Mark Penn

As the Clinton campaign struggles to pull out of a potentially terminal nosedive just four days before the decisive Ohio and Texas primaries, much of the blame for the former First Lady's difficulties is falling on the shoulders of her controversial chief strategist, Mark Penn.

Critiques of Penn run a wide gamut:

* that he mistakenly assumed that Hillary Clinton would easily bulldoze the opposition,powered by money, endorsements and a legendary name.

* that his strategic strength resides in managing general election campaigns but he has an unreliable sense of the primary electorate.

* that Penn had an inadequate back-up plan for Obama's emergence as a challenger, allowing the Clinton campaign to founder in full public view -- trapped and exposed.

Penn will doubtless be the subject of endless debate, just as journalists and strategists interminably discuss the serial defeats of presidential candidates guided by former Democratic consultant Bob Shrum and the failure of Karl Rove to achieve his promised permanent pro-Republican realignment.

Strategic and tactical fault-finding, however, miss the key point. Clinton's Mark Penn problem does not lie in the strategist's advice and counsel -- it lies in Penn himself.

As the CEO of powerhouse PR giant Burson-Marsteller, Penn heads a bipartisan corporate conglomerate specializing in influence peddling, lobbying, phony front groups, and manufactured hype. Penn, the network of companies that he oversees, and the corporations to which he answers, represent precisely what voters have come to dislike most violently about Washington: the relentless cultivation and manipulation of political connections to generate wealth for a handful of operatives, all at taxpayer expense and in blatant defiance of the public will.

There is no one in politics today who has ascended the special interest ladder as steeply as Penn. He's no Jack Abramoff, but in the public mind Penn, and the corporate structure that supports him, are an integral part of the same lucrative and corrupt system that produced Abramoff.

The problem Penn poses for the Clinton campaign is reflected in the numerous stories in the media about Penn's conflicts as CEO of Burson-Marsteller Worldwide, on the one hand, and as chief strategist for Hillary Clinton, on the other.

To cite one example, just when Clinton was faulting Obama for his ties to Exelon Corporation, it was disclosed that Exelon had paid Burson-Marsteller over $230,000 in contracting fees.

Similarly, after Blackwater USA security guards killed 8 Iraqi civilians, the company turned to BKSH, a subsidiary of Penn's Burson-Marsteller, for strategic advice on how to minimize the negative impact of dealing with Congressional inquires.

Such conflicts only touch the surface. For the media, Burson-Marsteller and its affiliated companies could easily become a full-time beat pumping out a cascade of additional stories:

* The creation of such seemingly innocuous organizations as the National Smokers Alliance, European Women for HPV Testing, and the Coalition for Clean and Renewable Energy - organizations which are in fact the creation of corporations seeking to win lucrative support for contentious fights over smoking in public places, the promotion of highly-remunerative testing for a sexually transmitted human papilloma virus, and the expansion of nuclear power facilities.

* The laundry list of controversial Burson-Marsteller -- and its subsidiary BKSH -- clients includes US Smokeless (i.e., chewing) Tobacco, Johnnie Walker (distilled spirits), Morongo Casino Resort & Spa (gambling), Lockheed Martin (weapons), and Chevron Texaco (oil/gas) and Bristol Myers Squibb, GlaxoSmithKline, and Wyeth/Amgen (pharmaceutical).

* Penn's work for BOTOX, as described on his firm's website, sharply contradict Clinton's feminist commitments and ironically clash with her particularly strong support among older women:

"Burson-Marsteller worked to redefine the BOTOX image to speak to its benefits, drive a relationship with potential end users, minimize safety concerns and reflect its flexibility. Among the critical issues that needed to be addressed were consumers' perceptions regarding the side effects and toxicity of BOTOX Cosmetic....A multimedia initiative targeted key print, broadcast and online media outlets in top U.S. markets, and physician "key opinion leaders" conveyed scientific messages that provided objective, independent thought. The campaign resulted in more than 743 million positive media impressions for the BOTOX brand. Among prescription products, these results are second only to the benchmark launch of Viagra. In the first nine months of 2002, sales increased $90.3 million over the same period in the previous year. Media highlights include coverage in The Wall Street Journal, The New York Times, USA Today, Newsweek (cover story), Time, Associated Press, Reuters, Dow Jones, Bloomberg and UPI. The BOTOX brand was also featured in stories on "Good Morning America," "Today Show," "CBS Early Show," ABC, CBS, FOX CNBC, CNN, CNNfn, Fox News Channel and MSNBC.

* An equally controversial list of foreign clients including the Pakistan People's Party, Abu Dhabi Investment Authority, Colombia, Armenia, and Greece.

From the point of view of any news organization, Mark Penn, who has evolved from a relatively obscure Bill Clinton pollster into the helmsman of the Hillary Clinton campaign, is a walking, talking target -- an over-the-top example of the seductions of Washington, a lethal combination of political opportunism and corporate profiteering.

