WASHINGTON — At least four State Department workers pried into the supposedly secure passport files of presidential contenders Hillary Rodham Clinton, Barack Obama and John McCain, abashed officials admitted Friday in a revelation that had Condoleezza Rice promising a full investigation and telephoning the candidates to apologize personally.

The snooping incidents raised questions as to whether there was political motivation and why two contractors involved were fired before investigators had a chance to interview them. The State Department's inspector general was probing, with the Justice Department monitoring the effort, but Obama said that was not enough. He urged congressional involvement "so it's not simply an internal matter."

The unauthorized digging into electronic government files on politicians recalled a 1992 case in which a Republican political appointee at the State Department was demoted for searching Bill Clinton's passport records when Clinton was running against President George H.W. Bush.

McCain, the Republican nominee-in-waiting, said there should be an investigation of the new snooping as well as an apology.

Democrat Obama said that better include Congress, not just Bush administration investigators.

"When you have not just one but a series of attempts to tap into people's personal records, that's a problem not just for me but for how our government functions," Obama told reporters in Portland, Ore., where he was campaigning. "I expect a full and thorough investigation. It should be done in conjunction with those congressional committees that have oversight function so it's not simply an internal matter."

Rice was apologetic in public as well as in her private phone calls to the candidates.

"None of us wants to have a circumstance in which any American's passport file is looked at in an unauthorized way," the secretary of state said after speaking with Obama.

"I told him that I was sorry, and I told him that I, myself, would be very disturbed if I learned that somebody had looked into my passport file," she added. "And therefore, I will stay on top of it and get to the bottom of it."

In all, at least four workers were involved in the snooping.

The State Department confirmed Thursday night that Obama's files had been compromised on three occasions _ Jan. 9, Feb. 21 and as recently as last week, on March 14. By the time senior officials were made aware, two contract employees had been fired and a third disciplined, agency officials said.

The firings could make it more difficult for the State Department to force them to answer questions. Unless they agree to comply, they would have to be served with a grand jury subpoena compelling them to testify before a grand jury.

The companies that provided the contractors were The Analysis Corp. and Stanley Inc. Stanley, based in Arlington, Va., this week won a five-year, $570-million government contract extension to support passport services.

According to agency officials, a Stanley employee improperly accessed Obama's records on Jan. 9 and was fired within days. The second contractor, employed by The Analysis Corp., pried into similar records on Feb. 21 but was not terminated. The third incident involved another Stanley employee, who was swiftly fired.

In a statement, Stanley said it regretted the "rare occurrence" of unauthorized access of any individual's private information. When it fired the two subcontractors involved in accessing the Obama files, terminating them the day the incident was discovered, Stanley was not aware of others performing unauthorized searches of McCain or Clinton's files, the company said.

The Analysis Corp., or TAC, issued a statement late Friday saying it had been notified earlier in the day that one of its contractors had acted improperly.

The company said it had decided to honor the department's request to delay firing its consultant in order to give investigators time to conduct its investigation.

"This individual's actions were taken without the knowledge or direction of anyone at TAC and are wholly inconsistent with our professional and ethical standards," wrote the company, based in McLean, Va.

State Department spokesman Sean McCormack said Friday that a separate search conducted after the Obama revelation showed that workers also had snooped on McCain and Clinton.

The worker who had been reprimanded in the Obama incident had also reviewed McCain's records earlier this year, McCormack said. While the employee has not been fired, that person no longer has access to passport files, he said.

"I can assure you that person's going to be at the top of the list of the inspector general when they talk to people, and we are currently reviewing our (disciplinary) options with respect to that person," McCormack said.

In Clinton's case, someone accessed her file last summer as part of a training session involving another State Department worker. McCormack said the violation was immediately recognized and the person was admonished. That person was not involved in the later incidents, meaning four people were involved in all.

The department's internal computer system "flags" certain records, including those of high-profile people, to tip off supervisors when someone tries to view the records without an appropriate reason.

McCormack said an early review of the incidents points to workers' "imprudent curiosity" more than something more sinister.

