DENVER — Despite a secretly taped video showing workers at a Southern California slaughterhouse abusing sick or crippled animals, nearly all cattle bound for American dinner tables are treated humanely, a cattle industry spokesman said Monday.

The undercover video taken at the Westland/Hallmark Meat Co. of Chino, Calif., by the Humane Society of the United States shows workers shocking, kicking and shoving debilitated cattle with forklifts, and has led to the largest recall of beef in U.S. history.

Bo Reagan, vice president of research for the Colorado-based National Cattleman's Beef Association, said the videotaped incident was not indicative of how most slaughterhouses operate.

"The welfare of our animals _ that's the heart and soul of our operations," Reagan said.

U.S. Department of Agriculture guidelines mandate that an inspector must review sick or injured animals, called "downer" cattle, before they can be slaughtered, and that the 1958 Humane Slaughter Act sets strict rules for the humane treatment of animals.

"What happened in this case was that there were some animals that were harvested out of compliance," he said.

The video prompted the recall of 143 million pounds of the company's beef. Federal regulations call for keeping downed cattle out of the food supply because they may pose a higher risk of contamination from E. coli, salmonella or mad cow disease since they typically wallow in feces and their immune systems are often weak.

Wayne Pacelle, president and CEO of the Humane Society, said his organization chose to investigate the Westland/Hallmark plant at random, and said he was skeptical of the cattle industry's practices.

"I think this is the typical rhetorical and typical false assurances that we hear from the industry after glaring problems have been exposed," he said.

He said it's impossible to say whether the treatment depicted on the video is isolated, but stopped short of calling it widespread.

"I think we can't say for sure one way or another, but it's certainly a bad sign for the industry and the USDA to have been exposed for their failures in this single, random investigation," he said.

Agriculture officials estimate that about 37 million pounds of the recalled beef went to school programs, but they believe most of the meat probably has already been eaten.

"We don't know how much product is out there right now. We don't think there is a health hazard, but we do have to take this action," said Dr. Dick Raymond, USDA Undersecretary for Food Safety.

About 150 school districts nationwide have stopped using the beef, officials said. Two fast-food chains, Jack-In-the-Box and In-N-Out, said they would not use beef from Westland/Hallmark.

Rep. Rosa L. DeLauro, D-Conn., chairwoman of the House Agriculture, Food and Drug Administration Appropriations Subcommittee, which allocates funding for the USDA, sent a letter to the agency's undersecretary for food safety on Monday demanding answers to questions about the Westland/Hallmark case before a March 5 budgetary review hearing.

DeLauro called the videotaped mistreatment of cattle and said she was concerned it "demonstrates just how far our food safety system has collapsed."

Westland/Hallmark is a major supplier of beef for the National School Lunch Program, and DeLauro called for an independent investigation into the government's ability to ensure the safety of meat served at U.S. schools.

The congresswoman also asked what the USDA is doing to address staff shortages among slaughterhouse inspectors _ an issue also raised by other food safety experts and watchdog groups Monday.

Washington, D.C.-based Food and Water Watch says the USDA has left up to 21 percent of inspector positions vacant in some areas.

USDA spokesman Keith Williams said there is no shortage of inspectors. He said the agency has evidence that Westland/Hallmark did not routinely contact its veterinarian when cattle became unable to walk after passing inspection, violating health regulations.

A phone message left Monday for Westland/Hallmark president Steve Mendell was not immediately returned.

Two former Westland/Hallmark employees were charged Friday. Five felony counts of animal cruelty and three misdemeanors were filed against a pen manager. Three misdemeanor counts _ illegal movement of a non-ambulatory animal _ were filed against an employee who worked under that manager. Both were fired.

No charges have been filed against the company, but an investigation by federal authorities continues.

I tried veganism about 20 years back and I became violently ill. I had severe weakness and terrible headaches. I tried it again a couple of years later and the same thing happened. I tried to tough it out, but it just kept getting worse. Maybe it's not all that common, otherwise I should have heard of it. I wonder if anyone else has experienced anything like that?

