WASHINGTON — The former head of the Democratic National Committee doubted Thursday whether chairman Howard Dean would be able to get approval for do-over presidential nomination contests in Florida and Michigan.

"It'll be a hellacious battle," said Don Fowler, a former DNC chairman who sits on the party's rule-making committee.

Before the primaries started, "Howard Dean had enough votes to get most everything he wanted. Now that this thing has gone as far as it has and the lines have formed according to candidates, I'm not sure how that vote would shake out now," said Fowler, who has endorsed Sen. Hillary Rodham Clinton.

Nonetheless, Fowler said, something has to be done, "the rules be damned," to seat delegates from states Democrats have to and can win in the general election. "We're going to forfeit those two big states? What kind of fools would we be," he said.

Officials in Michigan and Florida have shown renewed interest in holding repeat nominating contests, and Dean has urged party officials in both states to come up with plans for how that can be done so their delegates can be counted at the national convention in late August.

"All they have to do is come before us with rules that fit into what they agreed to a year and a half ago, and then they'll be seated," Dean said Thursday during interviews on network and cable TV news programs.

Dean said the parties will have to pay for new contests.

"We can't afford to do that. That's not our problem. We need our money to win the presidential race," he said. The DNC offered to pay for an alternative contest in Florida last summer but was turned down, officials at the party say.

Sen. Bill Nelson of Florida, another of Clinton's supporters, also called for a new Florida primary, but paid for by the national party. Nelson and Dean spoke by telephone Thursday evening and Dean reiterated that the DNC will not pay for a new primary.

Cost may be a barrier. During a meeting Wednesday night among House Democrats from Florida and Michigan, Rep. Alcee Hastings of Florida relayed estimates that another primary would cost the state between $22 million and $24 million, a vote-by-mail contest would cost at least $8 million and the bill for a caucus would be about $4 million, said Hastings spokesman David Goldenberg.

In Michigan, the cost could be as high as $10 million, depending on the type of contest, according to Democratic officials. Liz Boyd, a spokeswoman for Democratic Michigan Gov. Jennifer Granholm, said Thursday evening that nothing had been ruled out but it was beginning to appear as if the cost and logistics may be insurmountable.

Republican Florida Gov. Charlie Crist said Thursday he would sign a bill for a new Democratic primary _ legislative approval is required _ but only if it was a last resort and only if the national party pays for it. But that seems unlikely, given Dean's insistence that he won't pay.

Top officials in Hillary Rodham Clinton's campaign and Florida's state party chair all now say they would consider holding a sort of do-over contest by June. Officials in both states previously had insisted that the primaries held in January should determine how their delegates are allocated.

Clinton said she'd wait to see what proposals are put forward.

She won both contests, but no delegates. The results were meaningless since the elections violated national party rules. The DNC stripped both states of their delegates for holding the primaries too early, and all Democratic candidates _ including Clinton and rival Barack Obama _ agreed not to campaign in either state. Obama's name wasn't even on the Michigan ballot.

"I think it would be a grave disservice to the voters of Florida and Michigan to adopt any process that would disenfranchise anyone," Clinton said at a news conference Thursday. "Therefore I am still committed to seating their delegations, and I know they are working with the Democratic Party to determine how best to proceed."

She said it would be especially unfair to punish the 1.7 million Floridians who voted in the Democratic primary since the Republican-controlled Legislature and the state's Republican governor changed the date.

"They clearly believed that their votes would count, and I think that there has to be a way to make them count," Clinton said.

Obama said Thursday that the DNC should decide how to settle the dispute.

"I think it's important to make sure that people of Michigan and Florida feel as if they're part of this process and that they're heard. And we've just decided that we're going to play by whatever the rules the DNC has set forth," he told ABC News. "That's what we've done from the start.

"And I'll leave it up to the Democratic National Committee to make a decision about how to resolve it. But I certainly want to make sure that we've got Michigan and Florida delegates at the convention in some fashion," Obama said.

He said the DNC also should decide how to pay for any new contest.

Florida and Michigan moved up their contests to protest the party's decision to allow Iowa and New Hampshire to go first, followed by South Carolina and Nevada.

"The rules were set a year and a half ago," Dean said. "Florida and Michigan voted for them, then decided that they didn't need to abide by the rules. Well, when you are in a contest you do need to abide by the rules. Everybody has to play by the rules out of respect for both campaigns and the other 48 states."

They were told when they changed their primary dates that their delegates would not be seated.

It was punishment for breaking the rules set in advance by the DNC.

Now the DNC is supposed to REWARD these two states for breaking the rules that all others adhered and the DNC is supposed to PAY for it!?!??! WTF!?!!?!!

