YEREVAN, Armenia — Armenia's president imposed a state of emergency Saturday after police used tear gas and fired shots into the air to disperse demonstrators protesting alleged fraud in last month's presidential election.

The announcement from the office of President Robert Kocharian came shortly after police broke up the rally of about 15,000 demonstrators. Earlier, police used batons to remove hundreds of protesters who had camped for more than a week in tents in a square near the city mayor's office.

Tensions remained high into the night. Groups of angry young people were prowling the streets of the capital, calling for others to join them, city residents told The Associated Press. An AP reporter saw cars overturned and the police department said some of its cars had been set on fire. Looters hit stores and kiosks, police said.

"What's going on now is not a political process. It has gone over the edge," Kocharian said in a late-night news conference. "I appeal to the people of Armenia to show restraint and understanding."

Kocharian's office said the state of emergency would remain in effect for 20 days. The measure imposes severe restrictions, including banning all mass gatherings and ordering that news media reports on domestic political matters include only official information.

The order also says police have the right to restrict movement and to search private and public vehicles.

Witnesses said they had seen people injured in the later rally, but there was no immediate official information on casualties. Kocharian said eight police officers were injured.

Kocharian claimed some of the demonstrators were armed and that police said they had been shot at.

The Armenian Health Ministry said 10 people were hospitalized from the earlier clash, but did not say how severe their injuries were nor how many of the injured were police.

The opposition has protested the results of the Feb. 19 presidential election results and tried to force a new vote. Rallies daily have drawn tens of thousands of people; a few hundred remained at the square each night in tents.

Officials say Prime Minister Serge Sarkisian won the vote outright. But supporters of opposition candidate Levon Ter-Petrosian have rejected the results, alleging fraud.

Sarkisian is a close colleague of Kocharian, who is stepping down because the constitution does not permit him to seek a third term. Opponents allege the government manipulated the vote count, pressured people to vote for Sarkisian and pressured the news media into skewing coverage in favor of him.

The observer mission from the Organization for Security and Cooperation in Europe said there were concerns about the vote count, but it issued a generally positive assessment.

Sustained unrest in Armenia could undermine stability in the volatile Caucasus region. Armenia borders Turkey, Iran, Georgia and Azerbaijan _ countries important for producing or shipping oil and gas to Western customers.

"At this important stage in Armenia's development, everything should be done to avoid any escalation of tension," said Finnish foreign minister Ilkka Kanerva, the chairman-in-office of the Organization for Security and Cooperation in Europe.

Ter-Petrosian, who was president of Armenia in the first painful years of independence from the Soviet Union, appealed to the Constitutional Court on Friday to overturn the results.

Security police on Saturday prevented Tar-Petrosian from leaving his residence, but he told reporters that he was not under formal house arrest.

"If he is accused of committing a crime, he should be properly charged and prosecuted in a court of law like anyone else. In a democracy you cannot arbitrarily detain political opponents," said Terry Davis, secretary-general of the Council of Europe, the continent's main human rights body.

Congratulations to the HuffPost editors for trying to open the eyes and ears of readers to the world. Though judging by comments, few recognise the significance of this country's location -- it is the backdoor of the Middle East...

Armenia is a 'disaster capitalism' poster child...and the USG is complicit in the mess thanks to all the aid money it has pumped into this country with closed borders and a real, resident population around 2 million, fueling the plutocracy. The California Diaspora too can take 'credit' for all that is taking place as well, helping to keep the border with Turkey closed and shadow economy and trade with the same booming.

Somewhat off thread: Will the Armenian protesting people get enough coverage to replace the Poor Starving Armenians & victims of Turkish ethnic cleansing stereotype that's been around since WW I. This time the Armenians are getting hasseled by Armenian police, not Turks. The Turks have their hands full with the Kruds demanding the right to have the Kurdish language taugh to Kurdish who live in Turkey & Kurds who hide in Kurdish enclaves in Northern Iraq after they raid the region of Turkey where Kurds live. The Azeri are too busy to attack Armeniana. The Armenians are forced to fight among themselves as the Scots & Irish do from time if they want a good & bloody fight.

Just because a few extra votes somehow wound up with the President's votes dosn't constitute fraud. It's not like he purposely had them put there....it's just dumb luck that extra votes got mixed up with the President's. Now, lets put this behind us and get back to our everyday business. Chop! Chop!

