WASHINGTON — President Bush on Monday lobbied again for an intelligence law allowing government eavesdropping on phone calls and e-mails, as the tone of the dispute between the White House and Congress over terrorist surveillance grew increasingly sharp.

"To put it bluntly, if the enemy is calling into America, we really need to know what they're saying, and we need to know what they're thinking, and we need to know who they're talking to," Bush said at the start of his annual meeting with the nation's governors at the White House.

"This is a different kind of struggle than we've ever faced before. It's essential that we understand the mentality of these killers," Bush said.

The law in question targets foreign terrorist threats and allows eavesdropping on communications involving people in the U.S., so long as those people are not the intended focus or target of the surveillance. The latest version of the legislation expired on Feb. 16, and the rules reverted to those outlined in the 30-year-old Foreign Intelligence Surveillance Act.

Bush and Congress are at odds over whether to give legal immunity to companies that in the past helped the government spy on customers without court warrants.

Bush wants the House to act on legislation the Senate has passed. That bill provides retroactive protection for telecommunications companies that wiretapped U.S. phone and computer lines at the government's request after the Sept. 11, 2001 terrorist attacks, without court permission.

The House version does not provide such immunity.

"Our government told them that their participation was necessary," Bush said. "And it was, and it still is, and that what we had asked them to do was legal. And now they're getting sued for billions of dollars. And it's not fair."

The president's pitch was the latest installment in a long and increasingly sharply-worded debate between Bush and congressional Democrats.

Democrats, in an op-ed piece Monday in The Washington Post, accused Bush of resorting to "scare tactics and political games."

"It is clear that he and his Republican allies, desperate to distract attention from the economy and other policy failures, are trying to use this issue to scare the American people into believing that congressional Democrats have left America vulnerable to terrorist attack," said the article.

The piece was signed by Democratic Sens. Jay Rockefeller of West Virginia, chairman of the Senate Intelligence Committee; Patrick Leahy, chairman of the Senate Judiciary Committee; Democratic Reps. Silvestre Reyes, chairman of the House Intelligence Committee; and John Conyers, chairman of the House Judiciary Committee.

White House press secretary Dana Perino responded to their op-ed with her own statement. Perino said that Bush is not using scare tactics, but rather repeating the concerns of the intelligence community about the risks to the nation. "Unless this threat is taken more seriously in Congress, the ability to obtain the intelligence we need will be at risk, and with it our national security," Perino said.

Later, speaking to reporters, Perino said the Democrats' use of the phrase "scare tactics" must "be like one of their favorite words _ it must poll very well, because they use it almost every time. What we have done is state facts."

The Justice Department and Office of National Intelligence said Saturday that telecommunication companies are now complying with existing surveillance warrants. The agencies also said that new surveillance activities under existing warrants will resume "for now," but that the delay "impaired our ability to cover foreign intelligence targets, which resulted in missed intelligence information."

Bush says flatly that telecommunications companies won't help the government if they don't have protection from lawsuits, and that he will not compromise with Democrats on that point.

Why exactly does he need this law? His cadre of boneheads have been doing whatever the $$&*@ they wanted for years now, is he such a dim bulb that he can't see that? Or maybe he is so used to getting his own way that the Congress standing up to him gets his knickers in a bunch. I saw a bumper sticker the other day that said: 1/20/09 end of an error. So true.

He has the telecoms snooping already. All of them. He's tapped into the international data cables. He's not hindered in any way shape or form.

He is trying to squash accountability. This is the one area where evidence of malfeasance and misuse of power can be collected, and he's trying to eliminate it. Nothing more, nothing less. NOTHING to do with our safety or security, NO information is being withheld or missed. He is a criminal looking to cover his ass and the asses of his minions.

If he's got nothing to hide, and they use the surveillance for appropriate causes, he has nothing to fear, immunity is not needed.Congress better not grant ANY measure of immunity.

One of George W. Bush's most persistent and fundamental mistakes as an individual is that he underestimates (or dismisses altogether) the collective wisdom both of the world community and of his own nation.

Both the present political machine and the present media machine share this same hubris.

I am sure that there does, in fact, exist a certain population consisting of X-million people who really do find their thoughts captivated by the latest implosions in the personal life of Britney Spears.

I am likewise certain that there are also X-million people who are absolutely certain that the United States is going to hell in a handbasket and that the entire blame for this can be laid at the feet of NOT_MY_POLITICAL_PARTY.

I'm not talking about either one of these groups.

Rather, I'm talking about the other X-million people on this planet who easily recognize a rogue when they see one, and who also easily recognize criminal complicity ... masquerading in its conventional disguises of "ineffectualness" or "discord."

These would-be governors are men and women who would enslave us. They are both placed in power and thereafter driven by still more men and women who would continue that enslavement into many subsequent electoral terms, and quite-shamelessly profit thereby.

But these governors truly due rule [only] by "the consent of the governed," and these governors would do very well to consider that they could lose their power ... not because "the governed" rebelled against them, but because "the governed" (and the surrounding world) OUTGREW them.

The middle-east is not going to live under anyone's imperial thumb, and neither are Americans. No one is going to see security in "Big Brother Is Watching You."

It ain't gonna happen. No matter how many bezillions of dollars you think you have.

Really... does anyone think that the Pentagon could be hit without ANY defensive response?
Where are the military people who know better??
Anyone in the military could tell you about some of the defenses employed by the Pentagon, NORAD, anti-aircraft missles on the roof, monitoring of all air traffic in the country...
Yet they could not mount a response to 9/11?
What about World Trade Center #7 which fell into the path of MOST resistance at freefall speed? Anyone that still believes this garbage, WANTS to believe it.
Either they are invested too deeply with thier career, they are making money off of it, or they do not want to believe that the government is capable of attacking its own citizens.
Staging 9/11 to wage a 3 Trillion dollar war?
Not only are Cheney, Rumsfeld, Wolfowitz, Bush I and Armitage capable of it... it is what they have spent thier lives planning and doing.
Serial killers is another term that comes to mind. The sad thing is that Americans have been so dumbed down, that they let them get away with it. They go it all, everything they wanted. A million people dead in Iraq, Enron and WorldCom dismissed, no bid contracts, repeal of the consitution and Habeus Corpus.
They must be giggling and telling each other "I told you so" on how easy it was.
I don't know this country anymore...
Where are all of the military that swore to defend the citizens of this country against these traitors?
If we have allowed this much to happen unanswered, God help us for what they must be planning next for us.

yes, and she was in Washington DC fully capable of showing herself in the Senate to vote on the bill obviously did not want to vote against the telecoms,so rather than going and having to decide the difficult question, loosing the confidence of the voters VS loosing the support of the telecom/lobbyist special interest she acted cowardly and avoided the issue, cut and run, her usual style whenever there is a crisis.

I have to make a small point here. Of the 50 "Democrats" that are in the Senate, app 20 of them are Democratic "lite",that is 40% of the "Democratic Majority". That means they vote with the republicans of many important issues. The liberal/progressive Democrats can only get 29/30 votes on issues that are liberal/progressive in nature. So on some issues the republican "minority" is a very large "minority" on some key issues. The bottom line is that "real Democrats" must replace as many democratic/republicans that are up for reelection in 2008 and in 2010 and 2012 as possib;e to get a real "majority" in the Senate.
