Critics on Tuesday questioned whether Sen. John McCain catered to special interests when he aggressively threw his support behind a $35 billion Pentagon contract for a European plane maker.

McCain, the presumptive GOP presidential nominee, played a crucial role in blocking the deal to build air tankers from going to U.S.-based Boeing, instead paving the path for EADS to score the loot. He framed his decision as an example of political integrity; Boeing has previously been exposed of contract abuse. But a review of campaign finance donations and lobbying records suggests that money and personal lobbying may have also been in play.

On January 15, 2007, McCain appeared at Alabama Gov. Bob Riley's gubernatorial swearing in ceremony and formally called for multiple bidders in the tanker deal. The push for an open process had only one true beneficiary, however, and that was the Northrop Grumman/EADS consortium, which was poised to be Boeing's sole competitor.

A day after McCain made his proclamation, the contributions began to flow. John Green, a lobbyist for EADS donated $2,100 to the senator's presidential campaign. Ten days after that, Michelle Lammers, the "Chief of Staff" for EADS North America, gave $250 to the McCain campaign. It was her first political contribution ever. Less than a month later, the long-time head of EADS' government affairs program, Samuel Adcock, made a $2,100 donation to McCain. And eleven days later, Ralph Crosby, the head of EADS North America, donated $2,300 himself.

All told, as documented earlier by CQ PoliticalMoneyline, McCain received more than $15,000 from EADS and its subsidiary, Airbus North America. Not only was this the highest amount received by any federal candidate, but prior to 2006, not a single employee from EADS had ever contributed to McCain. Two Airbus employees did donate nearly $4,000 for his 2000 run at the White House.

"It has a bad appearance," said Phillip Finnegan, the director of corporate analysis at The Teal Group, a market analysis and consulting firm. "Clearly, companies contribute to members of congress who are sympathetic with there position. But it doesn't necessarily mean that it influences their position... McCain is a bit of a crusader. And when he has an issue like he had with Boeing, he pursues it. But [the contributions] definitely doesn't look good."

Finnegan was referring to McCain's 2003 investigation into Boeing's billing practices and lock on the tanker business. That investigation resulted in the company losing out on a $23 billion deal to lease tankers to the Air Force. On Friday, McCain defended both his current and past positions: "I never weighed in for or against anybody that competed for the contract. All I asked for was a fair process. And the facts are that I never showed any bias in any way against anybody -- except for the taxpayer."

But there are myriad signs that EADS curried up to the Arizona Senator. And it wasn't just the money. According to an Associated Press report published on Tuesday, the McCain campaign currently employs individuals who just last year were lobbying on behalf of EADS.

"Two of the advisers gave up their lobbying work when they joined McCain's campaign," the AP wrote. "A third, former Texas Rep. Tom Loeffler, lobbied for the European Aeronautic Defence and Space Co. while serving as McCain's national finance chairman."

One of those advisers, John Green, left Ogilvy Government Relations to become McCain's congressional Republican liaison shortly after the EADS deal was announced.

"They never lobbied him related to the issues, and the letters went out before they were contracted" by EADS, McCain campaign spokeswoman Jill Hazelbaker told the AP.

In the end, McCain may have received more than just campaign contributions in return for his support of the EADS contract. Parts for the refueling tankers are slated to be built in Mobile, Alabama. And just days after the deal was finalized, the state's governor, Bob Riley -- a long holdout in the presidential process -- finally offered his endorsement of McCain's candidacy.

"To say this is a great day for Alabama is a monumental understatement," Riley said of the contract. "This will go down in history as one of our greatest days."

This is an example of business as usual for politicians. Especially hypocritical when it happens - repeatedly - with McCain who tells us, seemingly endlessly, what an honorable man he is. What's with that? And everyone - included indicted lobbyists who work with McCain - are honorable according to him. If the effects weren't so sad, it would be laughable. Obama has accepted $0 from lobbyists for this 2007 campaign. It's time for change - NOW.

I would like to point out a few things about the deal

1) Nothrop Grunman is the main contractor EADS is a sub

2) Boeing would of subbed parts to other countries

3) The plant will be built in Alabama

4) I do not believe that Gunman Northrop won this contract illegaly and believe they won on the merits of their proposal

5) Marine helicopters were built by the english. Hillary was a key in arranging this deal

6) If boeing really cared about loyalty they would still have their HQ in Washington State

The fact that a few employees donated to Mc Cain does not bother me. The fact that his campaign is run by Lobbyist is a HUGE problem

If you want to attack Mc Cains Character there are plenty of more legitimate concerns

1) The Keating 5 (google that and do your own research)

2) He turned his back on everything he stands for when he caved in to the neocons and voted against using the Army Field manual as the basis for interogation. By supporting Bush's veto on the anti-waterboarding bill Mc Cain did not only turn his back on his cause, but also squatted and deffecated all over it

Northop is a sock puppet. Just look at how much NOC will ACTUALLY do, vice what Airbus is doing... there's all you need to know.

