SAN ANTONIO — Barack Obama said Monday that his campaign never gave Canada back-channel assurances that his harsh words about the North American Free Trade Agreement were for political show _ despite the disclosure of a Canadian memo indicating otherwise.

According to the memo obtained by The Associated Press, Obama's senior economic adviser told Canadian officials in Chicago that the debate over free trade in the Democratic presidential primary campaign was "political positioning" and that Obama was not really protectionist.

The adviser, Austan Goolsbee, said his comments to those officials were misinterpreted by the author, Joseph DeMora, who works for the Canadian consulate in Chicago and attended the meeting.

In Carrollton, Texas, Obama told reporters: "Nobody reached out to the Canadians to try to assure them of anything."

Asked why he had appeared to deny a report last week that such a meeting had taken place, Obama said: "That was the information I had at the time."

The original report by CTV in Canada suggested an Obama emissary had reached out to officials at the Canadian Embassy in Washington. Embassy officials artfully denied any such contact had been made with them.

As it turned out, the meeting took place in Chicago instead, with Canadian Consul General Georges Rioux and DeMora taking notes.

Obama said that one of his advisers had been invited by someone at the consulate to visit and discuss trade.

"The Canadian Embassy confirmed that he said everything I said on the campaign trail," Obama asserted.

"We think the terms of NAFTA have to be altered" to strengthen environmental and labor protections, he said.

The memo says: "Noting anxiety among many U.S. domestic audiences about the U.S. economic outlook, Goolsbee candidly acknowledged the protectionist sentiment that has emerged, particularly in the Midwest, during the primary campaign."

It went on: "He cautioned that this messaging should not be taken out of context and should be viewed as more about political positioning than a clear articulation of policy plans."

Goolsbee disputed the characterization.

"This thing about 'it's more about political positioning than a clear articulation of policy plans,' that's this guy's language," Goolsbee said of DeMora. "He's not quoting me.

"I certainly did not use that phrase in any way," he said.

NAFTA is widely opposed in economically depressed Ohio, which holds its presidential primary Tuesday and is a battleground between Obama and Sen. Hillary Rodham Clinton.

Clinton said Monday that Obama's campaign gave the Canadians "the old wink-wink."

"I think that's the kind of difference between talk and action that I've been talking about," Clinton told reporters while campaigning in Ohio. "It raises questions about Senator Obama coming to Ohio and giving speeches against NAFTA."

Both candidates said in a debate in Cleveland last week that they would use the threat of pulling out of NAFTA to persuade Canada and Mexico to negotiate more protections for workers and the environment in the agreement.

The memo obtained by the AP was widely distributed within the Canadian government. It is more than 1,300 words and covers many topics that DeMora said were discussed in the Feb. 8 "introductory meeting."

Goolsbee "was frank in saying that the primary campaign has been necessarily domestically focused, particularly in the Midwest, and that much of the rhetoric that may be perceived to be protectionist is more reflective of political maneuvering than policy," the memo's introduction said.

"On NAFTA, Goolsbee suggested that Obama is less about fundamentally changing the agreement and more in favour of strengthening/clarifying language on labour mobility and environment and trying to establish these as more `core' principles of the agreement."

Goolsbee said that sentence is true and consistent with Obama's position. But he said other portions of the memo were inaccurate.

In a statement, the Canadian Embassy expressed regret on how the discussions have been interpreted.

The statement said "there was no intention to convey, in any way, that Senator Obama and his campaign team were taking a different position in public from views expressed in private, including about NAFTA."

Goolsbee said the visit lasted about 40 minutes, and perhaps two to three minutes were spent discussing NAFTA. He said the Canadians asked about Obama's position, and he replied about his interest in improving labor and environmental standards, and they raised some concerns that Obama sounds like a protectionist.

Goolsbee said he responded that Obama is not a protectionist, but that the Illinois senator tries to strike a balance between the economic struggles of working Americans and recognizing that free trade is good for the economy.

"That's a pretty ham-handed description of what I answered," Goolsbee said of the memo's description of "political positioning." "A: In no possible way was that a reference to NAFTA. And B: In no possible way was I inferring that he was going to introduce any policies that you should ignore and he had no intention of enacting. Those are both completely crazy."