But "we are not dismissive of any other possibility, and that's the reason why we have an investigation under way," he said.

Former independent counsel Joseph diGenova, who investigated the 1992 scandal, said the firings of the two contract employees will make the investigation more difficult because the inspector general can't compel them to talk.

"My guess is if he tries to talk to them now, in all likelihood they will take the Fifth," diGenova said, referring to the Fifth Amendment's protection against self-incrimination.

Likewise, Patrick Kennedy, the top management official at the State Department, briefed the candidates' staffs on Capitol Hill, then said to reporters, "The State Department has very, very rigorous rules about controls and access for privacy material. We review them regularly, and we have a large organization with a lot of people in it. Mistakes and errors happen from time to time. ... We caught these and we've got to work and correct that process."

Attorney General Michael Mukasey said the case has not yet been referred to the Justice Department for investigation, and indicated prosecutors were likely to wait until the State Department's inspector general concludes that inquiry. But Mukasey did not rule out the possibility of the Justice Department taking an independent look.

McCain, who was in Paris on Friday, said any breach of passport privacy deserves action.

"The United States of America values everyone's privacy, and corrective action should be taken," he said.

It was not clear whether the employees saw anything other than the basic personal data such as name, citizenship, age, Social Security number and place of birth, which is required when someone fills out a passport application.

The file also includes date and place of birth and address at time of application. Agency officials said the files generally would not list countries the person has traveled to.

"It is worth noting that that earlier situation (in 1992) also was characterized as isolated and nonpolitical when the news initially emerged," said Howard Berman, D-Calif., chairman of the House Foreign Affairs Committee.

"This time, as then, Congress will pay close attention to the depth of executive branch involvement in the rifling of presidential candidates' passport files," he added.

The Washington Times first reported the incident involving Obama.

Rove and cheney are behind it. Mark my words on this one. Oh, they didn't do the actual dirtywork, but they paid someone to do it. Follow the paper trail. Guys, I am never wrong about this stuff, this is way to pro to be amateur hour. Blackwater more than likely did the actual spying, hacking. Think about who has access to the CIA, and other records? Hello. This goes right to the top. If it wasn't grounds for impeachment before, they just hung themselves on thier own rope. Couldn't happen to a nicer bunch of guys, the old cliche is true. Give idiots enough rope to hang themselves with, and they will do the job themselves every time. Trust me on this one, this wreaks of having had professionail access and permission, help. Either way, its time for the SS Bush regeme to go down like the titanic.

Message to the State Dept

Don't start lying about this breech, or trying to lessen its seriousness by saying "oh it happened to everyone". We all know who the target of this breech was. Don't belittle the peoples intelligence.
Track down those two fired contractors and give a full account of what companies they work for, what
political entities they have ties to, and who exactly they gave this information to.

People who are given the honor of working at that agency are fully aware that such and invasion is felonious. To suggest that they did this just out of curiosity is absolutely outrageous, and impossible to believe. These people clearly had a specific reason for doing this, and most likely were instructed to do this by someone. They new what they were doing was highly illegal.
Now it is the responsibility of State to hold them accountable, both through full disclosure, as well as criminal prosecution.

Is this situation REALLY that hard to figure out people? Here are the facts:

1. We have an election coming up
2. The State Department is housed and run by Republicans
3. Republicans are looking for any dirt they can find on Dems
4. They were digging for dirt on Obama and got caught
5. They threw in another breach on McCain to make it look less political

Conclusion: Republicans are JUST BEING REPUBLICANS.

Corrupt, scummy asshole Republicans. And if we DEMS don't implode between now and November we can throw these assholes out, get the bottom of their crimes, and make them all go to jail for a long long time. But we have to STICK TOGETHER first!

Now, because it seems that all three candidates' files were snooped into, the problem is seen as a glitch, rather than an attempt to undermine only Obama's candidacy, by perhaps discovering some obscure fact that can be exploited.

Well, considering how we haven't been able to trust anybody for the last eight years, pardon me if I make this rather cynical observation.

