Baghdad is drowning in sewage, thirsty for water and largely powerless, an Iraqi official said on Sunday in a grim assessment of services in the capital five years after the US-led invasion.

One of three sewage treatment plants is out of commission, one is working at stuttering capacity while a pipe blockage in the third means sewage is forming a foul lake so large it can be seen "as a big black spot on Google Earth," said Tahseen Sheikhly, civilian spokesman for the Baghdad security plan.

Sheikhly told a news conference in the capital that water pipes, where they exist, are so old that it is not possible to pump water at a sufficient rate to meet demands -- leaving many neighbourhoods parched.

A sharp deficit of 3,000 megawatts of electricity adds to the woes of residents, who are forced to rely on neighbourhood generators to light up their lives and heat their homes.

"Sewerage, water and electricity are our three main problems," said Sheikhly, adding that many of these problems date back to the Saddam Hussein regime when not enough attention was paid to basic infrastructure.

Insurgency, sectarian violence and vandalism since the US-led invasion in March 2003 had further ravaged services in the capital, he added.

More positively, he said, the extensive Baghdad security plan, known as Operation Fardh al-Qanoon (Imposing Law) and launched on February 14 last year, was allowing services to be gradually restored.

"After the destruction there is now the reconstruction," Sheikhly said. "We have solved many of the security problems, now we can focus on rebuilding."

Education and health across Iraq had both seen improvements, according to US military commander Brigadier General Jeffrey Dorko of the US Gulf Regional Division which is engaged in reconstruction projects

I'd love to pass on the claim that you can see the sewage from Google Earth, but does anybody have a link to an actual image? If not, this could be an exaggeration.

And this is McCain's best "straight" talking point????? In fact, I think it's his entire campaign - the surge is working...­Riiiiight!

You know what really gets me though is that Hillary (and many other Democrats) are putting the onus on the Iraquis.

Newsflash --- Anyone remember "shock and awe"??
Bush and Cheney bombed the crap out of them with Hillary's blessing via her votes, and now she wants them (the Iraqis) to get it together???

We broke Iraq. It's our job and moral responsibility to fix it, not the innocent Iraqis', many of whom were killed, wounded, displaced, thanks to Bush, Cheney, Hilary, et al.

To the republican thought process, if you continue a war that was based on lies, then the lie becomes such a moot point that you can then say "we're succeeding in Iraq". Problem is, you are also cementing the USA into an ASYLUM sociologic status.

Yup the surge is working for someone, but I can’t figure out who. According to news articles there were about 2000 Al Qaeda terrorists in Iraq in January 2007 and the “SURGE” has resulted in killing or capturing about 500 in the past year. The US has spent over $100 Billion in the past year, Iraq has spent about $4 Billion and our “ALLIES” have spent about $1 Billion. Please check my math. If I divide 500 into $105 Billion my calculator says it cost $210 Million per Bad Guy killed or captured.

“The 500 Al Qaeda captured or killed in the past year have cost $210 Million each, plus 1000 American Lives, 5000 Wounded Americans, 2000 Iraqi Military Lives, 5,000 Iraqi Military wounded, and over 15,000 Iraqi civilians killed”!

What if we posted a reward of $25 Million for each Al Qaeda captured or killed and we just left Iraq except for a small contingent of protect and disburse the cash?
If we paid for 1000 Bad Guys the cost would only be $25 Billion.

2008 will cost over $130 Billion and the permanent bases Bush and McCain want will probably cost another $500 Billion.

BAGHDAD — American forces said Sunday that they had accidentally killed nine Iraqi civilians and wounded three in a strike aimed at militants of Al Qaeda south of Baghdad, acknowledging what appeared to be one of the deadliest cases of mistaken identity in recent weeks.

A military statement released late in the day said that the accidental killings occurred Saturday in Iskandariyah, about 25 miles south of the capital, and that the wounded were taken to American military hospitals.
