actually like this, and more likely deserve it for our voting actions.