If you were going to breach the security of a Presidential candidate, would you snoop ONLY into that candidate's information?? OR would you make sure that one candidate wasn't singled out, therefore leave evidence that ALL the files were snooped into to spread the suspician around, so that it didn't look like what it is, an attempt to de-rail Obama's candidacy?
Isn't it interesting that the snoopers who were discovered breaching security are all of a sudden gone?
How are we to believe that they were the ONLY ones snooping?

Remember that WATERGATE was first thought to be an extremely incompetent burglary, nothing more??
Obama has asked for a full and complete investigation. Good for him.
If these clown's apprentices can look at passport information, who knows what other sensitive information they have access to????

You have every right to be cynical after 7+ years of BushCo. However, before democrats let their distrust and urge to rush to judgment further divide them, I suggest that they let ALL the facts come out. What point is there in pointing fingers, laying blame, and thinking up novelistic conspiracy theories, other than to further divide the democratic party? Let's let the investigation play out and then pass judgment.

Despite a strong month of fund-raising in February in which she brought in $35 million, Senator Hillary Rodham Clinton finished the month essentially in the red, once her campaign’s outstanding debts are factored in, as well as her personal loan, according to filings submitted late last night to the Federal Election Commission.

After spending about $31 million in her efforts to keep up with Senator Barack Obama, Mrs. Clinton finished February with more than $33 million in cash on hand, but $21.5 million of that is earmarked exclusively for the general election, leaving her with $11.7 million for the primary.

Mrs. Clinton, however, loaned her campaign $5 million earlier this year and she listed $8.7 million in debts to various vendors, making clear why she has not yet paid herself back from her loan.

By way of comparison, Senator Barack Obama, her Democratic opponent, brought in $55 million in February, a record-setting sum, and spent about $43 million, leaving him with $31.6 million in cash on hand available for the primary and $7.3 million set aside for the general. He also did a much better job paying his bills, listing just $625,000 in outstanding debts.

On March 13th, the Clinton campaign wrote in an email: "As voters evaluate you as a potential Commander-in-Chief, do you think it's legitimate for people to be concerned that you have traveled to only one NATO country, on a brief stopover trip in 2005, and have never traveled to Latin America?"
I don't see how the Clinton campaign could have known Obama's travel history down to the details of his stopovers on international trips without having viewed his passport file. Perhaps there is another explanation but I don't know what it would be.

The Hillary breach was nothing and over zealous trainee's action during a training exercise. Believe me Hillary the politician would have made a big deal of the issue if it was a substantial breach into her passport records.

But the three Obama breaches and the McCain breach need to be fully investigated.

The real story here is Clinton's breach was a training gaffe and was quickly over, she just likes to be involved, so her people can run their smoke and mirrors campaign. She releases a memo on March 12th about Obama's international travel, that he visited only one NATO country and has never been to Latin America, how can we elect a president like this? wah wah. Hmmmm, interesting timing Hill. Another scandal, and I smell a rat and it isn't George Bush. For once!

This stinks of the RNC. One would think they would only be interested in Demos. However, there are many in the Repub party who obviously didn't want McCain to be their nominee, and at the time of the intrusion that wasn't the case as yet. So the Repub fascists wanted dirt, if possible, on all three individuals. That this illegal conduct was not reported immediately indicates that the directive to explore the passport files came from a higher source, which managed to keep the lid on a least for a while. This is just another illegal act perpetuated by an administration to whom the law is an inconvenience that can be ignored without peril. The RNC is an active participant in this administration, That White House business was conducted within the RNC e-mail system (also illegal) illustrates this. The repubs need to gather as much dirt on their percieved enemies as possible. The only chance they have in November, in the White House and congressional races, is to try to destroy their opponents with whatever weapons they can find or create. Nixon is alive and well, except that even he would blanch at the incredible illegal conduct of Bush and his minions. He would be amazed that he was almost impeached, and was forced to resign, over conduct that doesn't begin to hold a candle to what the Bush gang has done, so far without any sanction whatsoever.
