TEMPE, Ariz. — Former President Clinton said that if his wife is elected president she would radically change the "No Child Left Behind Act," which he described as an education disaster initially supported not only by President Bush, but liberal icon Ted Kennedy.

Clinton's association of Kennedy with the No Child Left Behind Act _ a federal education law unpopular with public school teachers, a key Democratic party constituency _ came just days after the Massachusetts senator passed over Hillary Rodham Clinton to endorse her rival for the Democratic presidential nomination, Sen. Barack Obama.

"I want you to think about this, and I have to say, this was a train wreck that was not intended. No Child Left Behind was supported by George Bush and Senator Ted Kennedy and everybody in between. Why? Because they didn't talk to enough teachers before they did that," Clinton told more than 2,400 people in a speech Thursday night at Arizona State University.

Hillary Clinton, a New York senator, also initially supported the No Child Left Behind law but has since said it has not been properly financed or run, and should be replaced. She has proposed $10 billion for universal preschool, more money for special education, and incentives for teachers who work in places and on subjects where shortages exist.

Obama, an Illinois senator, has said he also would change No Child Left Behind "so that we're not just teaching to a test and crowding out programs like art and music." He has also said he would encourage but not require universal pre-kindergarten programs, expand teacher mentoring programs and reward teachers with higher pay not tied to standardized test scores in an $18 billion plan to be paid for in part by delaying elements of moon and Mars missions.

Bush modeled the federal No Child Left Behind Act on a Texas education law adopted while he was governor. It aims to prod low-performing schools to improve by tying government aid to performance standards.

"The idea was we will increase funding to the schools _ which they did once but they didn't continue it, so they made it an unfunded mandate," Bill Clinton said, adding that the law also did away with programs from his administration that were helping to modernize old schools, build new schools to alleviate overcrowding and provide after school care.

Instead, the Bush law requires "our kids take five tests five years in a row," but allows school districts to "pick the test and the passing score, so you wound up with the worst of all worlds ... You could wind up lowering the quality of education," Clinton said.

All this bickering about a non-issue.

Teddy Kennedy represents what is perceived as the far left and the shrub represents the far right and Clinton referred to *everyone in between*.

NCLB is a train wreck of seismic proportions, anyone with a bright or disabled child in the educational system right now can tell you. They have tests in the fall to see how they'll do on the AYP/NCLB testing, then the class is taught in a generalized way so that more of the kids that are in the lower quadrants move into that *meets requirements* middle. Mostly gone is accelerated tracks, so bright kids never have any individual *growth*, they sit there *learning* stuff they already know, so that MAYBE some of the kids that aren't average and might not ever be can catch up and *meet requirements*. But they'll never *meet requirements* so the school will fail to meet AYP.

Meanwhile, SpEd kids aren't being taught in ways that might equalize them better and they too will never *meet requirements*.

It's failed logic, it's failed policy. It doesn't need to be reformed - it's needs to thrown out.

In his endorsement of Barak Obama, Kennedy was gracious about Edwards and Clinton, but Bill Clinton is so without a corresponding sense of grace that he feels the need to discredit Kennedy by criticizing a bill that is terribly flawed but did infuse much needed funds into the public school system. No Child Left Behind is a bureaucratic nightmare of testing and documentation that has done little for classroom quality, but Kennedy's intentions were good ones. FUWJC

The Clintons are sleazy. You knew when Ted Kennedy endorsed Obama he would become the enemy. I am sure there will be more attacks from Clinton surrogates. If you don't support the Clintons you are their enemy and you must be destroyed.

The last thing this nation needs is the Clintons and their partisan warfare, greed and shady financial dealings, and soap opera "marriage", lack of integrity back in the White House and in the headlines.

McPeak had more to say in a similarly dismissive tone .

Oops! Looks like Teddy got snookered by the Codpiece Commander, and Clinton called him on it... or is there someone here prepared to defend "No Child's Behind Left"?

Bill's not without blemishes, but neither is ANY of them -- before Teddy opened his yap (personally piqued by an assumed, but imaginary, slight to JFK on the Civil Rights Act), he should've checked to make sure one of the exit doors remained unlocked and available for a quick move off the firing range.

Instead, the tweaker got tweaked.

No Child Left Behind does stink. How could it not, as it sprang forth from Dubya's puny and twisted little mind. That said, Bill gave us NAFTA, more corporate media consolidation, etc. He was one of the best Republican presidents we've ever had. So, really, he needs to retire from politics. Hillary could either be a fabulous veep or remain in the US Senate for life, if she wants.
