WASHINGTON — At least four State Department workers pried into the supposedly secure passport files of presidential contenders Hillary Rodham Clinton, Barack Obama and John McCain, abashed officials admitted Friday in a revelation that had Condoleezza Rice promising a full investigation and telephoning the candidates to apologize personally.

The snooping incidents raised questions as to whether there was political motivation and why two contractors involved were fired before investigators had a chance to interview them. The State Department's inspector general was probing, with the Justice Department monitoring the effort, but Obama said that was not enough. He urged congressional involvement "so it's not simply an internal matter."

The unauthorized digging into electronic government files on politicians recalled a 1992 case in which a Republican political appointee at the State Department was demoted for searching Bill Clinton's passport records when Clinton was running against President George H.W. Bush.

McCain, the Republican nominee-in-waiting, said there should be an investigation of the new snooping as well as an apology.

Democrat Obama said that better include Congress, not just Bush administration investigators.

"When you have not just one but a series of attempts to tap into people's personal records, that's a problem not just for me but for how our government functions," Obama told reporters in Portland, Ore., where he was campaigning. "I expect a full and thorough investigation. It should be done in conjunction with those congressional committees that have oversight function so it's not simply an internal matter."

Rice was apologetic in public as well as in her private phone calls to the candidates.

"None of us wants to have a circumstance in which any American's passport file is looked at in an unauthorized way," the secretary of state said after speaking with Obama.

"I told him that I was sorry, and I told him that I, myself, would be very disturbed if I learned that somebody had looked into my passport file," she added. "And therefore, I will stay on top of it and get to the bottom of it."

In all, at least four workers were involved in the snooping.

The State Department confirmed Thursday night that Obama's files had been compromised on three occasions _ Jan. 9, Feb. 21 and as recently as last week, on March 14. By the time senior officials were made aware, two contract employees had been fired and a third disciplined, agency officials said.

The firings could make it more difficult for the State Department to force them to answer questions. Unless they agree to comply, they would have to be served with a grand jury subpoena compelling them to testify before a grand jury.

The companies that provided the contractors were The Analysis Corp. and Stanley Inc. Stanley, based in Arlington, Va., this week won a five-year, $570-million government contract extension to support passport services.

According to agency officials, a Stanley employee improperly accessed Obama's records on Jan. 9 and was fired within days. The second contractor, employed by The Analysis Corp., pried into similar records on Feb. 21 but was not terminated. The third incident involved another Stanley employee, who was swiftly fired.

In a statement, Stanley said it regretted the "rare occurrence" of unauthorized access of any individual's private information. When it fired the two subcontractors involved in accessing the Obama files, terminating them the day the incident was discovered, Stanley was not aware of others performing unauthorized searches of McCain or Clinton's files, the company said.

The Analysis Corp., or TAC, issued a statement late Friday saying it had been notified earlier in the day that one of its contractors had acted improperly.

The company said it had decided to honor the department's request to delay firing its consultant in order to give investigators time to conduct its investigation.

"This individual's actions were taken without the knowledge or direction of anyone at TAC and are wholly inconsistent with our professional and ethical standards," wrote the company, based in McLean, Va.

State Department spokesman Sean McCormack said Friday that a separate search conducted after the Obama revelation showed that workers also had snooped on McCain and Clinton.

The worker who had been reprimanded in the Obama incident had also reviewed McCain's records earlier this year, McCormack said. While the employee has not been fired, that person no longer has access to passport files, he said.

"I can assure you that person's going to be at the top of the list of the inspector general when they talk to people, and we are currently reviewing our (disciplinary) options with respect to that person," McCormack said.

In Clinton's case, someone accessed her file last summer as part of a training session involving another State Department worker. McCormack said the violation was immediately recognized and the person was admonished. That person was not involved in the later incidents, meaning four people were involved in all.

The department's internal computer system "flags" certain records, including those of high-profile people, to tip off supervisors when someone tries to view the records without an appropriate reason.

McCormack said an early review of the incidents points to workers' "imprudent curiosity" more than something more sinister.

But "we are not dismissive of any other possibility, and that's the reason why we have an investigation under way," he said.

Former independent counsel Joseph diGenova, who investigated the 1992 scandal, said the firings of the two contract employees will make the investigation more difficult because the inspector general can't compel them to talk.

