WASHINGTON — President Bush, rallying conservatives for a battle against Democratic presidential hopefuls Hillary Rodham Clinton and Barack Obama, says "prosperity and peace" are at stake in the upcoming election for his successor.

"We have had good debates and soon we will have a nominee who will carry the conservative banner into this election and beyond," Bush said in prepared remarks of a speech he was to give Friday to the Conservative Political Action Conference.

"Prosperity and peace are in the balance," the president said in speech excerpts the White House released on Thursday night. "So with confidence in our vision and faith in our values, let us go forward ... fight for victory ... and keep the White House in 2008."

Bush is not expected to mention by name John McCain, who almost surely will be the GOP's presidential nominee. Conservatives are resigned to seeing McCain lead the Republican ticket, but the Arizona senator has a long history of disputes over economic and social issues with the party's right flank.

It remains unclear whether conservative voters will stay at home in November, or try to influence McCain's positions _ and his choice of a running mate. In his own defense, McCain says he is a true conservative and has lined up endorsements of many conservative political leaders.

After Republican Mitt Romney announced on Thursday that he was suspending his campaign, Bush had to pencil in minor changes to his speech, making it more forward-looking to the November election. Still, the White House says it's not time yet for Bush to formally weigh in on the election.

Instead, he is using his speech to the conservative gathering as a venue for comparing and contrasting Republican philosophies with those of GOP critics.

He defended his record on the economy, saying tax cuts contributed to a record 52 months of job creation, which just ended. Bush backed his decision to twice veto legislation that would have paved the way for taxpayer-funded embryo research, and lauded medical advances in stem cell research that would yield good results without destroying embryos.

On Iraq, the president defended his decision to send thousands more U.S. troops into Iraq.

"Our critics had a different view," he said. "They looked at rising violence in Iraq and declared the war was lost. Some concluded the surge had failed before it had even fully begun. ... We stood our ground and we are seeing the results. ... The progress in Iraq is fragile and there are tough days ahead, yet even the enemy recognizes that they are on the wrong side of events."

Bush said his administration stayed on the offense against extremists in Afghanistan because it recognized that the threat was not just a matter of law enforcement. "One commentator said most Afghans would oppose an American invasion and fight the foreign occupiers," Bush said.

Instead, Bush said the hardline Taliban regime was ousted, the Afghan people elected a new president and parliament, roads and hospitals are being built, and while Afghanistan has a long recovery ahead, the United States, NATO and other allies are working to secure the country.

Last year was the bloodiest year in Afghanistan since the U.S.-led toppling of the Taliban in 2001.

Defense Secretary Robert Gates has ordered 2,200 Marines to go to southern Afghanistan this spring. And on Thursday in the Afghan capital of Kabul, Secretary of State Condoleezza Rice and her British counterpart, Foreign Secretary David Miliband, made a renewed push to portray the war as winnable and worthy of international support despite a so-far-unsuccessful struggle to get more allies to commit frontline forces.

I refused to let fear, lies, intimidation rule my life or my decisions. Bush and McCain are already laying the framework for their attack on any Democrat who is nominated for President. We have been at war now for over 5 years and the economy is going down without a lifesaver and he has the nerve to say that peace and prosperity is at stake? This fly in his dream world but I pray most Americans that have two brain cells to rub together will see right through his delusional mindset.

Bush is unbelievable. That was the time he robbed from us in 2000. That was President Clinton's time in office. To get as far away from him and his lackeys is a return to that...whe­ther it's another Clinton or Obama.

Anybody that can speak in simple declarative sentences has him beat would be a better president than Bush.

Peace and Prosperity for who ? Bodies floating down the streets of New Orleans 5 to 6 days after hurricane. No food and water for New Orleans people. One trillion dollars on Iraq while New Orleans lay in ruins. Major refugee disaster in Iraq...We want same policies for 4 more years...

After seven years of this dumbass you can easily decipher whatever he is saying.

All nouns should be replaced, as closely as possible, with their exact opposite. Peace = war etc.....

All the verbs are worth 0. Anything he says requesting or inciting an action is either an empty platitude, or a terrible mistake and should not be agreed to.

Everything this chimpanzee says is wrong and ignorant. By endorsing McCain he will have nullified his chances of winning. I'm going to have that picture of McCain carressing Bush's ass made into a T-shirt.

Wow, talk about having an epiphany!! Here we have the self-described War President, Bush, now talking about peace and prosperity? His record and that of his sheep Republican loyalists in congress have spent the last 7 years digging the deepest financial hole in our nation's history while waging a disastrous, preemptive war that had nothing to do with either 9/11 or America's security.

For the fiscal years 2008 and 2009 the Congressional Budget Office has projected $410 billion and $450 billion deficits respectively. Neither of those projections includes the $12 billion + costs per month of continuing the disastrous wars in Afghanistan and Iraq.

The War President now talks about peace after putting 4,000 U.S. military in body bags, wounding 30,000 more and sending over 700,000 Iraqi men, women and children to early graves. During his and his Republican acolytes' tenure hatred for the United States has increased around the world in almost every country including our once-friendly allies who now see the bellicose Bush mob as a humanitarian catastrophe on a scale not seen since the genocidal dictatorships of Joseph Stalin and Adolf Hitler.

Now, Bush talks about peace while Mitt Romney carries the Bush hate propaganda that Hillary Clinton and Barack Obama "have made their intentions clear regarding Iraq and the war on terror. They would retreat, declare defeat, and the consequence of that would be devastatin­g."

While Mitt Romney and G. W. Bush want voters to forget that 9/11 happened on Bush's and the Republicans' watch, and forget that the last seven years have seen record budget deficits, they now campaign on the fabulist notion that American voters in November will become inflicted with the same loss of memory that they have suffered.

Talk about fairy tales! This one tops them all.

Thanks for my morning laugh. I keep finding myself using the word "delusional" when discussing Bush and his gang. The "peace and prosperity" quote only reinforces what most of us have known for years. Bush and his minions are almost wholly out of touch with reality. That this ignorant cretin has access to things like nuclear launch codes is truly amazing, and not a little scary.
