SAN ANTONIO — Barack Obama said Monday that his campaign never gave Canada back-channel assurances that his harsh words about the North American Free Trade Agreement were for political show _ despite the disclosure of a Canadian memo indicating otherwise.

According to the memo obtained by The Associated Press, Obama's senior economic adviser told Canadian officials in Chicago that the debate over free trade in the Democratic presidential primary campaign was "political positioning" and that Obama was not really protectionist.

The adviser, Austan Goolsbee, said his comments to those officials were misinterpreted by the author, Joseph DeMora, who works for the Canadian consulate in Chicago and attended the meeting.

In Carrollton, Texas, Obama told reporters: "Nobody reached out to the Canadians to try to assure them of anything."

Asked why he had appeared to deny a report last week that such a meeting had taken place, Obama said: "That was the information I had at the time."

The original report by CTV in Canada suggested an Obama emissary had reached out to officials at the Canadian Embassy in Washington. Embassy officials artfully denied any such contact had been made with them.

As it turned out, the meeting took place in Chicago instead, with Canadian Consul General Georges Rioux and DeMora taking notes.

Obama said that one of his advisers had been invited by someone at the consulate to visit and discuss trade.

"The Canadian Embassy confirmed that he said everything I said on the campaign trail," Obama asserted.

"We think the terms of NAFTA have to be altered" to strengthen environmental and labor protections, he said.

The memo says: "Noting anxiety among many U.S. domestic audiences about the U.S. economic outlook, Goolsbee candidly acknowledged the protectionist sentiment that has emerged, particularly in the Midwest, during the primary campaign."

It went on: "He cautioned that this messaging should not be taken out of context and should be viewed as more about political positioning than a clear articulation of policy plans."

Goolsbee disputed the characterization.

"This thing about 'it's more about political positioning than a clear articulation of policy plans,' that's this guy's language," Goolsbee said of DeMora. "He's not quoting me.

"I certainly did not use that phrase in any way," he said.

NAFTA is widely opposed in economically depressed Ohio, which holds its presidential primary Tuesday and is a battleground between Obama and Sen. Hillary Rodham Clinton.

Clinton said Monday that Obama's campaign gave the Canadians "the old wink-wink."

"I think that's the kind of difference between talk and action that I've been talking about," Clinton told reporters while campaigning in Ohio. "It raises questions about Senator Obama coming to Ohio and giving speeches against NAFTA."

Both candidates said in a debate in Cleveland last week that they would use the threat of pulling out of NAFTA to persuade Canada and Mexico to negotiate more protections for workers and the environment in the agreement.

The memo obtained by the AP was widely distributed within the Canadian government. It is more than 1,300 words and covers many topics that DeMora said were discussed in the Feb. 8 "introductory meeting."

Goolsbee "was frank in saying that the primary campaign has been necessarily domestically focused, particularly in the Midwest, and that much of the rhetoric that may be perceived to be protectionist is more reflective of political maneuvering than policy," the memo's introduction said.

"On NAFTA, Goolsbee suggested that Obama is less about fundamentally changing the agreement and more in favour of strengthening/clarifying language on labour mobility and environment and trying to establish these as more `core' principles of the agreement."

Goolsbee said that sentence is true and consistent with Obama's position. But he said other portions of the memo were inaccurate.

In a statement, the Canadian Embassy expressed regret on how the discussions have been interpreted.

The statement said "there was no intention to convey, in any way, that Senator Obama and his campaign team were taking a different position in public from views expressed in private, including about NAFTA."

Goolsbee said the visit lasted about 40 minutes, and perhaps two to three minutes were spent discussing NAFTA. He said the Canadians asked about Obama's position, and he replied about his interest in improving labor and environmental standards, and they raised some concerns that Obama sounds like a protectionist.

Goolsbee said he responded that Obama is not a protectionist, but that the Illinois senator tries to strike a balance between the economic struggles of working Americans and recognizing that free trade is good for the economy.

"That's a pretty ham-handed description of what I answered," Goolsbee said of the memo's description of "political positioning." "A: In no possible way was that a reference to NAFTA. And B: In no possible way was I inferring that he was going to introduce any policies that you should ignore and he had no intention of enacting. Those are both completely crazy."

Canadian members of parliament are screaming that the president is trying to interfere with American politics. They are also demanding that the person responsible for leaking the memo to be fired.

The PM's office released a statement saying they in no way meant to infer that Obama was engaging in double speak.

Written by someone employed by the embassy who has what personal agenda? Who knows but if the Clinton continuation of NAFTA means more money for the Canadian president then why not... Clinton will sure as heck build that highway 69 fast so that NAFTA can become really efficient and just use the US for distribution of cheap goods from south America and nonunion ports up through America and Canada. How walmart of her.