"My guess is if he tries to talk to them now, in all likelihood they will take the Fifth," diGenova said, referring to the Fifth Amendment's protection against self-incrimination.

Likewise, Patrick Kennedy, the top management official at the State Department, briefed the candidates' staffs on Capitol Hill, then said to reporters, "The State Department has very, very rigorous rules about controls and access for privacy material. We review them regularly, and we have a large organization with a lot of people in it. Mistakes and errors happen from time to time. ... We caught these and we've got to work and correct that process."

Attorney General Michael Mukasey said the case has not yet been referred to the Justice Department for investigation, and indicated prosecutors were likely to wait until the State Department's inspector general concludes that inquiry. But Mukasey did not rule out the possibility of the Justice Department taking an independent look.

McCain, who was in Paris on Friday, said any breach of passport privacy deserves action.

"The United States of America values everyone's privacy, and corrective action should be taken," he said.

It was not clear whether the employees saw anything other than the basic personal data such as name, citizenship, age, Social Security number and place of birth, which is required when someone fills out a passport application.

The file also includes date and place of birth and address at time of application. Agency officials said the files generally would not list countries the person has traveled to.

"It is worth noting that that earlier situation (in 1992) also was characterized as isolated and nonpolitical when the news initially emerged," said Howard Berman, D-Calif., chairman of the House Foreign Affairs Committee.

"This time, as then, Congress will pay close attention to the depth of executive branch involvement in the rifling of presidential candidates' passport files," he added.

The Washington Times first reported the incident involving Obama.

It is very telling that it was Hillary Clinton who says her files were breached. I don't believe anything Hillary says, not one thing. I think the fact that a former Clinton appointed ambassador covered up the Obama passport file breach is very very very telling, and should be thoroughly investigated. The self-reported breach of Clinton's file is DAMAGE CONTROL or part of the cover up.

We know the Clintons have no ethics and used FBI files for opposition research while they were in the White House.

We have know that the desperate Clintons will do anything to win, but the drip drip drip of the details of their actions continues to surprise and disgust all Americans who are value-grounded, hopeful, tried-of-s­trife-and-­division politics. Can we PLEASE leave the dispicable Clintons and Bushes behind?

I am totally appalled at the Obama supporter's characterizations of the Clintons. It shows how immature and mesmerized they are. Look in the mirror and tell me how you can support a candidate who claims to represent "hope" and "change" and "unity" and still spout the vile language you use against Hillary & Bill Clinton.

I wonder if this would have come up at all without Obama daring to stick his neck out on so many things right now and getting villified and berated - both left and right - for doing so. We have such quick knee-jerk reactions, especially to real efforts to put forth a dialogue and effort to understand each other while standing up for our rights to privacy and free speech such as are guaranteed in our Constitution.

Whether or not he gets elected, the Senator from Illinois is reminding me more and more of another congressman hailing from Illinois some time back - bringing an air of consideration for our national heritage and standing up for that, whatever our backgrounds are. That's a tough sell in an otherwise hopelessly cynical and divisive world in America at this time. Can we hear that if we're already convinced that he and all other politicians are just self-serving demagogues?

I predicted yesterday that the person in charge, a former Clinton ambassador, would also reveal that Clinton's AND McCain's files were breached. I predicted this because a cunning strategy would be to hide the true intent of the crime against Obama to be clouded by later reports that everyone was a "victim" to create plausible deniability that it was against only he.

When did these other "breaches" occur? Who are these individuals? I guess that the answer to these questions are as mysterious as how someone goes from pauper to multimillionaire.

Because of the way that Obama Central, or as it likes to refer to itself The Huffington Post, presented the story of Obama's passport being breached, and the headline news that the passport official used to be an Ambassador for Bill Clinton, and because of the general response from the "Hillary is the Spawn of Satan" Obama supporters, I have now just donated $500 to Hillary's campaign. I like Obama and I'm quite willing to support him, but if you foaming-at­-the-mouth , conspiracy loving, Obama supporters don't get a grip and stop your constant vicious attacks on Hillary, I will stay home in November even if it means McCain is President.

