Despite a 2002 promise from President Bush to put citizenship applications for immigrant members of the military on a fast track, some are finding themselves waiting months, or even years, because of bureaucratic backlogs. One, Sgt. Kendell K. Frederick of the Army, who had tried three times to file for citizenship, was killed by a roadside bomb in Iraq as he returned from submitting fingerprints for his application.

About 7,200 service members or people who have been recently discharged have citizenship applications pending, but neither the Department of Defense nor Citizenship and Immigration Services keeps track of how long they have been waiting. Immigration lawyers and politicians say they have received a significant number of complaints about delays because of background checks, misplaced paperwork, confusion about deployments and other problems.

"I've pretty much given up on finding out where my paperwork is, what's gone wrong, what happened to it," said Abdool Habibullah, 27, a Guyanese immigrant who first applied for citizenship in 2005 upon returning from a tour in Iraq and was honorably discharged from the Marines as a sergeant. "If what I've done for this country isn't enough for me to be a citizen, then I don't know what is."

The long waits are part of a broader problem plaguing the immigration service, which was flooded with 2.5 million applications for citizenship and visas last summer -- twice as many as the previous year -- in the face of 66 percent fee increases that took effect July 30. Officials have estimated that it will take an average of 18 months to process citizenship applications from legal immigrants through 2010, up from seven months last year.

But service members and veterans are supposed to go to the head of the line. After the Sept. 11 terrorist attacks, President Bush signed an executive order allowing noncitizens on active duty to file for citizenship right away, instead of having to first complete three years in the military. The federal government has since taken several steps to speed up the process, including training military officers to help service members fill out forms, assigning special teams to handle the paperwork, and allowing citizenship tests, interviews and ceremonies to take place overseas.

At the same time, post-9/11 security measures, including tougher guidelines for background checks that are part of the naturalization process, have slowed things down.

The Federal Bureau of Investigation, which checks the names of citizenship applicants against those in its more than 86 million investigative files, has been overwhelmed, handling an average of 90,000 name-check requests a week. In the fiscal year that ended in September, the F.B.I. was asked to check 4.1 million names, at least half of them for citizenship and green card applicants, a spokesman said.

"Most soldiers clear the checks within 30 to 60 days, or 60 to 90 days," said Leslie B. Lord, the Army's liaison to Citizenship and Immigration Services, the federal agency that processes citizenship applications. "But even the soldier with the cleanest of records, if he has a name that's very similar to one that's in the F.B.I. bad-boy and bad-girl list, things get delayed."

Such explanations are why Mr. Habibullah has decided that once he does become a citizen -- if he ever becomes a citizen -- he will change his name.

"I figured that's part of the reason things got delayed," he said. "You know, that I have a Muslim name."

First of all, if you sleep in the night thinking Bush had or will ever keep a promise; you must be suffering from some mental condition. The guy broke the guineas world record of lying, for heaven sakes, something like 938 over 7 years. This is like a lie every 2 days. This is only compounded by the simple fact that he is the fucking president of the US!!!! Of course, he does not realize that.

you know what is funny he is gonna wake up after all this Bush-president skit is over, and say 'what the f### I, I have been president for 8 long years, shit I could have invaded Iraq' Some asshole sidekick: Mr. President you have already done that.

This only shows that the republicans do not really care about the Men and Women they put in harms way. This will go in the record along with the, No Humvee, No armor, No ammunition, Under-manned, disasters that the neocons have committed.

Good luck getting anything from the Jack asses, in the pentagon and the white house.

Another hit piece from the Old Gray Rag. Somehow its Bush's fault the INS, an organization of liberal incompetent government employeee, are not doing their jobs.

The only fault Bush is guilty of is not firing the whole group and hiring competent workers. Everyone knows people the only people that STAY jobs for the government are people incompetent to keep a job in the private sector.

I use to work for them, I know. Here is how it works, and you can apply this to FEMA (remember Katrina) and the IRS or any other government department. A person of good intentions and competentance joins the group and quickly realizes they are surrounded by totally incompetent boobs who can never be fired.

They stay long enough to find a job in the private sector leaving behind the idiots. This acts as a filter only the incompetenet stay. After decades you end up with the whole organizations like FEMA, IRS, Department of Defense (IRAN Nuke report) and INS that are incapible of doing and function they are required to do.

You want to fix the problem? Fired them all, make them reapply and make them work by the same rules the rest of us do....if you do not do your job right, you get fired.

It will never happen, because the Liberals in Congress use the government jobs (through the unions) as just another form of buying a vote....I protect you the incompetent, and you vote Democrat.