Mallo..I applaud your attempts at not eating meat.
I am a vegatarian­..but not a vegan..wha­t I do, however, is buy only dairy products and eggs from certified organic. free range (not just some "lip service company like horizon)..­.small farms.. You undoubted needed protein and other nutrients that it is difficult (not impossible) to get from a vegan diet. It take a bit more work and research to accomplish­..but..han­g in there..if you can afford it..work with a "vegan or vegetarian" dieticien.­. Alicia Silverstone AND Pamela Anderson are vegans...a­nd they look pretty darn good... maybe they have website (especially Alicia)...­that could guide you to healthy plant life :-)....

MalloMel - I've been vegan for almost a year now and I feel great! It's not difficult at all but you should do some research to make sure you're getting all the nutrients you need. But that goes for non-vegans as well, it's not like if you eat steak and eggs you've somehow ingested some nutritional panacea.

O K this seems self serving, but I wrote the following BEFORE I saw this story. When, in the course of human events, it becomes necessary for one people to disolve the political ties that bind them to another, it is incumbent on them to make their intentions known to the wider world. Every member of congress who votes against humane legislation should be forced to sit down to eat raw beef from this plant! We as Americans deserve better protection in our day-to-day lives than what this DO NOTHING CONGRESS does for us! Every lobbyist in DC should be taken out and shot!

Lately I have been thinking about becoming a vegan (I would eat eggs) and the picture of this poor cow almost makes me think it is the right way to a healthy lifestyle. I really think at least if you are going to eat an animal don't make it suffer along the path to its end!

wheelskeepturning - why not give veganism a try? I've been vegan for almost a year now and I feel great! As far as eating eggs, there isn't a vegan police that's going to lock you up if they find out - hahaha. It's not about being "perfect", it's about trying to reduce suffering where we can.

This is another one of the so called government programs the Repuglicans would like to end. While in power they have continued to cut the number of inspectors so that it doesn't burden the meat industry with their ability to get away with these inhumane practices or the selling of tainted meat. The real reason that these agencies aren't as efficent as they could be is because the people we elect don't want them to be. The funds are continually cut and the money used for earmarks for bridges to nowhere and the like. Note that had not some private agency raised the cry, nothing would have been done. And even now the possible effect is being minimized. The US business world in their search for more profit would gladly copy China if they could. And the elected officials who take campaign money from them would allow it, I have no doubt!

I don't think the Mexicans who work in the big corporate slaughterhouses for 6 bucks an hr are involved in management decisions to abuse and slaughter sick cows for human consumption. They are not exactly the big thinkers. Hoover was quoted saying the problem with "capitalism are the capitalist".

It doesn't matter, meat eater or vegan. Illegal Aliens or American Worker, We can't see the forest for the trees. Everything that this country stands for is being marginalised by a corporate juggernaut, that is destroying our country for more profits and power. If Americans don't wake up, the things that people in the middle class have struggled for, even died for, will be just a myth or worse, a lie. This country was governed and regulated by laws. We had clean water, great public schools and our bridges stayed up etc.
These ideals are just being pushed aside, so that Corporations can push their responsibilities on the rest of us, so they can maximize their profits.
Devisiveness, mainly about issues in our personal lives, have crippled and divided us. This will destroy our nation and everything we believe in. Join or Die! Facism is right around the corner.

So, I baked meatloaf yesterday, and I asked someone to tell me what to do with it. The answer came back, throw it out. I decided, it's from the same source as the last ground beef I ate, and it's not 'frozen', and one of the articles specifically stated the recalled beef was 'frozen beef'. The recall goes back to 2006!

So, I'm gonna eat it. But I won't enjoy it nearly as much. I tried to be vegetarian, it's not for me. But I agree, the disgusting Republicans have created these disgusting conditions where disgusting things happen in disgusting slaughterhouses and we end up eating the disgusting, unregulated results. The f**cking SWINE! No offense to swine.

I think the real answer for this is Soylant Green! Ha! (sorry for the snark.)
I find this disgusting, I grew up in a town that had a meat packing plant and it can be done in a humane manor. Terrorizing a cow before you slaughter it only causes fear hormones to get in the meat, affecting the taste.
And sick cows were culled for obvious reasons, The meat packers were living in the community and were also eating this meat.
But when you have a company that sells its product globally they don't care so much about the health of the cow.