At this late stage of the campaign, it should come as little surprise that his top position in Hillary Clinton's enterprise would be used to question her campaign's judgment. A succinct portrait of Penn's liabilities was published as early as a year ago by the Washington Post in this relationship map:

It looks like Hillary has managed to sabotage her own Presidential campaign by hiring Mark Penn, whose company, Penn, Schoen and Berland, is owned by the London-based WPP group, and his partner, Doug Schoen, has written a book staunchly defending the creation of a third political party, and has heartily endorsed Michael Bloomberg as a third party candidate who could easily win the White House.

The same people who are managing Hillary's Presidential campaign are also masterminding the Presidential campaign of John McCain and the "non-campaign" of Michael Bloomberg. Since WPP Group is owned by the British, and are actively participating in the Presidential campaign, it makes you wonder whether the British have already selected the Presidential candidate they'd like to see take office, and if that candidate (many believe that "London's man" is Michael Bloomberg) can enter the Presidency through the "back door", specifically, being named Vice President on either the Republican or Democratic tickets.

The only issue is there is another candidate reported to have raised $50+Million in the same time period.

That candidate has also found over 1 million supporters who were willing to donate their hard earned money to help him get elected.

If she truly believed in the Democratic Party she would have conceded to Obama months ago.
Alas she has too much lobbyist/ special interest money invested in her Campaign and they want a RETURN on their investment.

'The People' have seen politicians on both sides of the isle with a profound disconnect from the people they are supposed to represent . They see nothing but failure and are rejecting politics as usual. Hillary Clinton is not working for the people, she are working for herself and her investers at the peoples expense.

'The People' are simply the suckers to manipulate.

Mark Penn is on the same plane as Karl Rove, which I didn't think was possible. He's manipulative, sleazy, demented, a major league a**hole (to coin a phrase Bush once used against a NYTimes reporter). Why Hillary hasn't let this bastard go is beyond me. It does show that she is not very wise in hiring people, and her husband wasn't much better (Dick Morris was hired by Bill, with input from Hillary, if I remember right).

While Penn is majorly responsible for this campaign, Hillary is signing off on his recommendations. He is the epitome of that "top-down" policy that has been disasterous for the Democratic party as a whole.

I think from the beginning, Hillary's strategy of the "spread out" effect has not played well. Her and the rest of her team are rarely in the same place, at the same time, and at times I have almost felt as though Mark Penn was deliberately sabotaging her. Her husband hasn't helped matters, either. Bill should spend more time managing her campaign and making appearances with her, which people do respond to, and see as a strength.
I hope she wins the next four states. If only to upset Washington D.C. - piss off the media, and to further dig and inform the American people. The longer it drags out, the more I laugh my ass off at the exasperated expressions from these shit journalists that can't call it to save their ass. If she can pull off the wins she needs, it would prove that more and more people are distrusting of the media, and are learning to make up their own minds, and seek out other sources for the information they need to make logical decisions. One can hope.

You may be right that Penn is deliberately sabotaging her, or is just so drunk on his own ego that he doesn't realise he's sinking her campaign. It is painfully obvious that there was no plan B here. I think it was Krugman (or Frank Rich) who compared Hillary's campaign to Bush's Iraq campaign, in that there was no plan B and they had to make everything up as they went along. That's rather brutal, but it's very true. I think Hillary's (and Penn's) slash and burn policy is horrible for the country and the Democratic party, but then, neither Clintons ever cared about the Democratic party (at least in this acerbic goblin's opinion).

The MSM are quite pissed off at the American people because they're not following the script they laid out. The American people did not buy the "Hillary vs. Rudy" contest that the MSM wanted, they didn't buy Fred "Aqua Velva" Thompson as the "aw, shucks" guy, they didn't buy the "everything is good for Republicans" line, they didn't buy the "Rudy saved NYC on 9/11 single handedly" line, and right wing conservatives aren't buying McCain's "inevitability" either, which would explain why Huckabee is still in the race. Regardless of what happens to Hillary, the American people seems to be breaking away from the moronic MSM and their baseless, almost 100 percent WRONG predictions.

Of course, it must have occurred to Hillary by now that Mark Penn has made a complete cock-up of this campaign. She's smart enough to know that he has proved himself incompetent. He has blown an almost unassailable lead, shattered her aura of invincibility, and charged her a fortune for doing so.
But how can she fire him now? What would THAT say about her judgement? What would it tell you about her man-management skills? And what would the press do to Penn - and by extension, her?
I bet they're barely even on speaking terms at this point. If she wins either Texas or Ohio he'll stay. If she loses both, or ties, he'll go in her last roll of the dice. By then, she'll have nothing left to lose.

