NEW YORK — For the first time in U.S. history, more than one of every 100 adults is in jail or prison, according to a new report documenting America's rank as the world's No. 1 incarcerator. It urges states to curtail corrections spending by placing fewer low-risk offenders behind bars.

Using state-by-state data, the report says 2,319,258 Americans were in jail or prison at the start of 2008 _ one out of every 99.1 adults. Whether per capita or in raw numbers, it's more than any other nation.

The report, released Thursday by the Pew Center on the States, said the 50 states spent more than $49 billion on corrections last year, up from less than $11 billion 20 years earlier. The rate of increase for prison costs was six times greater than for higher education spending, the report said.

The steadily growing inmate population "is saddling cash-strapped states with soaring costs they can ill afford and failing to have a clear impact either on recidivism or overall crime," the report said.

Susan Urahn, managing director of the Pew Center on the States, said budget woes are pressuring many states to consider new, cost-saving corrections policies that might have been shunned in the recent past for fear of appearing soft on crime.

"We're seeing more and more states being creative because of tight budgets," she said in an interview. "They want to be tough on crime. They want to be a law-and-order state. But they also want to save money, and they want to be effective."

The report cited Kansas and Texas as states that have acted decisively to slow the growth of their inmate population. They are making greater use of community supervision for low-risk offenders and employing sanctions other than reimprisonment for offenders who commit technical violations of parole and probation rules.

"The new approach, born of bipartisan leadership, is allowing the two states to ensure they have enough prison beds for violent offenders while helping less dangerous lawbreakers become productive, taxpaying citizens," the report said.

While many state governments have shown bipartisan interest in curbing prison growth, there also are persistent calls to proceed cautiously.

"We need to be smarter," said David Muhlhausen, a criminal justice expert with the conservative Heritage Foundation. "We're not incarcerating all the people who commit serious crimes. But we're also probably incarcerating people who don't need to be."

According to the report, the inmate population increased last year in 36 states and the federal prison system.

The largest percentage increase _ 12 percent _ was in Kentucky, where Gov. Steve Beshear highlighted the cost of corrections in his budget speech last month. He noted that the state's crime rate had increased only about 3 percent in the past 30 years, while the state's inmate population has increased by 600 percent.

The report was compiled by the Pew Center's Public Safety Performance Project, which is working with 13 states on developing programs to divert offenders from prison without jeopardizing public safety.

"Getting tough on criminals has gotten tough on taxpayers," said the project's director, Adam Gelb.

According to the report, the average annual cost per prisoner was $23,876, with Rhode Island spending the most ($44,860) and Louisiana the least ($13,009). It said California _ which faces a $16 billion budget shortfall _ spent $8.8 billion on corrections last year, while Texas, which has slightly more inmates, was a distant second with spending of $3.3 billion.

On average, states spend 6.8 percent of their general fund dollars on corrections, the report said. Oregon had the highest spending rate, at 10.9 percent; Alabama the lowest at 2.6 percent.

Four states _ Vermont, Michigan, Oregon and Connecticut _ now spend more on corrections than they do on higher education, the report said.

"These sad facts reflect a very distorted set of national priorities," said Sen. Bernie Sanders, an independent from Vermont, referring to the full report. "Perhaps, if we adequately invested in our children and in education, kids who now grow up to be criminals could become productive workers and taxpayers."

The report said prison growth and higher incarceration rates do not reflect an increase in the nation's overall population. Instead, it said, more people are behind bars mainly because of tough sentencing measures, such as "three-strikes" laws, that result in longer prison stays.

"For some groups, the incarceration numbers are especially startling," the report said. "While one in 30 men between the ages of 20 and 34 is behind bars, for black males in that age group the figure is one in nine."

The racial disparity for women also is stark. One of every 355 white women aged 35 to 39 is behind bars, compared with one of every 100 black women in that age group.

The nationwide figures, as of Jan. 1, include 1,596,127 people in state and federal prisons and 723,131 in local jails. That's out of almost 230 million American adults.

The report said the United States incarcerates more people than any other nation, far ahead of more populous China with 1.5 million people behind bars. It said the U.S. also is the leader in inmates per capita (750 per 100,000 people), ahead of Russia (628 per 100,000) and other former Soviet bloc nations which round out the Top 10.

The U.S. also is among the world leaders in capital punishment. According to Amnesty International, its 53 executions in 2006 were exceeded only by China, Iran, Pakistan, Iraq and Sudan.

Let the non-violent drug offenders go free. Get the addicts into treatment, save the prison spaces for violent offenders and spare the taxpayers.

What with the aggressive wars for booty abroad and more than one percent of the country behind bars, the rest of the world quite righty confers on the USA the title of "criminal nation".

