WASHINGTON — Bill Belichick has been illegally taping opponents' defensive signals since he became the New England Patriots' coach in 2000, according to Sen. Arlen Specter, who said NFL commissioner Roger Goodell told him that during a meeting Wednesday.

"There was confirmation that there has been taping since 2000, when Coach Belichick took over," Specter said.

Specter said Goodell gave him that information during the 1-hour, 40-minute meeting, which was requested by Specter so the commissioner could explain his reasons for destroying the Spygate tapes and notes.

"There were a great many questions answered by Commissioner Goodell," Specter, the senior Republican on the Senate Judiciary Committee, told reporters after the meeting. "I found a lot of questions unanswerable because of the tapes and notes had been destroyed."

Goodell said Belichick told him he believed the taping was legal; Goodell said he did not concur.

"He said that's always been his interpretation since he's been the head coach," the commissioner said. "We are going to agree to disagree on the facts."

Specter, from Pennsylvania, wants to talk to other league officials about what exactly was taped and which games may have been compromised.

"We have a right to have honest football games," he said.

Story continues below

Goodell noted that "we were the ones that disclosed" the Patriots' illegal taping of the New York Jets' defensive signals in Week 1 of last season. Further, Goodell said, they had an admission by Belichick.

"I have nothing to hide," Goodell said.

Goodell also told Specter that that he doesn't regret destroying the Spygate tapes or the notes.

"I think it was the right thing to do," Goodell said.

Still, Specter wants to know why penalties were imposed on Belichick before the full extent of the wrongdoing was known and the tapes destroyed in a two-week span. Asked if he thinks there was a coverup, Specter demurred.

"There was an enormous amount of haste," Specter said.

He scoffed at the reasons Goodell gave for destroying the tapes and notes, particularly about trying to keep them out of competitors' hands and because Belichick had admitted to the taping.

"What's that got to do with it? There's an admission of guilt, you preserve the evidence," Specter said. As for keeping the tapes out of the hands of others: "All you have to do is lock up the tapes."

Belichick was fined $500,000 and the team was fined $250,000 because of the Spygate incident. The Patriots also forfeited a first-round draft pick.

Specter has questioned the quality of the NFL's investigation into the matter and raised the possibility of congressional hearings if he wasn't satisfied with Goodell's answers. Specter also raised the threat of Congress canceling the league's antitrust exemption and reiterated that in the meeting with Goodell.

Goodell also said he has not heard from Matt Walsh, the former Patriots employee who performed some videotaping duties for the team.

Walsh told The Associated Press last week during the Pro Bowl in Hawaii that he couldn't talk about allegations that he taped a walkthrough practice by the St. Louis Rams before the 2002 Super Bowl. New England, a two-touchdown underdog, won that game 20-17.

Goodell said he has offered Walsh a deal whereby "he has to tell the truth and he has to return anything he took improperly" in return for indemnity. Specter said he, too, wanted to talk to Walsh and perhaps offer a different deal.

Goodell also said he reserves the right to reopen the investigation if more information is uncovered.

I wish the Congress would be as concerned as to sports to look at how fans and taxpayers are ripped off with blackmailed tax and other subsidies to very rich teams and owners who probably give huge donations to the politicans.

What a tragedy. I'm so glad we're talking about BOTH football AND baseball during exact moment that the senate passed telecom immunity for massive criminal activities against the people of the United States. Gee, my intelligence is not insulted at all, no sir. Because it really MATTERS now that the season is over, you know? Maybe next week we can pay the fine Senators to talk about Tennis while even more defense contractors are immunized from assassinations and theft. A country's gotta have priorities after all -- thanks for maintaining the dignity of America, Senator, by talking about some random athlete getting an abscess from some other man injecting him in the buttock. Really important stuff there, nice work.