Even if Obama was politically posturing, the coalition of people supporting any president will turn in criticism fast if he were to violate their expectations. That is one of the freedoms we get being in the US. Once Obama is in he is going to face mass political action if he disappoints his supporters because he has awakened them.

The fact is, while NAFTA affected Ohio -- it did wonders for many other states in the Union - a total of a net gain of 15 million jobs. So -- if people in Ohio are so ignorant of the facts and not do their homework by educating themself on the issues -- and go goo-goo over Obama and vote for him because they beieve his crap -- then they deserve to contine to live in a depressed state/economy. Fact is, by the time the Republicans finished peeling off the Obama layers like an onion -- come November he will loose at least 35 states....... make no mistake about that. Democrats again is voting with their heart and their butts -- instead of their heads -- in this primary. Hillary brings National Security and Ecomomics Savvy....... she is their best hope and they cant see it. By the time they wake up from this sleep they will be saying President McCain........

Its hard to get rid of it completely that's for sure but reform could actually help this situation if its done right. In that light who do you pick to get it right? With Obamas brain trust and perspective Im betting on him. Clintons walmart tactics speak for themselves. Consider how much of our federal trade deficit is due to walmart and how many jobs left this country because of walmart I really dont want to give that power structure the keys to the white house. Again, and again... and again.. Obama may not be complete change, but his is an increment of change that we are ready for.

This is the type of stuff that should not have ever been slung around in primaries.

These two politicians nuance their viewpoints from state to state. When they were here in Texas, close to the border, you would have thought they were both running for office in Mexican President Calderon's government. With a nod to the open border people, their pandering undermined efforts to slow down the illegal immigration and it appears to be surging even more. Sensing a grand amnesty from either of these candidates, the rush to get in on it will only burden down the border patrol agents even more. These two stated they would consider stopping employer raids, and Obama has already voted against increasing funds for border enforcement, for the DreamAct and all pro amnesty agendas. So has Hillary. Of course, mainstream media doesn't have time to notice that happening in the U.S. It doesn't go along with the "big business" desire for cheap labor . Obama and Clinton have their hands all over that same desire.


They go to Ohio and suddenly they understand the "suffering" there. I don't think so. Which of these two sit at night trying to decide what bill gets paid and what doesn't; instead of worrying about music and dance lessons, millions are hoping they can afford to replace their children's worn out shoes or pay for more expensive school supplies required;some have to hope they can stretch the groceries for the week ;some pray that no unexpected bills comes up--the car breaks down or a new tire is needed. Many are ill and growing worse but know that medical treatment is out of reach. Children often die in this country because their parents can't afford some radical treatment needed in order to at least give them a fighting chance. Public benefits here in Texas aren't uncommon, with people holding barbecues, etc, in an effort to gather enough money to save a child's life. These are the realities of the working class.


We don't need to hear about what we owe the poor sneaking into this country or how much we need to expand foreign aid or some pie in the sky dream that will go no where. We need priorities in this country of making this nation secure , prosperous and taking care of Americans first for a change. This "globalization" of our tax dollars is staggering the economy so all the on- stage "sympathy" by two politicos is just a means to give themselves power and continue the status quo.


These two live in fine homes, in upscale neighborhoods, with money to live comfortably. Just what do they really understand about the real average wage earner ? Not much.

There are two issues at hand here one critical in terms of policy, the other in terms of politics.

Longer term....in terms of trade policy with Canada....this really is something of a non-story. That the chief economic adviser to a major presidential candidate might meet with reresentatives of our closest, most important trading partner is unsurprising. That reassurrances might be expressed at a time when firey rhetoric is being employed in the heat of a close election campaign is EQUALLY unsurprising.

The real irony here is that all but the truly naieve realize the following:......Both candidates insistance on improved environmental and workers-rights provisions in the agreement pertain MUCH more to our trading partner to the SOUTH,... Mexico. In general Canada's environmental and Labor laws are ALREADY more stringent than our own.

On the other hand, and of more immediate interest............In terms of pure politics,...I can't think of a much more GRAPHIC illustration of the double standard employed in covering the campaigns of Sen. Obama & Mrs. Clinton.

If the same standards were applied to Sen. Obama as have been consistently applied to Sen. Clinton this would be a MAJOR story and Mrs. Clinton would be surrounded by hostile reporters asking "SENATOR!...Is it true that true that you say one thing in public and another in private? Did you LIE during the debate, Senator??"...etc. etc.

Our very own beloved Huffpo. would have "CLINTON CAUGHT LYING!!" as the hedline on the home page (as opposed to one small sidebar, since the story involves Sen. Obama).....and bloggers and commenters alike would be positively AFLAME to show how this once again demonstrates Sen. Clinton's dishonest nature, poor judgement , disrespect for the voters,...... etc., etc ,.....ad nauseum.