The USA should not stop with building a wall at the Mexican border, when the wall gets to the salt water on each end extend the wall north up the coasts of the Atlantic and Pacific and when the walls reach the Canadian border, turn right and left respectively and finish the wall building on the northern border.

because militarily, we are more trouble than is reasonable for any one nation to take on, and to date [due to a complex web of cross-aliances, logistics, and self-interst], there is no viable coalition willing to take us on.

It sounds like you're asking for someone to step up and stop us. I think in the not too distant future China could fulfill that role, if you like.

Personally, I'd rather have an administration change and have America cease its roguish activities.

The "compliance" you see is better phrased as bribery and extortion. The countries that have gone along with us did not do it for altruism's sake. American foreign policy after 1975 has not had many moments for the highlights reel.

The opposite may be true. Perhaps we need those undocumented immigrants to fill the jobs that are not taken by people in jail. In that case we are not only spending money to keep our own low level offenders in jail, but the money earned on the jobs they no longer have is being sent to Mexico.

I have long thought that there are way to many people in jail. Violent criminals and people who are a danger to the public belong in jail. I'd rather see restitution for property crime and treatment for drug abuse.

Bad drug laws and rehabilitation are completely ignored in any efforts to fix the problem, while our resources are being squandered on the prison construction and management industry. This is about money. The corruption in our prison systems is notorious. Check out the scams for collect phone calls alone, which only penalize poor families.

Please just add it to the list of shit that has been sidelined and ignored for thes last few decades.I graduated College 22 yrs ago and thes social issues were considered to be moving forward slowly- they apparently dropped over dead in Jan of 1981 when Ronny took office. Not the first Pres to turn a blind eye to human heart ache, but intentionally bigotted the citizens against a diease that was building to plague portion in segments of our community. He put the entire citizenship at risk for belittling and discrediting the contagious outbreak. His inaction perpetuated the HIV/AIDS epidemic.
This Corp Agenda which has infiltrated international policy has committed a similar crime agaisnt Humanity. Perpetuating Profiteering on Basic Human needs and rights.
Say 35 yrs of Expereince & I think 35 yrs of Crimes, agaisnt US and Our neighbors.
This is just another Area their Crimes have become victimized- Law & Order and Justice.
Vigilanty tactics, no civil rights, cost effective management through Privatizat­ion....sou­nds like the way they are running these Corp 'wars' around the world. As a Mi'er I'm disgusted by the numbers in my state regarding the disparity between Education and incarceration. Gee Ya think there may be a cause & effect going on here? Not to mention the outrageous Unemployement in this state? We are the Canary in the Coal MIne- they have left the 'HeartBeat' of America like a Dying whore at a Woodward & 8 mile motel. We have the infrastructures an dwork forse to produce any manufacturable product- yet our building are empty, our work force struggling to make a buck. windmills, Solar Panels, Fuel Cells- we even have Great universities in Medicine, Agriculture and Business.
WE had a Fork put in Us in th e70's when the Big 3 refused to take Fuel Efficiently seriously - it didn;t work for their co Conspirators the Oil Industry. Only when japan had kicked their sales asses did Detroit start making mor eeffecient vehicles- but not for long, just a blink in time and we have the Hummer! And we bought it, buying the new image and the 'stable' gas prices of the '90's. Not much can be bragged about the Union Leaders too who have siphed money out of the Members Funds and agreed to further cuts to improve the Top level Emeployees a higher Return, While taking it directly out of the members mouth, and health benefits.

You do realize you can get AIDS by just having sex (hetero and oral included). Or even more innocently through a blood transfusion? Heck, you can get aids just by kissing as long as both of you have open sores in your mouths. It's the swapping of blood. Nothing more, nothing less.

And by ignoring these facts and saying to your hetero friends "Oh don't worry, you cant get it unless your gay." Just sets people up who don't know any better to not only contract it themselves, but continue to spread it. By Regan & Co.'s inaction, countless people have fallen victim to exactly this and only helped to make it an epidemic.

Inaction in the face of this was immoral. Just like Bush's inaction in regards to Katrina. Can I blame them for being incompetent or ignorant? Hell yes I can. Especially when people die as a result.

This happened under Reagan, Bush, Clinton and Bush. The prison population has skyrocketed to obscene proportions, in fact probably the most embarrassing single fact about America today.

The prison-industrial complex as well as the brutal backlash against the Great Society turned the war on poverty into a war on the poor. This is the flipside of the demise of the welfare state and neoliberal ascendancy -- millions of surplus human beings to be either interned into concentration camp style prisons, or sent to serve as cannon fodder in colonial wars.
