TEMPE, Ariz. — Former President Clinton said that if his wife is elected president she would radically change the "No Child Left Behind Act," which he described as an education disaster initially supported not only by President Bush, but liberal icon Ted Kennedy.

Clinton's association of Kennedy with the No Child Left Behind Act _ a federal education law unpopular with public school teachers, a key Democratic party constituency _ came just days after the Massachusetts senator passed over Hillary Rodham Clinton to endorse her rival for the Democratic presidential nomination, Sen. Barack Obama.

"I want you to think about this, and I have to say, this was a train wreck that was not intended. No Child Left Behind was supported by George Bush and Senator Ted Kennedy and everybody in between. Why? Because they didn't talk to enough teachers before they did that," Clinton told more than 2,400 people in a speech Thursday night at Arizona State University.

Hillary Clinton, a New York senator, also initially supported the No Child Left Behind law but has since said it has not been properly financed or run, and should be replaced. She has proposed $10 billion for universal preschool, more money for special education, and incentives for teachers who work in places and on subjects where shortages exist.

Obama, an Illinois senator, has said he also would change No Child Left Behind "so that we're not just teaching to a test and crowding out programs like art and music." He has also said he would encourage but not require universal pre-kindergarten programs, expand teacher mentoring programs and reward teachers with higher pay not tied to standardized test scores in an $18 billion plan to be paid for in part by delaying elements of moon and Mars missions.

Bush modeled the federal No Child Left Behind Act on a Texas education law adopted while he was governor. It aims to prod low-performing schools to improve by tying government aid to performance standards.

"The idea was we will increase funding to the schools _ which they did once but they didn't continue it, so they made it an unfunded mandate," Bill Clinton said, adding that the law also did away with programs from his administration that were helping to modernize old schools, build new schools to alleviate overcrowding and provide after school care.

Instead, the Bush law requires "our kids take five tests five years in a row," but allows school districts to "pick the test and the passing score, so you wound up with the worst of all worlds ... You could wind up lowering the quality of education," Clinton said.

But the thing is, this story promised a confrontation with Ted. Ted's part of this was honorable, though I disagreed from the beginning: I knew Bush wouldn't fund the act, which was shaky from the start. The error wasn't in liberalism, it was in a broken bipartisan deal. They shook hands, Bush walked away. Was Ted naive?

With all due respect, who cares what Bill Clinton thinks of Ted Kennedy? No one's going to take any criticism of Kennedy as criticism of Obama. That's like saying criticizing Wesley Clark is the same as criticizing Hillary. Kind of a stretch.

Education is not written in stone. In my mind if something isn't working it is time to explore other options.

My problem with this issue is the options they are exploring. It sounds as if the Clintons want to mandate brainwashing children at a younger age. Kids are getting smarter!

What are students walking away with from high school? Are they independant thinkers or are they self-alienated brainwashed corporate slave wagers?

people ... I know that everyone is slobbering over Ted (chapaquidick) Kennedy's endorsement of barrack (huge ego-confident enough to run for ruler of the world with barely any experience-) obama, but for me, Robert Kennedy Jr.'s endorsement of hillary was huge!!!!!!!

I attended Al Gore's save the planet concert at Giant's Stadium (7-7-07) and Rob Jr. happened to be one of the people who spoke between sets. He was the only entity that day, which caused me to stand on my feet ... scream out loud, like I haven't done at a concert for many, many years and applaud until my palms hurt!

for me ... Robert Kennedy Jr.'s endorsement means a hellava lot more (credible) than teddy's endorsement. Rob left a significant impression on me. If he ever ran for office, I would be motivated to help his campaign.

Oh yeah ... I heard that Caroline endorsed barrack after her teenage children brought him to her attention. hmmm ... I can only imagine what a mother with her political history might have been thinking about supporting her children's interest in politics ... (or ... maybe she really likes Barrack .. yikes .. I don't feel comfortable taking a shot at Caroline, even if I don't agree with her position :)).

Tie this together- blame Hillary for her vote in 2002 to give authorization for military action against Iraq, based on all the now known lies Bush fed the country.-- Then blame Ted Kennedy for believing Bush was going to do good for the kids of America with "No Child Left Behind". They both were suseptable to Bush's "stragetizing" ways. Now, Obie and Hilly fans, kiss and make up. -

As much as I loathe giving Bush credit for anything (so I'll credit Teddy), NCLB made it possible for my gifted daughter to escape a failing school across town and attend kindergarten at a decent one close to home where she won awards and honors. She parlayed that opportunity into acceptance at a gifted school, the sixth best elementary school in Illinois.

The failing school she left behind has since pulled itself up out of that designation. They wanted to keep students like my daughter so they worked hard for the privilege.

I hope Hillary never gets the chance to reverse this process.
