Obama, Clinton Divide On Sponsoring Iraq Withdrawal Bill

Over the past year, Sen. Barack Obama has been a vocal supporter of the Feingold-Reid Iraq legislation that sets a strict timeline for the withdrawal of U.S. troops from Iraq. But when a version of that bill was introduced this past week without a final date for troop removal, the Illinois senator chose not to attach his name to the list of co-sponsors.

Yesterday, Sen. Russ Feingold succeeded for the first time in getting the Senate to begin debating his measure to begin withdrawing troops in 120 days (with exceptions for certain specified missions). Neither of the Democratic presidential candidates was in D.C. to vote in favor of cloture, which allowed the bill to ultimately come to the floor. But only one -- Sen. Hillary Clinton -- co-sponsored the legislation.

A change in Feingold's bill -- the removal of an end date for troop redeployment in an effort to win wider support -- persuaded Obama to not co-sponsor the measure.

"Senator Obama has long said that he would only support Iraq legislation that has an end date for the removal of troops," an Obama aide told the Huffington Post. As for whether the Senator would ultimately support the bill, the aide said, "it will depend on the final version."

The potential divergence of Clinton and Obama on Feingold's bill represents how, when looking at the nuance of legislation, the two candidates can have differences on Iraq policy. Throughout much of the campaign, Clinton has stressed that, despite Obama's opposition to the launch of the war, the two basically share the same outlook on America's presence in Iraq.

"He's to be commended for having given the speech," Clinton said in last night's debate. "When he came to the Senate he and I have voted exactly the same. When we both had responsibility, when it wasn't just a speech it was action where is the difference?"

In Feingold's four previous troop-withdrawal bills, which have represented the most aggressive attempts to ensure pullouts from Iraq, Obama has missed one vote, voted in favor of three, and cosponsored one. Obama's record, except for the missed vote, had been identical to that of Clinton.

"This is the best policy for our troops, and for pressing Iraq's leaders to finally get serious about resolving their differences," Obama said about the Feingold-Reid legislation introduced in September 2007, which included a firm exit date. "I have opposed this war from the beginning. I will continue to urge my colleagues to support legislation that sets a direction out of Iraq, and a deadline to complete our drawdown. I will continue to urge Americans to press their Senators and Representatives to come together to end this war."

But unlike those past measures, none of which received more than 30 votes to end debate, the current Feingold bill actually made it to the Senate floor. On Tuesday, Republican leadership surprisingly voted in favor of cloture, ostensibly to highlight the recent "security improvements" in Iraq. Not a single Republican had previously supported any of Feingold's withdrawal bills. When the measure comes to a vote, it is not expected to pass.

In addition to requiring troops to begin leaving Iraq within 120 days of becoming law, the Feingold bill permits funds to be spent only for the purposes of counterterrorism operations, training Iraqi forces, protecting the U.S. Embassy in Baghdad, and U.S. troop redeployment.

You are clueless. Islamic terrorists have been killing us for 25 years. Were they mad about are us fighting the Communists in Vietnam? Is that War why they hate us. I will not list all the attacks over the years just the major ones with significant US casualties. April 1983 US Embassy in Beirut bombed, 63 dead. October 1983 suicide truck bomber hit Marine Barracks in Beirut, 241 Americans dead. Sept. 1984 Beirut Embassy Annex bombed, 20 dead. Feb. 1993 truck bombing of World Trade Center, 6 dead. March 1995 two US Consulate employees murdered in Karachi, Pakistan. June 1996 Khobar Towers bombing in Saudi Arabia kills 19 US airmen. August 1998 bombings of two US Embassies in Africa kill 225. Oct. 2000 suicide bombers kill 17 US sailors in Yemen on USS Cole. I have left out unsuccessful attacks and ones with only one fatality (like Petty Officer Stethem in 1985 and Col. Higgins in 1988). All of these attacks as well as 9/11 happened before we kicked the Taliban out or brought down Saddam. Obama is not going to stop them trying to kill us by just asking if we can just get along and retreating from the Middle East.

Obama once again ducking any responsibility and not taking any leadership on Iraq.

Why doesn't he sponsor a bill to get us out now?

Obama has proven time and time again that his speeches are meaningless rhetoric because there has certainly been no action to back up his words.

And his empty headed followers continue to defend the indefensible.

I think that we've seen what our congress is capable of as far as ending this war is concerned. To be honest they're not getting a whole hell of a lot done.

The only power they hold to end the war at this point is to cut the money off, and we all know thats not going to happen. Any bill he could co-sponsor is a garunteed waste of time at this point as it would just be vetoed if it even made it past the fillibuster.

They've passed plenty of "end the war" bills and what's happened? Nothing. Obama's responsibility to ending the war is to win the general election if he is the nominee.

Cosponsoring a piece of legislation doesn't do anything. It's just a way of saying "I LOOOOVE THIS BILL!" Since it makes one sacrifice too many, Obama only "likes" the bill. He'll vote for it, but he's not going to cosponsor it.

See? Washington is way too complicated. This is why politics is so corrupt, because not many people actually understand the process. Sponsoring, co-sponsoring, cloture, holds, filibusters, earmarks, lobbyists... There's no way this was what the Founding Fathers had in mind.