This administration has shown that it can't hire anyone competent because they find loyalty more important than competence. Are you forgetting Brown? Are you forgetting the whole foreign service they sent over to Iraq? How much money did they lose over there, pallets?
Sure if this administration had had a purge of the INS(Homeland Security now) they would be selling citizenship to wealthy terrorists.

What do these people expect from a gov that refused to give veterans benefits to colored people, including Filipinos and other Asians who fought in WWII? This government, to quote the head of GM is a c**** of s*** when it come to honoring their commitment. They did the same with the native Americans and all the others that signed treaties with the US gov.

Just because we have morons & xenophobic criminals in the past (and still enough of them today to be a freakin' nuisance to our country & the global community) doesn't mean that's where we have to go now and in the future.

Mr. Habibullah should not have to change his name because of the ethnicity of his surname. He should be proud of his heritage and not have to compromise because of some bureaucratic red tape.

Furthermore, I don't think our troops, sailors, marines, airmen, and whoever else is running around in there should be paid as much. Why? Conflict of interest. I think the pay structure got pretty 'flexible' there, before I got out,
so, if your pay is negotiable and has more to do with whining, wheedling, sob-stories, encouraging what amounts to breeding pairs at the behest of the Lebensborn republicans et. al., well, I just kind of think the whole institution more or less licks the goat's back bumper, there, which is probably why I'm not part of it anymore. Keep it honest, keep the budget balanced, keep the colors bright and true, etc. Self-check, cross-check, train, train, train. Nothing to extremes, learn FROM the fascists, don't become like them. Army colors, colors are green, and all that...greasy shady business makes for a greasy, shady army.
Army values /= 30% military discount etc. SPECIAL price for you, my indentured friend...

Reality, how will they support their families while serving? There are children involved. They fight for them,and need the money so their children are ok while they serve. They don't ask to get rich, they ask to have a home to come back to, and a healthy family to greet. That's all.

You can't fix the past, only the pattern for going forward, given other shadiness and apparent disingenuous approaches and dealings, I think our 4 branches of military service should be free(keyword) to ensure that honest standards are maintained in recruiting new servicemembers. That benefits both the potential servicemember, as well as the branches of service themselves, helps prevent discrimination and/or favoritism, recruit abuse, false promises being made at the time of recruitment, helps prevent the military from being subverted, oh, you could go on for days, I think. Troops should be more than just a statistic for budget planning purposes. Graft, fraud, larceny, and corruption have combined to put our troops(US soldiers) in a foreign country under arms and effectively also under the colors of a foreign government. Nazi helmets and grey uniforms and no public accountability and skinhead generals...I don't like it, and I won't do it.

Fighting an innocent enemy in an illegal war based on lies aren't exactly the qualifications I'm looking for in a fellow citizen. Our army are like minimum wage mercenaries. A lot of them aren't bright enough to know they are not fighting for us citizen's but for the benefit of corporate interests. For this they can be held blameless.
Still doesn't give a good recommendation for citizenship.

You know, it is getting very tiresome to hear that old rant about voting for war..that is NOT what the intent was with that resolution. I think it is very disingenuous...BUT if that is what makes all of you who do it feel superior ..go for it. I pity you. However, the deal is if these kids serve this country as an immigrant, they are to get their citizenship. It is unconscienable that they are not being brought into citizenship the way it was promised. However, this IS the way bush operates. And Congress doesn't do anything to spur it on either.

McCain is a POW and deserves appreciation for his sacrifices. True, even though it was ancient history, I still agree he deserves it, as all of our service members do. Heaven forbid anyone denigrate our war hero, Bush is front and center in the press to publicly help him.

Young men die fighting for our country now, not even a citizen of our nation yet, and all I hear are the crickets chirping from the Bush camp. No outrage, no public defenses, no taking the reins to expedite their applications (you know, that's what a COMPETENT leader would do, get things working when they aren't, not this one. This one is out to bankrupt the company, not make it function well)

Calling Criminal-in-Chief Bush, you have war hero's, they're not white men, but they deserve at least the same protection for their sacrifices, some sacrificed their lives...maybe a little press conference? Throw them a bone to at least "pretend" we really care about our war heroes?

Completely not my point at all. His viability as a President has nothing to do with my statement. My opinion is he's a disaster, but again, not the point I was making.

The elections have made a bunch of people very narrow-minded, and almost hysterically jumpy. There is alot going on right now that deserves attention & thought than just the elections.

Bush has told Chertoff to stall citizenship cases until after the election, simple as that.

Over 30,000 mandamus cases in the federal courts, people suing to make Chertoff and FBI complete the "name check" and "fingerprint check", some for over 6 years.

Reason: most new citizens, particularly if they seen the sights of gay Iraq, are NOT voting Repiglican.
