SAN ANTONIO — Barack Obama said Monday that his campaign never gave Canada back-channel assurances that his harsh words about the North American Free Trade Agreement were for political show _ despite the disclosure of a Canadian memo indicating otherwise.

According to the memo obtained by The Associated Press, Obama's senior economic adviser told Canadian officials in Chicago that the debate over free trade in the Democratic presidential primary campaign was "political positioning" and that Obama was not really protectionist.

The adviser, Austan Goolsbee, said his comments to those officials were misinterpreted by the author, Joseph DeMora, who works for the Canadian consulate in Chicago and attended the meeting.

In Carrollton, Texas, Obama told reporters: "Nobody reached out to the Canadians to try to assure them of anything."

Asked why he had appeared to deny a report last week that such a meeting had taken place, Obama said: "That was the information I had at the time."

The original report by CTV in Canada suggested an Obama emissary had reached out to officials at the Canadian Embassy in Washington. Embassy officials artfully denied any such contact had been made with them.

As it turned out, the meeting took place in Chicago instead, with Canadian Consul General Georges Rioux and DeMora taking notes.

Obama said that one of his advisers had been invited by someone at the consulate to visit and discuss trade.

"The Canadian Embassy confirmed that he said everything I said on the campaign trail," Obama asserted.

"We think the terms of NAFTA have to be altered" to strengthen environmental and labor protections, he said.

The memo says: "Noting anxiety among many U.S. domestic audiences about the U.S. economic outlook, Goolsbee candidly acknowledged the protectionist sentiment that has emerged, particularly in the Midwest, during the primary campaign."

It went on: "He cautioned that this messaging should not be taken out of context and should be viewed as more about political positioning than a clear articulation of policy plans."

Goolsbee disputed the characterization.

"This thing about 'it's more about political positioning than a clear articulation of policy plans,' that's this guy's language," Goolsbee said of DeMora. "He's not quoting me.

"I certainly did not use that phrase in any way," he said.

NAFTA is widely opposed in economically depressed Ohio, which holds its presidential primary Tuesday and is a battleground between Obama and Sen. Hillary Rodham Clinton.

Clinton said Monday that Obama's campaign gave the Canadians "the old wink-wink."

"I think that's the kind of difference between talk and action that I've been talking about," Clinton told reporters while campaigning in Ohio. "It raises questions about Senator Obama coming to Ohio and giving speeches against NAFTA."

Both candidates said in a debate in Cleveland last week that they would use the threat of pulling out of NAFTA to persuade Canada and Mexico to negotiate more protections for workers and the environment in the agreement.

The memo obtained by the AP was widely distributed within the Canadian government. It is more than 1,300 words and covers many topics that DeMora said were discussed in the Feb. 8 "introductory meeting."

Goolsbee "was frank in saying that the primary campaign has been necessarily domestically focused, particularly in the Midwest, and that much of the rhetoric that may be perceived to be protectionist is more reflective of political maneuvering than policy," the memo's introduction said.

"On NAFTA, Goolsbee suggested that Obama is less about fundamentally changing the agreement and more in favour of strengthening/clarifying language on labour mobility and environment and trying to establish these as more `core' principles of the agreement."

Goolsbee said that sentence is true and consistent with Obama's position. But he said other portions of the memo were inaccurate.

In a statement, the Canadian Embassy expressed regret on how the discussions have been interpreted.

The statement said "there was no intention to convey, in any way, that Senator Obama and his campaign team were taking a different position in public from views expressed in private, including about NAFTA."

Goolsbee said the visit lasted about 40 minutes, and perhaps two to three minutes were spent discussing NAFTA. He said the Canadians asked about Obama's position, and he replied about his interest in improving labor and environmental standards, and they raised some concerns that Obama sounds like a protectionist.

Goolsbee said he responded that Obama is not a protectionist, but that the Illinois senator tries to strike a balance between the economic struggles of working Americans and recognizing that free trade is good for the economy.

"That's a pretty ham-handed description of what I answered," Goolsbee said of the memo's description of "political positioning." "A: In no possible way was that a reference to NAFTA. And B: In no possible way was I inferring that he was going to introduce any policies that you should ignore and he had no intention of enacting. Those are both completely crazy."

The Overlooked Fact in the Canadian NAFTA Memo.

