Ever since former aide Samantha Power admitted to the BBC that Sen. Barack Obama's Iraq withdrawal plan could change depending on conditions on the ground, the Clinton campaign has been unrelenting in its criticism.

"Out campaigning Senator Obama tells voters that as president he'd withdraw combat brigades from Iraq within 16 months, but one of his top foreign policy advisers told a different story," Sen. Clinton herself declared in a speech today. "Giving speeches alone won't end the war and making campaign promises you might not keep certainly won't end it. In the end, the true test is not the speeches a president delivers, it's whether the president delivers on the speeches."

On a conference call later that day, however, aides to the New York senator fumbled a bit, giving the impression that their Iraq plans could also change depending on circumstance -- and then abruptly back-peddling.

In a rapid back-and-forth exchange at the end of the session, Michael Dobbs, of the Washington Post, asked repeatedly whether Clinton would stick to withdrawing one to two brigades of troops a month even if there is a massive spike of violence as U.S. troops departed.

Trying his best to keep the campaign line, Lee Feinstein, Clinton's National Security Director, nevertheless acknowledged: "There are, in the world, contingencies."

He was, to be sure, quick to get back on point. "But it is a very different manner when you enter office un-intending to implement the plan you have put out on the campaign trail, which what we have seemed to have learned n on the basis of the comments of a former senior aide to Senator Obama."

This, however, was not a sufficient explanation for Dobbs who rightfully wanted to know whether a hypothetical Clinton administration would really tie itself to a withdrawal plan more than a half a year prior to taking office.

Weren't contingencies exactly what Power was talking about? "Even if there's a new upsurge of violence in Iraq she will stick to that plan, or is that just the best case scenario?" he asked.

"Hillary has dealt with this issue a million times," said Neera Tanden, the campaign's policy director. "She has said she would bring her troops home. She has said there will be a small force to address al Qaeda."

This, Dobbs noted, was another evasion. Yes or no, would Clinton stick to the withdrawal plan she has outlined even if the security situation in Iraq were to fall apart?

Finally, the campaign's spokesperson stepped in.

"This is Howard Wolfson," he said. "You asked for a one-word answer and the answer is yes."

Late Update: Susan Rice, Senator Obama's foreign policy adviser, is asked about the same issue on a later conference call. She doesn't, as Wolfson did, firmly say that Obama will not adjust his withdrawal plan. She does, however, rip into Feinstein and, tangentially Clinton, for the "contingencies" remark.

"Sen. Obama has been very clear about his position, he believes that it is entirely realistic and responsible to redeploy our forces from Iraq at a rate of one to two combat brigades per month and that is what he will immediately do upon taking office... He believes it is perfectly possible, and perfectly reasonable, to affect a rate of one to two combat brigades per month.

"On the one hand Lee Feinstein said that [Sen. Clinton's] plan was subject to contingencies, which was an interesting phrase and begs the question, what are contingencies?... But if that is Sen. Clintons' position, it is the height of politics and hypocrisy for Sen. Clinton to criticize Sen. Obama for doing what I just said."

Gee, Hillary's campaign was going to be honest and reasonable. Before they tried to tap dance out of it. Which is that if conditions changed dramatically when pulling out of Iraq , as President, wouldn't Hillary want to respond to the new data? Of course she would. If not, then she would be as stupid and careless as Bush was in getting us into the war. Dubya had a plan and he wasn't going to let facts about WMDs or Saddam's Hussein not actually be tied to 9/11, or to the real Al Qaeda...ge­t in the way of his executing his plan.

If Hillary as President really would be as stupid getting out of there, as Dubya was getting in, than she doesn't deserve to be President. I would have a lot more respect for her if she just admitted that she was going to be smart and actually LOOK at new data and allow that to modify her plan as need be. That's that type of person I want as POTUS. And if Hillary can't be flexible and smart both? She has no place in that job.

Hillary was an active agent for Bush's preventive war (an international crime).
She also warned of the connection between al-Qaeda and Saddam, a connection only the Bush WH and PNAC were promoting.