What a criminal, diverting tax dollars to fund entertainment while supreme court "justice" Scalia promotes torture like "stick something under the fingernail". Ref.: http://tinyurl.com/yrg9fn

Arlen, with all due respect, STFU. When you are more concerned about who and for how long the Chimp has been taping American citizens and doing something about it, then I might give a damn.

There there, be brave Kundera. We need our fellow Americans to stand up for America, not to stand down for the rerrorists. If we degrade our freedom because we are scared of them: they win. Come on. Shake off that yellow streak down your back and be a real patriot.

Give me a break.
Major sports are entertainment and a setup for gambling - the injury reports are there to facilitate handicapping.
The teams are privately held companies organized by a consortium of investors.
There's a reason why the winners of sports are big market teams in a business where there's profit sharing.
This is about fleecing the sheep.
Does anyone (except those that still believe in Santa Claus and UFOs) really believe anymore that the "fix" isn't in in professional sports?

Would that the Congress paid as much attention to the Bush Crime Family as they do to corporate sports.

Until, they impeach Bush, anything else they say is just farting through their mouths.

You go get 'em you goddamned old fool. I hope you get further than you always do when investigating torture, illegal wiretapping, illegal war etc. etc. etc. etc. etc. etc. ad infinitum.

This on the heels of congressional hearings about Roger Clemens and his possible use of steroids.

Given the prompt attention by Congress, these issues must surely be more important than spending time and making sure everyone is up to speed on events in Pakistan, Afghanistan, & Iraq and US foreign policy in the Middle East - debates outlining our domestic course to weather the mortgage lending debacle, escalating American debt and the declining dollar and the potential global effects of a US recession - debates on efforts to develop and utilize alternative energy sources and encourage conservation - debates on how to make health insurance coverages better/more available and the effects of requiring participation - hearings on the most needed infrastructure deficiencies across the national highways system and short and long term solutions - making a decision on where to bury New Orleans, ect.

"But Nooooooooooo", we need to immediately worry about the status of our sports teams in the land of the free and home of the brave".

Can't believe with all the serious problems America has, Congress is wasting time on this and the baseball steroid hoo-hah. Like, who really gives a rat's ass?

Funny how he can admit to cheating and still be named "Coach of the Year." Good job NFL! He should have been suspended for several games instead of just paying a little fine. But Coach of the Year was just FUNNY.

Seriously, though, I think Congress needs to stop worrying about sports so much and start worrying about government. Get a grip!

Why Specter just won't admit that he wants to be a professional sports commissioner after he leaves politics is beyond me.

Look, we in Patriots Nation know you're all just thrilled that the Giants finally halted our winning streak this year, and we very likely deserved the reminder that we're still human. Still, there is such a thing as being a sore winner. This is just the pathetic antics of small men who are simply upset that all our Super Bowl wins came in a four-year period, and is just as pathetic as those Pats fans who are calling for an investigation into that final timeout in order to overturn the results. Seriously, stop plotting the air strike on Gillette Stadium, enjoy the current afterglow and remember that there's always next season.

...but if I was Rams fan and a 2 touchdown favorite and I found out that Belichick cheated, which he apparently did, (I've read that Belichick had the tape of the Rams final walk-through before the Superbowl), at the very least I'd want Belichick suspended for the next season. Doesn't make it right that "they all do it, we just got caught".
I'm sure that there are people who want to "get" the Patriots because of their success but this is a mater of right and wrong.
Belichick, Clemmens, Bonds, Marion Jones, Floyd Landis, to name a few - all entries in the All *Asterisk* Sports Hall of Fame.

"and I found out that Belichick cheated, which he apparently did, (I've read that Belichick had the tape of the Rams final walk-through before the Superbowl),"

What you read is that a bitter former Patriots employee may or may not have said that he may or may not have taped the final walk-through and that he may or may not have the tape.

Did you read that Dick Vermeil, who guided the Rams to Super Bowl victory 2 years before, said he doubts it made a difference even if it did happen?

Of course, the man's only been coaching his entire life. What the hell does he know?
