The United States should use its power to "prevent the reemergence of a new rival" either on former Soviet territory or elsewhere, declared a controversial draft of the Defense Planning Guidance (DPG) prepared by then Secretary of Defense Richard Cheney's Pentagon and leaked to The New York Times in March 1992. Published in declassified form for the first time on the National Security Archive Web site, this draft, along with related working papers, shows how defense officials during the administration of George H. W. Bush, under the direction of Principal Deputy Under Secretary of Defense for Strategy and Resources I. Lewis "Scooter" Libby tried to develop a strategy for maintaining U.S. preponderance in the new post-Cold War, post-Soviet era.

Remarkably, these new releases censor a half dozen large sections of text that The New York Times printed on March 8, 1992, as well as a number of phrases that were officially published by the Pentagon in January 1993. "On close inspection none of those deleted passages actually meet the standards for classification because embarrassment is not a legal basis for secrecy," remarked Tom Blanton, director of the Archive." The language that the Times publicized can be seen side-by-side with the relevant portions of the February 18, 1992 draft (see document 3 below) that was the subject of the leak.

Ah, the statesmanship. No wonder the rest of the world loves us so much. Darth is flipping them all the bird. If he'll tell a senator to "go fuck yourself" this REALLY sends a message.

Although this is old news for anyone who has studied Cheney and Gang, Huffington Post needs to headline it and make a HUGE deal of it so less-informed people will actually notice it.

The right-wing wack jobs have sent emails to all the ignorant fools across the country about Obama and Clinton (she's right, it IS a conspiracy against her) , and the fools lap it up like trained dogs.

As we know, another republican president is the death knell for this country as we know it. OUr media must do all it can to educate voters.

"On close inspection none of those deleted passages actually meet the standards for classification because embarrassment is not a legal basis for secrecy," remarked Tom Blanton, director of the Archive."

Perhaps legally accurate, but it avoids saying that embarrassment is THE primary basis for secrecy in the George "Dubya" Bush and Dick "The Grimace" Cheney.

Right! 90% of secrecy in government is designed to maintain incompetence. They are damn few secrets involving legitimate issues of"National security."

This is the "Project for a New American Century's" manifesto.

PNAC is born from the Nixon administration's core.
The key players from the Nixon era moved into the subsequent Republican administrations. The only time they have not been on the inside was during the 8 years of the Clinton administration.

These are the nucleus of the neo-con movement. They were and are furious about the fall of Nixon. They were and are intent on increasing the powers of the Presidency and implementing these policies.

The link above will bring you to the actual document that they Kristol, Cheney and the rest put together as a "mission statement" of sorts.

I don't see it mentioned much anymore on the blogs but it shouldn't be forgotten.
It is pretty scary.

Something people might want to think about when they read this and think about the fact that they were not on the inside in any real/visible way, some may have still been working in Government but as we know Cheney was in the "Private Sector", Kristol is a columnist... (many people don't realize that he was a powerful part of the Nixon administration and was a driving force on PNAC) I don't doubt that they all had a hand in the pie somewhere among the neo-con power elite though.

Anyway, something to think about when reading this is the term "vast right wing conspiracy" which people laugh about or ridicule Senator Clintion about...I did too... but this makes it clear that in fact there was and is such a conspiracy. It is called something else, it is "in the open," though obscurely and I would say that most of the participants do not understand there is a "conspiracy" if you come at it with the understanding that a conspiracy really only needs a small core to know what is going on and draw others into the vision without any understanding. Look at the far right evangelicals... they were had by the neo-cons.

The other thing one might consider when contemplating what they have been and are doing since the Nixon downfall is what angry, ruthless, hateful people they are and how they stop at nothing to smear, undermine and destroy anyone who gets in their way.

With that in mind it might be useful to understand the young Senator Clinton's role in the fall of Nixon. It was her research that was ultimately used to force him to resign thus pushing their agenda back a good long while. It is only since they have had the idiot king in office that they have been able to enact some of the more brazen power grabs that our country has seen in a very long time.

I wonder how they felt about that.

This Cheney perspective is born out of the fascist factions of the American elite who have ruled in the US for a while. American military dominance around the world ensures our full super capitalist potential and a huge pay check for a rich few while the mass is feared, worked, undereducated, jailed or starved into compliance. All the while the American peoples face value democracy goes around the world overthrowing democratically elected leaders apposed to foreign infiltration and exploitation. Its not the peoples fault but its about time they woke up and grabbed the rains of their government before we go down the next evolution of the global war path.

Dear "resonate",

You'll notice the very first thing the PNAC is concerned with is the US's association with the United Nations, and more particularly with the International Crime Commission. Now, why is this? Why would the present American leadership be so obsessed with the ICC? Could it be because much of our recent business activity, in the Americas as well as elsewhere, has involved "Genocide?"

Do a little digging and you'll find out why....

Brick

Maintaining US military dominance and preventing the reemergence of a new rival are both great ideas. Hopefully the US will be successful.

Rollingdivision. Mmmmm Wasn't that the reason we didn't have enough troops in Iraq to prevent the looting?

Let me see, maintaining military superiority. Hmmmm this bunch of nuts in the White House have decimated our military. We are so short of military now that I note that the 3rd Marine Group is being deployed for the 5th rotation. We are taking urban warriors into the military so they can get better trained so they are better at killing folks when they return. At no time in our American history have our military standards been so very low. So all this talk about more duties for the military is simply blow hard. Further, we did not even have good equipment to save the lives of folks we sent over ot Iraq. The up-armored vehicles never arrived in a timely manner so many of the deaths in Iraq can be traced to the stupidity of this administration. How tragic that now the same folks who so miserably mucked Iraq are talking about world dominance and we cannot even manage the war in Iraq. Just like Cheney to try to sound competent when he is hopelessly incompetent. He did a fine job working for his father, but alas, his age and illness along with the insanity of GW seems to have taken away his ability to think straight.

Yeah rolling division. I also think it is a great idea that Bush and Cheney have to take away all of our freedoms;then the terrorists will not hate us anymore.

The nitwit can't handle a shotgun but the he wants to use our national power to shoot the world in the face chasing international pidgins. Well Cheney. The world sees that threat coming, and unites against us. We can beat down any one nation, but at five percent of the worlds population we don't need to take on the world. It's doubtful Cheneys heart will last another ten years so 'what the hell' he thinks I want to rule the world just once before I go. We suffer the consequences from his failure. His five deferments not withstanding, He is like Custer searching for his little big horn.

If you want to have some fun, take some of our foreign policy statements from the last 10 years or so, cross out "United States" and write in "China". They don't sound so good all of a sudden.

I think Dennis Kucinich needs to raise the impeachment issue again because this guy is unfit for the office he holds. Perhaps Pelosi and Reid that if Congress tries to impeach Cheney that will serve to energize the Republicans and motivate them to vote.