This just continues a much longer campaign trend of the Clinton campaign than the racial undertones of the last couple of months: Attack Obama's message and issues as naive or hypocritical, then adopt them.

Hillary will simply say and do anything to win the nomination--even sacrifice more troops for political expendancy. Her argument for the nomination is as follows: The Black guy has an insurmountable lead in terms of pledged delegates, popular vote, and states won. Hillary is trying to make a case to the predominantly White superdelegates to up and take the nomination away from him, while claiming that the party will understand and not splinter into chaos. Amazing!

The thing that most impresses me about Hillary anymore is her fearlessness and willingness to say and do absolutely anything..­. and muster great passion and energy whatever it is. She reminds me of Courtney Love.

She has absolutely no qualms about saying one thing one day and then turning around and adamantly screaming the opposite with great enthusiasm and incredible fake emotion the next. Not made timid by the fear that she may be called on the contradiction. Fully committed to the performance of the moment, complete trust that the forcefulness and intensity behind her attack will distract from the lack of truth in it.

She doesn't just lie. She tears through reality like a tornado, completely turns it upside down, declares the damaged ruins to be reality with conviction, then tears back through later, turning it all in the other direction with even more conviction.

Powerful skill. I would actually vote for her because of that ability if I thought I could trust her true intentions. But I have no way of knowing where she truly stands. So I can only admire the ability and hope she uses her powers for good.... which I doubt more and more.

Hillary is a liar because...­.nothing could possibly change in 10 months....­oh, please, this is such a reach in a week where Obama should be dropping out of the race and taking al his racist card playing buddies with him. And if you are gonna quote some one...try finding one that didn't say outright last week that Obama isn't ready for that call. Susan Rice lost ALL CREDIBILITY when she tried to convince people the Clinton's are racists. She is an idiot and should be muzzled, she usually does Obama more harm than good.
Clinton said things could change, well duh, they could. Obama never had any intention of doing what he said. There is a huge difference.

Obama has every intention of doing what he said. However, it would be naive not to look at the situation on the ground if/when he takes office and adjust the plan accordingly. If, for example, everything is going swimmingly in Iraq, perhaps he might adjust the plan to withdraw more rapidly. If there is a major upsurge in violence during the withdrawal, he might adjust the plan.

Remember, this plan was drawn up based on the intelligence that Mr. Obama has access to as a member of the Foreign Relations Committee - not every piece of intelligence that the President, the National Security Council and the Pentagon have access to. Therefore, it would only be prudent to adjust the plan in light of the additional intelligence information that he and his advisors would have should he become President.

Stubbornly sticking to a plan without any changes based on actionable intelligence is what got us into this mess in the first place.

Only a fool - and neither Senator Obama nor Senator Clinton is a fool - would categorically state that he/she knows exactly what will happen in Iraq. W has virtually destroyed a country and placed its citizens who supported us in deadly danger when we leave. It will take the best minds in both parties to figure out how to extricate ourselves from this tragedy and constantly splitting strategy hairs - by either side - is not productive; it ultimately comes down do who do you trust?

Hilary and McCain are pro-war. Obama is anti-war. I am talking about the present context of American foreign policy, not philosophical absolutes.

All this parsing is meaningless to me.

War has a very strong lobby out there that can throw sand in peoples' eyes in all kinds of ways.



Just remember. We don't need war right now. It doesn't make any sense for America.


There is one candidate in this race that agrees with thke preceding statement and his name is Barak Obama. Go vote for him or watch your country continue its slide into 3rd world status as Hilary or McCain continue down the wrong fork in the road.

Pull out of Iraq? Forget it. Withdraw some forces? Forget it. A nation of cowards does not want anything except a military state. Fear is the master. America cannot function without a huge Pentagon budget, even one that is inefficient and incapable of doing its job as it bankrupts the entire country and threatens the finances and safety of the entire world. Peace and prosperity are the sworn enemy of America.