The "plant" in Mobile is tinker toy assembly of parts built in EUROPE. The wings, fuselage, and tail all still get made and outfitted in their normal factories by EUROPEANS. Mobile will just plug it together, less than 5% of the work... BY AIRBUS' OWN STATEMENT.

The location of Boeing's HQ is not in question... last time I checked Chicago was STILL in the USA.

EADS is seriously trying to move more of it's plants to the USA

They have to do it slowly as their unions are very strong

The cheap cost of US labor is very attractive to them. I would imagine this is just the begining.


I am not sure that we want to be Europe' cheap labor market but that is were wer are heading

The move of HQ to Illinois was purely taxed based ( at least they didn't move to Dubai like Halliburton)

Are you saying Boeing doesn't sub work outside the US ??

I would probably have a little more sympathy for Boeing if the Boeing Company had not engaged in its own offshoring including moving its Administrative headquarters from Seattle to Chicago. It seems that patriotism, that is loyalty to those who are citizens of the country/region that provided the opportunities for success, is only importnt when it affects the bottom line.

At some point in time, hopefully before it is really too late, a leader is going to have to stand in front of the 'globalization'/ corportist interests and remind folks that being able to govern the activity of 'business' is what led to the tremendous growth of this nation and the creation of a well off middle class.

The best hope for reestablishing the sovereignty of the United States would be for Tom Friedman to lead a great host of neo-cons to the edge of his flat earth and jump off.

And I'd have a little more sympathy for Boeing employees losing their jobs again if they'd have resisted staging strikes for obcenely greedy wage and benefit hikes seemingly every other week. Seems they felt irreplaceable, and felt that two SUVs, luxurious homes with all the amenities , a nice boat, state-of-the-art everything wasn't good enough. I got news: NO ONE IS IRREPLACEABLE , especially in a "global economy!"

First of all some of your facts are screwy. To call Northrup Grumman the major contractor is entirely bogus. They are the front company only. And what else are we going to see Airbus doing or Europe doing or getting. This also quarentees an illegally funded air EUROPEAN company to set up in America. I know...Boeing outsources parts, Toyotas are made in this country, blah blah and blah. Doesn't wash. "Myrfriends" McCain also publickly endorses Bush's stance on torture. My gawd...does the guy have any integrity. Aside from wanting NOT to let Boeing win this competition from the get go.

You need to understand the implications of what Gen. Eisenhower told us all in January of 1961. You need to fully understand the practical situation today...

The United States Government ==exists== to borrow millions of dollars a minute from itself and pump it into the Defense Industry ... a task for which the Congress is quite handsomely repaid.

New Orleans? Who cares.

Roads and bridges? Who cares?

Schools? Nah, soldiers don't need no education.

Health care? Too expensive, you know.

And so on.

What General (and President) Eisenhower correctly warned us of is the fact that the military industrial complex (his term) would become a voracious, all-consuming malignancy. It would divert everything to itself and pay back nothing. It would become, as it has become, the one-and-only concern of the Federal government. It gets the lion's share of the spending and that spending (and borrowing) is quite without limit. All sorts of financial hand-waving is done to conceal the drastic consequences.

"A knowledgeable and informed citizenry" who understood "its grave implications" we have not been.

And, look, I know that's important. I know we should reform that someday. Say, in about a hundred years or two. I gotta go. I gotta go vote on this spending bill, and then I've got to go see a man about a bigger yacht...

With the earlier tanker deal, he saved the taxpayers zillions and kept the incompetent, criminally behaving Air Farce from waste and fraud. He lateruncovered Boeing's incompetence and feathering of its own nest in the Army's Fut. Combat Sys.

One of the worst things about McC winning the presidency would be taking him from the Senate where he has a knack for dealing with the corporate crimes of companies like Boeing. Most government contractors are fine. They don't steal. But Boeing is something else again.

What ideals are you talking about? He already gave up his integrity in the last presidential election. Who was that hugging Bush? Who bowed to the religious right who were slandering him? Taking money from lobbyists is common practice for him. Then we can go back and relive the "Keating 5" mess. He got off with a slap on the wrist and many thought he should have received jail time for his participation.

The banks get cash, the underlying trends remain the same and the deficit is rising with oil to abot $700 billion this year alone without including the interest on the other $ 9.3 trillion.

Foreclosures wont stop, inflation is already here when you take into consideration energy and food..

Of course the stocks ran up with the prospect of easy money.