–And everything you do can be twisted against you! Space out at the wrong time, and you're a snubber. Cosponsor a compromise, and you're weak. Don't cosponsor a compromise, and you're a flipflopper traitor. Denounce something and you're criticized for not rejecting it.

Washington is broken. We really, really, need a new kind of politics.

The politcs of Iraq is a hot bread for the Americans as they use the invasion of the country to pursue their own political agenda . Of late Obama was supporting the cause of iraq"S liberation and raising concerns for the violation of human rights . Now when there is a question of stipulating a deadline for the withdrawal of the American troops , obama is hesitant and mincing words . I think the American foreign policy is not going to find any perceptible change in terms of aggression and hostility towards the lesser mortals .
The point however is that Bush has done something great by imposing wars on two Muslim nations and would have loved to decimate Iran also as it was a part of his hitlist . Now the dilemma before the next president whether it is Hilary or Obama will be to evolve a policy that fetches as much mileage and keep the Americans confidence going much the same way . Bush is an aggressor for all practical and political purposes and the next president will be inheriting the legacy of a man who celebrated the death of human freedom with gay abandon on a host of flimsy pretexts.

120 days is pretty unrealistic by any stretch.

No end date for redeployment?

This kind of sounds like a bill to draw down the "surge" which should of happened by definition of "surge" right?

It is a means to opening the debate to weaken Bush and McCains "stay the course". Once debate gets rolling many Republicans will get on board. They have stumbled along with Bush but now " get us out of there " is starting to take hold. Many realiize that they cannot win with McCains ' ten years or a hundred " Iraq policy. Obama will let the tide move him. He has no firm plan. He will follow his big donors wishes.

Exactly ... If Obama votes for this then McCain has ammunition against him in the General Election ... It's not like this bill is going anyplace anyway, If the Republicans don't stonewall it, Bush will Veto it ... either way it's a dead duck.

The American people didn't apply enough pressure on their elected officials and so they will be stuck with Iraq until the next Administration comes in ... unless it is McCain, and then Iraq will be America's albatross for the next 100 years.

This Iraq setup looks an awful lot like the Philippines fiasco (1898 - 1946) ... we were stuck with the PI for decades with little to show for it ... intended on getting out a dozen times but always found a reason not to ... until the Japanese invaded, and kicked the crap out of the Americans, and after the war the US snuck out with its tail between its legs when no one was paying attention in 1946.

Let's not repeat a failed History ... No Iraq Withdrawal Bill without a deadline ... Good on Obama for withdrawing his support.

My God how low will the clintons sink to hurt Mr Obama. Now they get Jesse Jackson to Ask louis ferrakan to say publicly he supports Obama just to hurt him with a promise to Jackson that he can enter the white house anytime he wants if the clintons get back in, Then a mysterious picture shows up with obama wearing robes to give the impression that hes a terrorists & The Clintons sit back hopping america becomes affraid of Mr Obama? This was a brilliant play by republicans to cut the legs out from under Obama in the fall. This is his number one issue and he voted against it. Now will Bush start reducing troop levels in Iraq in July or August? He won't be able to run on leaving Iraq because they will say we are already doing that and by the way you voted against it. With that issue gone he's got nothing. Smooth Move.

He didn't have time. He was too busy explaining why he as chairman, hasn't held any Senate sub committee oversight hearings this year. His committee has oversight of NATO in Afghanistan.

This story really seems like a non-story, a non-issue to me. Some say Obama is "right not to sign the bill". I don't see that it really matters all that much either way.

If the bill does not pass, we stay in Iraq, but nothing changes. If the bill passes, we stay in Iraq, but at least some things will change. That change may not be the exact change that we all want, but it is "change", and seemingly change for the better if it begins removing troops from the front.

I wonder what kind of change people are talking about who are saying the will vote for Obama for change. He can bring about only what change Congress allows. Obama won't walk into the White House and instantly change everything that has been occurring for the past 8 years. Any change, all change, will come gradually, including any changes in the Iraq war scenario.

The issue presented by this particular story seems particularly silly to me. I don't see that one candidate is majorly different from the other simply because of their support/non-support for this particular bill.

Congress dare not defy the clear will of the people. If Obama can inspire the electorate to evidence that will to the congress, things will change. In the same way that politicians must support him if their own electorate does so overwhelmingly, then the congress must support legislation demanded by the people or suffer the consequences at the next election.

Obama's right not to endorse the bill. The bill is meaningless without an end date.

This is crazy. It means we're staying in Iraq. We've been trying to train Iraqi security forces for years now and it's been a total disaster. Feingold should be ashamed and so should any legislator who votes for this. We'll never get out of Iraq. Obama wants these residual forces left in Iraq too. Ending the Iraq war is a scam. The residual forces will find themselves in trouble and never had enough forces in Iraq to begin with. Now we'll leave a very small force and what happens then? Neither Clinton or Obama wants to address that because they don't want to commit during this election to saying they might or might not send combat troops back to protect those left behind. Unless ALL troops are pulled out, we're still in a mess. The Iraqies are no friends of the United States and someone needs to have the courage to admit it.