What nonsense. This is a non-story and it's being talked about everywhere. People are actually saying that Obama lied, which is the most outrageous interpretation of the story possible.

Goolsby assures the Canadian Consulate that Obama is not a protectionist, but that he believes that workers and the environment need to be taken into account.

The Canadian consulate interprets that as saying that Obama isn't as protectionist as he sounds on the stump.

So then everyone takes what the consulate said to mean that Barack is saying one thing in public and something else in private.

It's all quite innocent but the press, and right wing radio and the Obama haters are making a huge story out of it.

If anything, this story proves that Hillary's whining about the press coverage has the press doing back flips to show it isn't true.

Go Obama!
These lies and smears will not bring down this campaign.

Obama and Clinton said the same thing about NFTA during the debate...each would opt out if there is no better deal. The word Canada did not come up as I recall.

1. Obama's campain lied, when asked. (Canadian Govt...lied also)

2. Obama's campain is in tune with Canada (our biggest trade partner). (Just campain crap)

3. Clinton would or has targeted our NFTA deal with Canada as bad and will give execption. (Bigger trade problems if either is true)

4. Clinton campain either were not asked or do not care about our biggest trade partners. (allies pissed off)

Which one gives you the greatest concern?

Sadly, you're right. Emotion, poli sci and sci fi have crushed common sense, facts, truth, solidly researched science, and our constitution.
Free trade and environmental laws are usurping our legislative process to the extent they're choking down American resource production. And at the rate entities doing such are moving, we'll soon be graveling for our food from un-friendly nations.
We've allowed the Spotted Owl to give us Pine Beetle and forest fires; and have an Al Gore who apparantly...is so fearful of his own CO2 theory, that he refuses debate with un-bias scientists.
When ever a good person attempts bringing all fractions to the table for resolution, they're denegrated cruelly and un-necessarily.
Reason, logic, solid science, kindness, manners and honoring America's constitution are some of the main ingredients we need to vigorously reintroduce, if in fact we're sincere about affecting healthy solutions and maintaining an agreeable culture.

According to the advisor he was invited to the consulate to meet the officials and get a 45 minute TOUR.

"Goolsbee said perhaps two to three minutes were spent discussing NAFTA. He said the Canadians asked about Obama's position, and he replied about his interest in improving labor and environmental standards, and they raised some concerns that Obama sounds like a protectionist.

Well, the "kitchen sink" strategy of the Clintons' is in full attack mode. Even though i knew this was coming, even though i'd braced myself for the "smear and fear" campaign, i guess there was still something in me that didn't want to believe Clinton was capable of the lies and deceit she's directed at a fellow democrat.

What a sad day this is.

I hope the voters tomorrow DO NOT reward this kind of smarmy campaign garbage.

On Saturday, The Dallas Morning News got a hold of the Clinton campaign's training materials for their precinct captains, and it looks like they are endorsing strong-arm tactics to try to disrupt or change the outcome of the caucus on Tuesday, March 4th:
In training materials being handed out by the Clinton campaign, it is clear that they want to control those caucus sessions.

The materials say in part, "DO NOT allow the supporter of another candidate to serve in leadership roles."

It goes on to say, "If our supporters are outnumbered, ask the Temporary Chair if one of our supporters can serves [sic] as the Secretary, in the interest of fairness.

"The control of the sign-in sheets and the announcement of the delegates allotted to each candidate are the critical functions of the Chair and Secretary. This is why it is so important that Hillary supporters hold these positions."

Those tactics by Hillary are EXACTLY the same sort of tactics cults like Scientology use.

Any means necessary are all that count.

What little respect I once had for Hillary is evaporating into thin air. These are not honest and they are not democratic tactics, they are Stalinist tactics.

Go home Hllary.

I'm not a fan of Obambi's by any means but right now he is the adult in this campaign.

As for the NAFTA thing?

That sort of worries me as well. Is Obambi going to do anything about the unfairness of NAFTA or was he indeed giving Canada and other countries the old "wink wink"?

This troubles me greatly. IF he is going to make changes then he needs to fire googly or whatever the hell his name is and do it pronto.

Let me break this down for you.

The Canadian Consulate tells Goolsby that some in the government are concerned that Obama is a protectionist.

Goolsby says that that isn't true. Obama simply wants to make sure that workers rights and the environment are also considered.

This leads the Canadian Consulate to say to the people in the government that he's not as protectionist as he sounds on the stump.

Which leads Hillary supporters to claim that Obama is lying and saying one thing in public and another thing in private.

The two most important things to take away from this non-story is that Goolsby didn't lie. Barack Obama did not lie.