Organization for Security and Co-operation in Europe (OSCE) is an international organization which serves as a forum for political dialogue. Its stated aim is to secure stability in the region, based on democratic practices and improved governance. Most of its 3,500+ staff are engaged in field operations, with only around 10% in its headquarters.

The OSCE is an ad hoc organization under the United Nations Charter (Chap. VIII), and is concerned with early warning, conflict prevention, crisis management and post-conflict rehabilitation. Its 56 participating States are from Europe, the Caucasus, Central Asia and North America and cover most of the northern hemisphere. It was created during the Cold War era as an East-West forum.

I know that most self-absorbed Americans, including apparently those who post here, are incapable of comprehending anything beyond US borders unless it somehow relates back to the US, but this is big news and I applaud the HuffPo editors for calling attention to it.

Armenia has had a host of problems since its war with Azerbaijan over Nagorno-Karabakh, but it can't blame everything on Azerbaijan and Turkey (who is also blockading it).

The country is one of the most corrupt in the former USSR and its refusal to accept the results of free elections is depressing.

There's a saying in the region: In Azerbaijan, 90% of the population is stupid, but they elect the smart 10% to government. In Armenia, 90% of the population is intelligent, but they elect the stupid 10% into government.

Let's hope people power prevails. Sarkisian is a disaster.

The Democrats are doing it to themselves by playing into the hands of the Republicans.

They let an unknown State Senator from Illinois, who has been in the U.S. Senate for about two years, run for President and destroy a Democratic Senator because she cast the same vote 21 other Democratic Senators did because of doctored intelligence. The Democratic Doves in the same Senate parade him forward as the all knowing messiah because he made an anti-war speech at an Anti-War Rally and used that speech to convince voters that he somehow had Hope and ESP.

That same unknown now has a cult-like following that is threatening to "riot in the streets" or "vote for McCain" if their candidate is not the nominee. These same supporters are threatening and using Mafia-like tactics to strong-arm the Black super delegates into supporting this candidate.

This candidate is allowing the Republican machine to force the other candidate out of the race to boost his ego and he will become "the First Black President of the United States."

I see two possibilities for George W. Bush's statement to come true.

1. Barack Obama is the nominee of the Democratic Party with the help of the Republican and Independent Strategic Vote" where they help nominate both the Democratic and Republican candidates and then vote Republican in the General Election which gives John McCain the Whitehouse.

2. The Democratic Super-delegates do their job and nominate Hillary Clinton to be the Democratic candidate. The Barack Obama supporter’s riot in the streets, George W. Bush declares Martial Law, with the aid of Mukasey, uses what is left of the National Guard to quell the riots, jails all of the protesters as Terrorists and retains the Whitehouse himself.

3. Read your history. Check out the Veterans from WW! Who wanted what was right and marched on Washington. Check out the Kent State affair.

Either way Democrats, if we continue the way we are now going and does DO NOT let the election process proceed, in all fairness, we do not deserve the office. Don't let the Republicans destroy our candidate again with our help; allow the process to work like it was designed even if your candidate doesn't win. These guys are the real enemy, not fellow Democrats.

Barack Obama is not a candidate for President. According to his supporters ( with sly agreement from Obama himself) he's a candidate for Sainthood and immaculate birth.
Gee, I always thought he was a pedestrian middle-of-the-road newbie poltico.

That's an interesting take on how you see it.

btw - while Sen Clinton joined 21 other senators in giving bush his authorization to invade Iraq, she could have chosen to side with the 23 senators who opposed such a move. That was a serious lapse of judgment. And she still can't come out and apologize and admit that it was wrong, like John Edwards did. That one move would have made a difference to people like me. I forgave Edwards because he was big enough to admit he was wrong. We already have a bull-heade­d-won't-li­sten-to-th­e-people and I'm-never-wrong person occupying the WH. We don't need another of that.

If you watched the debate in Ohio, she said she regretted her vote and would like to take it back. That said, does that mean you and all the others will support her, including Michael Moore, or will you admit that this was only a means to soothe your conscience for Bashing Hillary Clinton when you jumped on the Obama bandwagon.

At least John Kerry and Ted Kennedy changed for political and monetary gain.

These people have the strength of their convictions, and can smell are shit deal when they smell one.

Hats of to the brave souls in Armenia who are willing to fight, and if need be, die for freedom, one person, one vote.

I wouldn't expect the American's to be so principaled come November when McCain is appointed the Presidency. Rather, they will bitch and moan, and stay home and pound on the blogs, and call the talk radio shows and then do nothing.
