DAYTON, Ohio — If Sen. Barack Obama becomes the Democratic nominee, he faces a financial dilemma: Use his vaunted fundraising operation for the general election or limit himself by accepting public funds.

Last year, Obama indicated he would accept public funds if his Republican opponent did as well. On Thursday, however, his spokesman hedged, and campaign finance watchdog groups are ready to pounce.

Based on past statements, Obama and Republican presidential candidate John McCain have indicated that if each was nominated, a spending and fundraising armistice was possible.

"If Senator Obama is the nominee, he will aggressively pursue an agreement with the Republican nominee to preserve a publicly financed general election," Obama spokesman Bill Burton said last March. Obama affirmed the position in a questionnaire last November.

Similarly, then McCain campaign manager Terry Nelson said at the time: "Should John McCain win the Republican nomination, we will agree to accept public financing in the general election if the Democratic nominee agrees to do the same."

Those conditional commitments came after Obama asked the Federal Election Commission whether he could raise general election money during 2007 but return it if he chose to accept the public funds.

The issue resurfaced this month when McCain emerged as the likely Republican nominee and as Obama and Hillary Rodham Clinton jostled for the lead in the Democratic contest.

McCain advisers have said in recent days that he would abide by his proposal.

But on Thursday, Burton said any speculation about what Obama will do is premature.

"This is a question we will focus on directly if he is the nominee," he said. "It was something that we pursued with the FEC and it was an option that we wanted on the table and is on the table."

Asked if the campaign's earlier position amounted to a pledge, Burton said: "No, there is no pledge."

McCain said he thought he and Obama had agreed on the issue.

"We had an agreement, as I recall, months ago that if he were the candidate and I were the candidate we would both accept public funding for the general election. That still holds," McCain told reporters on his campaign plane. "I didn't know of any resistance."

Fred Wertheimer, president of the advocacy group Democracy 21, said he and others who want to curtail the role of money in politics intend to step up their pressure on Obama to accept public money if he is the Democratic nominee.

"We expect Senator Obama to meet the public commitment he made and to agree to use public financing in the general election if he is nominated and his major party opponent agrees to do the same," Wertheimer said.

In response to a questionnaire in November from the Midwest Democracy Network, a group of nonpartisan government oversight groups, Obama said: "Senator John McCain has already pledged to accept this fundraising pledge. If I am the Democratic nominee, I will aggressively pursue an agreement with the Republican nominee to preserve a publicly financed general election."

Candidates who accept public funds would be eligible for about $85 million in public money. The funds come from a presidential financing program paid for with a $3 checkoff on tax returns.

While presidential candidates have rejected public financing in primaries, no major party candidate has bypassed the system in the general election since the program was created in the wake of the Watergate scandal in the 1970s.

This time, however, McCain, Obama and Clinton have raised money for the general election. Clinton has raised the most, $19.5 million, and has made no commitment to take public financing.

Obama has raised $6.1 million and McCain has raised $2.2 million for the general. If they take public funds, they would have to return the money they raised.

If McCain and Obama agree to take the federal money and forgo fundraising, McCain would be a clear beneficiary since Obama has proven himself as a multimillion-dollar fundraiser. His campaign raised a whopping $32 million for the primary in January alone.

Still, the national parties and outside groups are also gearing up to play a role in the fall campaign.

How is this surprising? Obama is a politician and as such he knows how the game is played. A year ago, when he made or didn't make the alleged pledge, he had no inkling the trajectory his candidacy would take. His ability to generate contributions from fundraisers/donations far outweighs what he will get from accepting public funds.

McCain (the wily old fox) has checked Obama on the issue of accepting public funds for the general election. It will be interesting to hear Obama's final decision.
Will he or won't he? Only a politician knows for sure.

I think Obama should take the public money. The dilemma is what to do about Freedom's Watch and the other independent rightwing groups

As this HuffPo article idicates Freedom's Watch is talking about raising raising $250,000,000 They may not succeed, but their backers have deep enough pockets to do this, and this could swamp Obama's expenditures, and those of grassroots democratic-leaning groups.

So an Obama agreement to take the money has to take account of this

On the stump, Sen. John McCain has touted his work tackling the excesses of the lobbying industry to bolster his reputation as a "maverick" reformer.

"Ask Jack Abramoff if I'm an insider in Washington," McCain often contends. "You'd probably have to go during visiting hours in the prison, and he'll tell you and his lobbyist cronies of the change I made there."

But how much change did McCain actually effect? And is he all that removed from Washington's special interests?

A review of campaign finance filings shows that the Arizona Republican has accepted more than $100,000 in donations from employees of Greenberg Traurig, the very firm where Abramoff once reigned.

Those donations include several thousand dollars from registered lobbyists who represent, or have represented, businesses such as NewsCorp, Rupert Murdoch's media empire; Spi Spirits, a Cyprus based company that has fought with the Russian government for the rights to the Stolichnaya vodka brand name; El Paso Corp, a major energy company; General Motors; and the Essential Worker Immigration Coalition, a group of businesses and trade associations "concerned" about the shortage of lesser skilled and unskilled labor.

All told, McCain has received more than $400,000 from lobbying firms, according to the Center for Responsive Politics. And among his major fundraisers ("bundlers") 59 have been identified as lobbyists by the non-profit organization Public Citizen.

If it were just Obama and McCain, I would say go for it. He'd still win hands down. But that is not the reality of politics in our country today. The 527s would eat him alive like the swift boaters did to Kerry and he would have to depend on 527s from our side to counter it. I'm one of those people who have given small amounts to him three times now and I'm a long way from being maxed out. They're are millions of us. If the dirt starts flying like I beleive it will, we want to be ready to respond as quickly as posible!

527s are outside money and not at all affected by public financing.

All candidates--including Obama--benefit from outside groups spending money on their behalf (from Swift Boaters to Unions to Religious Right groups to Feminist Groups to Antiwar Groups, etc).

Campaign finance reform is not reformed, just rearranged. Obama is smart not to fall for this. Either we want to win or we want to go into the election with one hand tied behind our backs. No brainer.

Fall for it he asked for it. He was the one who put it out there it was his idea. He said it he thought no one would take him up on the offer and now McCaine is calling his bluff. The question is will he counter with integrity and keep his promise or will he show the world that he talks the talk but does not walk the walk. "Change you can believe in!"

I think it depends on how we could trust McCain and the Republicans on the 527 groups - remember "Swift Boating"? If Obama has the "Truth about Muslims" crap going on, that would be all he'd need - a bunch of people spouting off lies, and his hands tied to stop it.

No - this time, I'm afraid he'll have to say "You know, I'd love to agree to McCain's proposal - but I don't know if the Republicans and their operatives will. And seeing how he doesn't even have the full support of his party so he can control them, I'm going to just hold on to the money given to me by my supporters, and use it to defend myself as necessary against attacks from the Republican spin machine."

Or, something like that.
