With the House Democrats' refusal to grant retroactive immunity to phone companies -- stalling the rewrite of the warrantless wiretapping program -- GOP leadership aides are grumbling that their party isn't getting more political money from the telecommunications industry.


Like most corporate interests with a heavy stake in Congressional action, the major phone companies significantly boosted their contributions to Democrats last year after the party surged back into the majority.

But giving by that sector is getting special attention from Republicans now that the debate over the surveillance program is front and center -- and focused on the phone companies' role in aiding the Bush administration after the 9/11 terrorist attacks. ...

House Republicans have sought to capitalize on the immunity issue by painting Democrats as more interested in enriching their trial lawyer supporters than protecting national security.

In a reflection of the sensitivity of the subject matter, and an apparent recognition that they would undermine their own messaging by appearing to be motivated by fundraising concerns, Republicans on and off Capitol Hill declined to comment on the record.

But several confirmed the griping in GOP leadership ranks over the phone companies' shifting donations.

"When those numbers are made evident, it causes some angst," one Republican lobbyist said. "Leadership are told by staff, who look through this. There's communication back and forth" between GOP leadership and downtown.

"There's no question that from time to time staff, and maybe some Members, say to fellow travelers: 'Are you giving us some air cover? Are you helping us help you?'"

The Washington Post also reports today that the GOP sees political gain in the FISA issue:

Republicans are convinced that highlighting their counterterrorism policies will be a political winner in this presidential election year, and they have focused this week on Democratic opposition to their version of a new surveillance bill as a way to paint Democrats as soft on national security, according to GOP lawmakers and their aides.


Democrats respond that they are unfazed by the attacks, arguing that most Americans doubt the credibility of President Bush and Republicans when it comes to warning about security threats.

Bush and GOP lawmakers have been releasing a blizzard of public statements and organizing multiple news conferences to pressure the House to adopt a Senate bill renewing and expanding a temporary surveillance law called the Protect America Act. The measure would grant legal immunity to telecommunications companies over their cooperation in warrantless wiretapping done after the Sept. 11, 2001, attacks.

The GOP is being lazy. There are perfectly acceptable laws in place for "catching bad guys." Wiretapping is supposed to be for collecting evidence on a suspect, after there is probable cause. You don't wiretap to find out if there are terrorists. It's BS and it's bad for America. It makes no sense to have people fighting for freedom abroad when the government is destroying our freedoms at home!

I have the impression that a lot of the suits being brought against the telecoms are be represented by folks like the ACLU and other such subversive, Constitutionally and law oriented groups. They won'be making money on their work. I know. I was married to a Public Defender who defended some pretty high profile cases, on a salary. No big money there.
Why should we need the telecoms to become another branch of the government's intelligence apparatus anyway? they didn't listen to the legit information that was coming through before 9/11. For Pete's sake, one undercover agent was LIVING with two of the hijackers! Then there was the Daily Briefing of Aug. 6th, 2001, but the Prez was on his way to his vacation in Crawford. And there was the flight instructor in Florida(?I think) who was wary of Moussoui. Wonder what else we didn't know. Anyhow, it turns out we were being surveilled before 9/11. Didn't do much good, did it? What about the period(s) when the Guv wasn't paying it's bills to the telecoms? I heard nothing about them jumping in and saying,"Oh, we'll do our patriotic duty anyway and spy on anybody you'd like." I hear Qwest lost some government contracts when they refused to cooperate on legal grounds. We have an intelligence apparatus. Let's use it, but under the law. I wish GWB would go back to Africa. It's been so peaceul without him, and we weren't even attacked. I know full well there are people who wish to do us harm, but that is the guv's job andwe have the laws to do it.

Again, the real reason for no immunity is because we need to find out why the telecoms agreed to illegal wiretaps well before 9/11/01. The republicans (and others) keep talking about 9/11 as the cause for the wiretaps and that they only target known terrorists and their contacts in the U.S., but we have testimony from a telecom engineer that the program began less than 2 months after Bush was sworn in and that the program involved data mining of ALL calls and e-mails. We need to know the truth and we never will if the administration and their allies succeed in getting blanket immunity. How about we give them immunity for foreign communications AFTER 9/11 and no immunity for data sweeps of all Americans and no immunity before 9/11. If Bush won't agree to that, then we know the shit is a lot deeper than they are saying.

I believe most Americans are giving up on EVER getting the truth on anything from this administration. We must persist...and encourage the Democrats in Congress to stand firm.

I like your proposal...immunity on foreign communications AFTER 9/11....none for pre - 9/11.