As a Canadian I have to say hooray if NAFTA is re-opened and appended. It is appalling the environmental devastation that Alberta (our Texas) is going through with the oil sands - the Native communities living near the northern sites are suffering unnaturally high levels of rare cancers due to the toxins released, but the conservative gov't in power (Bush-lite as we like to call them - though, as it is Canada, that is a hyperbole) are gluttonously guzzling in the oil profits. NAFTA is hurting more people then it is helping. Now that the American economy is weaker, the US has a bigger incentive to reassess this - and when the Democrats come into power, we can say goodbye to Harper and his Tories.
In regards to this non-story - it was undeniably leaked and misrepresented by the Clinton Clan (aka Desparate Divas) since the original story (which was leaked to the Canadian news media - CTV - by the Canadian Conservative gov't who are petrified of putting a cork on our enabling of the US oil addiction) implicated Hillary as well. To quote: "The original CTV News report also said that aides for Clinton told Canadian officials not to worry about her strong anti-NAFTA rhetoric on the campaign trail - something her camp flatly denied." - funny how I failed to notice that in the American news media - it must be due to their bias....

To me it seems that the story pretty much ends with the Canadian embassy apologizing for any impression made which inaccurately characterize Obama's in-private statements as being different from his in-public statements.

No conspiracy theories are needed to explain the media's and the Clinton campaign's obsession with the story. He's won eleven contests in a row, he's up in the popular vote, the delegate count and he's heading for home. Its how the news treats the front runner and I believe he can handle it.

I personally think any smart progressive wants this thing to be over after tomorrow but even if it isn't, then barring a nearly impossible Clinton landslide, there really isn't much of a mathematic possibility for her to win without doing some serious party damage.

The trouble is that CNN, for example, continued reporting the story late into last night without ever mentioning (1) that Clinton was accused of the same "wink-and-a-nod" and (2) without reporting the Canadian government's apology/retraction. So much for the media's pro-Obama bias. Same thing with the Rezko trial. I haven't heard any of the cable networks' talking heads clarifying that it is Illinois' governor, and not Obama, who is the Politician A that is likely to be embarrssed by the evidence.

I guess Obama has recently started learning politics quickly, by not enclosing the facts. If a completely unrelated Canadian official tells something and if this was not rejected on the basis, then there is something wrong here.

What I would like to know is, if Obama has given other promises to other lobbies or organizations, that he fails to inform his voters. After all, both sides should be happy about the outcome. If Obama wins, his support for those people will be there despite what he says right now, and Obama can easily get the votes from those people, as they are playing together.

What can I say, I am not surprised a bit! Obama asked before whether this many voters are delusional. If, let's say, 90% of American population who had supported Iraq war were not delusional, then his current supporters are not either.

it is amazing the extent to which the Clinton campaign will go to avoid directly answering questions critical to Clinton while at the same time supporting, directly and indirectly, the false rumors and the fear mongering directed against Obama. I knew this is what Hillary was about and that is why I believe her to be unfit for higher office.

Then the primeminister apologises for the implication otherwise.

Yet how could they talk about amending a treaty if the meeting didn't happen, which he originally claimed. Oh and amending the treaty put US oil imports at risk too.

Funny thing: I met a Canadian consulate employee yesterday 3/2/08. She told me that *both* Clinton and Obama had contacted the Canadian government to assure them that they had no intention of pulling out of NAFTA.

Which makes sense. They don't want to alienate Canada. They've only said that they want to re-negotiate aspects of the agreement. The bitter irony of all this is that McCain will probably benefit--which was probably the intention of the "leak" to begin with.

It is never really about what was said or not said, nor about what was done or not done. It is about saying you are a new type of politician but engage in all of the politics as usual behaviors. Obama should just be straight with the American people and say, "yes, I am a politician and I plan to play dirty because I want to be president of the United States so bad that I will do whatever it takes. Once I am president of the United States, we can talk about playing nice." As for unity politics, I can't even imagine the Democratic party coming together much less the country.

If Obama did not know the meeting happened or if the adviser did not tell him it took place that is a shame but Obama was not in Chicago he was campaigning ... my husband and I were theorizing surrounding the facts ... NAFTA is important to Canada ... so it would serve their best interests if they could undermine Obama because John McCain could easily beat Senator Clinton and the agreement will remain unchecked ... Clinton thinks this is a boon to her but it is not ... of course we are speculating but it is certainly not Obama's fault ... and it certainly is unwarranted especially given Clinton's discussion on the matter which is just plain out and out ugly

What is the source of your Canadian conspiracy theories or is it just speculation? It was Obama who started the ugliness by claiming in an Ohio mailer that Clinton thinks NAFTA is boon which she never said and was even debunked on Obamapost er. Huffingtonpost. Now he got caught lying and it all backfired.

Yes, but I'd expect him to tell me about it, so I don"t look the fool when I'm questioned about it. I'd expect people who are linked to me and meeting reps. of foreign governments to inform me of these informal talks so I don't get blindsided. I'd expect that so that it doesn't look like I lied to people using words.