One of the biggest, most successful p.r. firms in the country got the contract to strategize for a presidential candidate. What exactly is the crime here? If Clinton had chosen the Joe Blow firm in Hackensack, NJ, with no ties to multi-national scumbag corporations, she would have been slammed for incredibly poor judgment. Rarely has there been such a candidate who gets it coming and going as she has. Like one commenter said on the ABC News website today, if Clinton had sneezed during a debate, she would have been accused of infecting Obama with a flu virus. Think about it - do we despise defense attorney Mark Gerragos for representing wife-killers? Well, some of us do, but it's generally accepted that professionals retained to provide their services are not guilty by association. It's also important to note here that while Senator Clinton has been the subject of exhaustive investigation by G.O.P. inspired witch hunts (including the $6 million Kevin Starr fiasco), she's never been charged with any wrongdoing. And the fact remains that she did bring up the radiation leaks bill that Obama watered down for Exelon. Her relationship with Penn didn't stop her from doing the right thing. Meanwhile, Obama's long-time mentor and fundraiser Tony Rezko is going on trial soon for multiple charges of fraud, and the media is not breathing a word about it. These two have a long and well-documented paper trail of quid pro quos, so it's an area that deserves scrutiny. What's even more hair-raising, an Iraqi businessman has loaned Rezko $3.5 million on the eve of this trial, according to the Chicago Sun-Times. Is he being paid to keep his mouth shut about his dealings with Obama, and if so, where did this money really originate? And like any product a PR firm tries to sell, they downplay or lie about the negatives, and exaggerate or lie about the positives. Isn't hIllary competent, smart, and wise enough to win based on who she actually is and what she's actually done?

Penn's failures are so epic.. they almost deserve to be immortalized by their own definition­.. As in "Wow, the Superbowl was the Patriots to loose, but they went and Penn'd it"...

No, most Amercians will not know Penn is involved. What they will know if they choose to look critically at the Clinton campaign is the following:

1. The lack of budgeting to utilize campaign contributions effectively and inappropriate expeditures
on their disclosure statements.

2. The inability or ineffectual attempts to mobilize grassroots voters.

3. Lack of effective message/ changing message, daily.

4. Lack of measured response to other campaigns in a manner to generate positive press and sound bites(free positive publicity).

5. Allowing messaging to become shrill and negative, not reflecting on other campagns, but on their candidate.

6. Playing the gender card in a most disingenuine manner.

7. Utter lack of discipline in the campaign.

This campaign started doing a victory dance about a year ago, congratulating its' candidate and itself.
The arrogance with which they approached this race as a fate accompli has been stunning to watch.
Manipulation at its' worst.

I am a 60 year old woman who has regretfully decided I cannot in good conscience vote for Hillary. Her choosing Penn to advise and represent her is a tip of the iceberg I fear. I think it was her idea to consult Dick Morris and look how well that turned out.
She is too easily prone to aggressive attack on petty issues, she is not creative in her thinking, and worse, she is a true advocate of secrecy and hidden agendas. Corruption and lack of openness are the absolute enemies of democracy, far more so than terrorists or any competing ideology. Maybe voting for Obama is a roll of the dice, but sometimes the potential devil (or potential savior) you don't know is better than the devil you see all too clearly.
I believe Hillary can be a truly wonderful senator and maybe majority leader, and can achieve what she says are her policy goals there.

I also echo your sentiments. I was an enthusiastic supporter of both Clintons, but things happened that caused me to take a second look at their past behavior, and I realized that my former support was misguided and underserved by them..

-Things:

-the way he supported NAFTA after promising not to EVEN THOUGH her heathcare plan was a miserable failure. The result: dumping our workers into a fiercely competitive international labor market as the only labor force that lacks government­-sponsored healthcare. Why wouldn't employers take their jobs to places where employers aren't held responsible for paying for healthcare?

--the way they sat on their hands and didn't campaign with any enthusiasm for the two Democrats who ought to have followed them into the White House. I KNOW that Gore didn't want them to campaign (does anybody wonder why?), but why would we want to give yet another chance to anybody whose bad behavior made them undesirable as campaigners for other Democrats.

--the Bushrovian tactics, first their evil spin on what Obama didn't really say about Reagan (the stuff that their flacks wrote and put into Obama's mouth, to be believed by the dimwits who were too lazy to listen to what Obama actually said), then the added layer of crapola in which they accused Obama of being the one engaging in dirty Bushrovian sliming. . A Chinese box of Bushrovian trickery, a trick inside of a trick....d­oing the Bushrovian thing of accusing somebody else of the stuff you, yourself are guilty of doing. And that stuff is doing the Bushrovian thing. Sheesh, it reminds me of the Land O' Lakes butter box where the Indian maiden is holding the box with a picture of herself holding the box, and so on. Except that picture is pretty whereas the tactics of the Clintons are desperate and creepy..