The narrative of the attack on Obama over a supposed “back-channel” reassurance of Canada about NAFTA goes something like this: After Tim Russert, in the Ohio debates, pushed both the Candidates into saying they would use the threat of dropping out of NAFTA to renegotiate for improved environment and Labor standards, Obama presumably sent his leading economic advisor quietly to Canada to reassure them that it was merely political positioning. When asked about it, Obama said “It didn’t happen”. The media pounced, producing a memo describing a talk between a Canadian Embassy official and Obama’s economic advisor. GOTCHA!
For the moment, put aside Obama’s position on trade, which has been consistent and available for anyone to see. The damage of this attack is the implication of duplicity about the meeting itself. Obama prides himself on being an honest agent of change, and this episode paints this to be false. However, there is a simple fact that blows this narrative out of the water.
The meeting the memo discusses was on Friday, February 8th.
In terms of election cycles, this was a century ago. It was the day before the Washington State and Nebraska Caucuses and the Louisiana Primary. It was before the Maine vote, before the Potomac Primaries and before Wisconsin. The Ohio vote was light years away, nobody was talking about NAFTA and the Ohio debate had not even been scheduled.
Given this detail, Obama’s NAFTA debate comments were in no way “soft-pedaled” via a back channel, and more importantly, Obama told the truth. An independent, introductory meeting in Chicago on February 8th, which Obama may or may not have known about, can in no way be described by this media narrative.
It seems an unlikely coincidence that this story broke two days before the Ohio primary.

Obama's supporters cannot spin the fact, that at first the Obama campaign and the Canadians said that Obama didn't talk to the Canadians at all. Now we find out that Obama's campaign did talk to the Canadians in Chicago. The Obama camp clearly lied, and so did the Canadians. It doesn't matter who leaked what, or who apologizes where. If you Obama supporters want to be in denial, o.k......p­lay that game. But don't try slamming Hillary over this to try to make it seem o.k. in your own mind, that your guy screwed up.

The Canadians called him for a get to know you meeting- please read all the articles on this instead of spewing garbage. Add to that why was Hillary's surrogate at the Canadian embassy, no one has explained her side of the story.

Funny how there is no other piece devoted to this highly controversial issue.

If Obama's surrogate meets with a Canadian official to assure the Canadian govt. that Obama is just doing "political speak" to tell the crowd what they want to hear, namely: that he will fix NAFTA or eliminate it within 6 months to passify the unemployed and devasted Ohiaen people while assuring the Canadians that he doesn't mean it , THAT deserved further coverage.

OOPS, I forgot, OBAMA's your guy.

I guess that there are no other pieces on this because the details are scant. I believe that the entire topic of this piece was addressing your point, so what else do you need? What deserves further coverage is an interview with Mr. De Mora, as well as shedding some light on how common it is for the Canadian gov't to release memos to the press regarding meetings with private American citizens. I definitely agree with you that this entire issue needs more coverage. Only time will tell.

I hate to be cynical, but after John Edwards (was forced out of) left the race, all that was remaining were Corporatists on BOTH sides.

I don't want to burst anyone's bubble, but I'm not surprised about Obama's alleged Pledge to Canada to keep NAFTA intact.

After all, his populist rhetoric seems to "CONVENIENTLY" be kicked up mega notches in Ohio where the people are suffering most from this UNFAIR and UN"FREE" trade agreement towards the American people.

I've been trying to find out who Joe De Mora is. Mr. De Mora is the author of the memo that appears to have been leaked by the Conservative party, which controls the government in Canada. It is true that Steven Harper has already injected himself into the debate over NAFTA by threatening to limit the US's access to the tar sands in Alberta if NAFTA is suspended. Knowing this, it's not too far a leap to suspect foul play in regards to the leaked memo.

I've been googling Mr. De Mora, and have found that he is either a former or current CEO of a hospital in Ontario. He appears to be wealthy and well-connected to Conservatives. I do not know if this is the same Mr. De Mora that wrote the memo. I also found some interesting info about Mr. De Mora at this site http://kcal.ca/index.htmll), which talks about Mr. De Mora's involvement with a controversial entertainment center that is being built in Ontario.

I find it very odd that no one has been able to interview Mr. De Mora, since his characterization of the meeting differs so much from Mr. Goolsbee and Mr. Rioux. This is the pinnacle of lazy journalism to break a story like this without doing your homework, and should pretty much shatter the myth that the "media" is in love with Obama.

If anyone has anything to add about the identity of Mr. De Mora, please do!

One must wonder why the media here picked up on only half the Canadian "report." They have the claim that Obama isn't comingh clean, but they ignore the claim that Clinton has also told them that she doesn't mean it. I soppose -- in fairness -- they will mention that somnetime after Firewall Tuesday voting!