Not only would they get to run (and finagle) a new primary but they get the additional influx of money generated by ad placements and convention hall bookings. BULL!! They should NOT be rewarded for cheating!!

This is 2000 all over again. This time Hillary is in the role of Karl Rove~! And, though the media hates to mention it, Barack Obama wasn't even on the ballot in Michigan and, as he agreed not to to and kept HIS WORD, did not campaign in either state, unlike Hillary.

If she will break her pledge on this, on what issue won't she break her pledge?

wELL WELL ANOTHER OBAMA SUPPORTER. If he can't win in an honest race oh heck...vote over. There is a lawsuit being prepared to seat the PRESENT DELEGATES. And an injunction to stop another primary election.

Heck why not re-vote in Iowa and no caucus. How about all the other states that had questionable caucus...re-vote there also. BET pouty body wouldn't win then.

I live in florida & I do not want a Do Over . I Agree that Everyone including the Voters knew the Rules & The Candidates had Agreed to the terms. That should be the END OF IT.
BUT We were Disenfranchised By Our State Leaders so Do Not Blame the People of Florida & Michigan We did not make the Rules.

I am another Floridian who does not want a do over. We all knew that our votes did not count. Democrats are not going to win Florida this year anyway. So why waste the money. We are not economically depressed and many are pro-war. Florida is strong Republican and Charlie Crist has rigged the state for McCain.

Michigan will vote democrat because of the their poor economy.

Saved the money and let Hillary learn to play by the rules.

If the democratic party does not recognize Florida and Michigan, it will lose the states in November.

There WILL be an accomodation. If the Obama camp is perceived as thwarting it, the candidate will lose whatever do-over takes place. Time to get on board is slipping, Barack. The time to lead has already passed.

And that is fine - IF, the Dems lose the states in November. Obama, the likely nominee, can put together a winning coalition of states exclusive of both states - though it is likely he would take Michigan either way. There are some great interactive electoral map sites where one can play around with different scenarios - I just did one without these two states and the Dem (Obama) wins with over 300. I wouldn't worry too much about this.

Funny enough, that study today showed that Obama probably won't get Florida in the general but would still beat McCain with 280 electoral college votes.

Hillary, on the other hand, could beat McCain, but she has to have Florida.

They have a poor candidate who might actually win because of the incompetence of the Dems. The DNC needs to get focused - get Clinton out of a race she can't win; screw the Dems in Michigan and Florida and move on. This race is slipping away with each passing day. New Hampshire"s purpose was to push the New Hampshire primary AHEAD OF THE NEVADA caucus which the DNC"s RULE had scheduled for January 19.

The 1.75 million people who voted in the Florida Primary followed the law as set out by the State Legislature and signed by the Governor. How does one disenfranchise and bypass the will of all those voters? Will the party of inclusion penalize so many of their brethren? Floridian democrats want to matter and want a say in the presidential decision. For the good of the party, a viable solution has to be reached which will give these voters the voice they deserve.

I think the biggest problem with a do-over is that John Edwards dropped out of the race. Had they held normal primaries, that were going to count, whose to say Edwards would not have won and had some momentum and won a more states?

Hillary has to be laughing her ass off. All she has to do is sit back for now. She can say what she wants. Barack can't win the high EV states. He can't put her away. All the risk is his. He outspent her more than 2 to 1 for four states, of which he lost 3. If she stays with the MIFL delegates as they are now, wshe can use that to her advantage with the SD's to state her case to them that she won those states; She can pummel him again in a statewide primary; or at worst for her she caucuses him to a draw. Barack has nothing else in the tank against her. His support is gonna dry up really fast . His moneymen are going to give him pause before he shoots his mouth off about re-voting those states. There's too much money at stake and too much risk. If he can't win, all he can fall back on is "the math". Then again, Kennedy-mafia wants this so bad, they might be stupid enough to try.

Both Hillary and Obama should tentatively name each other the opposing candidates VP. It would assure no more back stabbing by Hillary and offer the Democrats a view of what they can see in November versus McCrazy.

So Florida and MIchigan knowingly break the rules of the DNC.
Why is it important to them now when it wasn't important to them then?
Why should someone else pay (and therefore reward them) for another election when they knew what the consequences would be?
Why don't the rules apply to Florida and Michigan when they applied to everyone else?
Why is this a huge issue now when it wasn't at the time? Because of Hillary?

As a matter of fact the people of Florida had no say in moving up dates for the primary. That idea came from the republican legislature and was implemented by them. I know you people on this site love Obama and hate Hillary but if the original votes were reversed for Obama you would be screaming for a do over. We have every right in Florida to have our original votes counted.