Well said, and welcome to the Hillary for President crowd. I don't hate Obama either, and have intended to vote for Obama if he won the nomination. My preference is Hillary, but Obama as second choice. I always thought he was a more a politician than he lets on, but I am deeply concerned about the latest revelations about his denials in connection with Tony Rezko and Reverend Wright, and his very recent recanting and retelling of those associations. Especially the condoning of "God Damn America". These concerns are pushing me away from Obama; not to McCain, but just to not having a second choice if Obama wins the nomination. He's made me have doubts about his judgement, even tho he touts his Iraq war stance (he didn't have a vote so it didn't mean much, and didn't go on the record, and never took any heat for his stance).

Well, let's pay attention here. The Clinton breach was done by a trainee in a training exercise back in 2007 by error under supervision and the department deemed it no foul. It was a totally different event from the three recent occasions in which Obama's file was breached, leading to the firings of two contract workers. The third person who breached his file was Maura Harty, the assistant secretary of state for consular affairs in the Clinton administration who was appointed ambassador to Paraguay in 1997 by Bill Clinton. The same person is the person who recently breached McCain's file. This isn't some tin foil moment of conspiracy theorists. If it's in the interests of the Bush administration and the GOP to try to muddy the waters here to keep Hillary in play for the general election, let's know we can assume they would muddy the waters.

I am so relieved. MSNBC can now lower their code red terrorist alert. Two full hours of tripe covering this "breaking news" story last PM. The Obama campaign's statement was inflammatory and jumped to conclusions by implicating the Bush administration without knowing any of the facts in the case. I am no Bush fan and voted against him twice, but to have Obama's people release that statement was so unwarranted, it reeks of the "same old politics". The posting from Obama's supporters last night verged on hysteria and paranoia.

How many times did I hear Olbermann criticize the Bush administration for raising the terror alert to distract the American people. Well, MSNBC did the exact same thing last night with this total non-story.

ANother example of MSNBC's news poor journalism skills, right along with this blog. BOth were chomping at the bit, hoping there was some way this story had to do with the Clinton camp.

There must be a reason why the State Department itself called the access "a breach of security". They even fired people over this. First off, the trips someone takes must be in the file, and for a diplomat or high level politician, some trips for negotiations are secret. Secondly, if you take a look at the passport application, it contains the SSN, phone numbers, Home address and more...data that you normally do not want stalkers and identity thiefs to have.

I believe passport files contain a lot more information than travel itineraries, and they include data that predates their candidacies, but whatever is in the files, the point is that the information is restricted to those with a need to know. That's like saying you don't care if your phone is tapped because you're not communicating with terrorists.

This has the smell of Karl all over it. He did this to opponents of other candidates in Texas, which is just like this. And he claimed his office was broken in to the day before the election. and the case was dropped but there was major evidence Karl did it to make the opponent he was working against in a campaign look bad.

Karl Rove, the king of dirty tricks. You won't believe it unless you read the books and articles.
If you know anything about Karl Rove, you know he is behind this, and used Billary and McNut to cover his tracks. Obama was his target for dirty tricks, which he is famous for , documented in books like Boy Genuis and Bush's Brain.

Well so far we have heard that secretary of state Rice apologized to senator Obama, did she do the same for Hillary? Obama camp made one big fuss about this, not heard the same from the Clinton camp. Three people and three different reactions. One wants an immediate investigation, the other camps have not said too much. But I am sure they are just as upset as Obama. He really has taken this very personally. It was not aimed at just him, but all three, and they did this to Bill Clinton when he was running against the senior Bush. What gives with this administration?

And today in the New York times we find out just how they went about getting the goods on Mr. Spitzer. They used everything at there disposal, even tailing him in shifts. They really wanted him out . Can anyone else remember the op-ed article Spitzer wrote that blamed the administration for the housing mess we are in now? As I remember, he and other governors' from several states tried to put something into order so that we would not have the foreclosers that we are now facing, but the administration and some of the departments there in put an end to their trying to help the consumers. They were for the money people not the consumers, and I think they got angry for his telling the truth and nailed him but good.
Like I said before, I do not condone what he did, but he did many good works for the common good of all working people and that is what should be remembered, the rest is between him and his wife and family.

let me get this straight! so clinton's file was breached once in '07 and ms. rice called clinton then to tell her, but obama's file was breached three times in three months and not even a lower level guy bothered to call him?

so why was ms. rice informed about clinton, but not obama?

how and why did one go up the chain and not the other?