I'm an Obama supporter, sure, but certainly not a kool aid drinker. I will not stand by and allow unsubstantiated attacks, so I'm waiting to hear more about this and not rushing to judgement. There are clearly some questions that need answered. I learned patience during the Clinton years...wh­en I would rabidly defend Bill against any and all attacks. I don't know how many times I argued against those who called him an adulterer, and so on. Well, I ended up looking like a fool when "the dress" appeared.

I think you would do well to learn patience, and wait for the "facts" as you put it, which, by the way, haven't come in yet. We'll see.

Isn't it obvioius what happened in this whole NAFTA hubub?
The Canadians were concerned that Obama was a protectionist.
The Canadian Consulate asked Goolsby about it.
Gooslby says no, don't worry, Obama isn't a protectionist, he just wants to make sure that the treaty reflects the needs of workers and the environment too. In other words, he's a moderate. Which is precisely Obama's position.
The Canadian Consulate then writes a memo saying, in effect "Obama is only playing politcs, he doesn't really mean it."
Now, we could give the Canadian consulate the benefit of the doubt and assume that he merely worded his memo inartfully. Or we could assume that the Consulate intended to damage Obama. Either are plausibly true.
But what we cannot assume is that Obama has anything to be ashamed of in this whole affair. There is absolutely ZERO eveidence that he did anything wrong or immoral.
But one would never know that from your coverage of this story.
I've never seen such hysterical coverage over such a non-story.

And people say Obama is getting a free ride from the press. Give me a break.

The press really gave the claim, based on a memo to the conservative goverrnment from one of itys own, and backed by nothing, a free ride. They didnn't work so conscientiously to get ther vfacts out. That means that the Clinton campaign gets a boost from a false issue, and I note that Clinton even had a fake radio news announcement (an ad) based on it. As quick as that? Do you think she knew about the "leak" before it occurred? After all, all the platers were on her Neocon side!

So, what's surprising about lies coming from a Clinton? What else? She learned at Bill's knee how to parse, fabricate, and flat our lie. She's unfit to be president of the United States. Two terms of lying and covering up is enough. America deserves better than all this petty crap. We're talking about the presidency of the United States, and she's prancing around like a silly little six grade girl spreading gossip about classmates, hoping it makes her popular. Hillary really is a joke of a human being.

You have to love the Clinton campaign. The Canadian government reached out to Obama's Economic advisor while he was campaigning and he ensured them that Obama's position was not Protectionist. They interpret this as some double speak BS and backdoor talking on NAFTA. The truth is he never called to reassure them and the position he presented on NAFTA was the same as in the debates. But Clinton won't relent, no he lied- HUH. There was a meeting, just not the one she is spinning.
When it is pointed out that she was actually accused of contacting the Canadians and actually giving them “the old wink-wink.­" Not called by them. There response is well we are not running as the transparency candidate.
In short, his position is consistent, he didn't contact them they contacted him, the Canadian government apologizes for the mischaracterization of the meeting, but Obama is bad. Clinton lied, but it ok that she lied because we expect her to lie.
Clinton Campaigns position:
Clinton voters - vote for an admitted liar, because you know she will lie to you so you won’t be surprised.
Obama voters - don't vote for him because of a misunderstanding and political manipulation of the facts by the Clinton campaign and conservative Canadian Government.

I resent the Conservative Canadian govedrnment mixing in our politics at all. That is inapproprtiate. That they would do that at all casts a bad light on their honesty and good will. "Leaks" are always intentional, and hardly ever something one can be proud of. Note that the facts do not substantiate the claim but they are not as important to get out as the sensationalism of the claim. So much for the librul media!

Clinton set the media up with her false claims of media bias and not looking at Obama. They fell for it - they are all idiots. The worst part is that people in Ohio may vote for the wrong candidate because of it. It's sad but typical for her campaign.

So this is what we can expect from a Hillary administration, distortion, lies and innuendo, say anything, do whatever is necessary to smear your opponent even if it is not true, drop a bomb and let the chips fall where they may.

By the time the press and the public sort out the details the votes will be counted.

She is a pathetic pandering conniving scheming republican who voted for the Bush-Cheney war and never apologized for that disastrous vote.

She is using despicable republican tactics the old prestidigitation slight of hand maneuver, slander your opponent with untrue petty drivel to distract us from her dismal record of voting for war.

This is why liberal democrats have turned against her not because we are gender biased but because we are sick and tired of Bush style swiftboating campaign tricks and the adoption of Bush foreign policy.
