WASHINGTON — Barack Obama's campaign spent at the rate of nearly $1.5 million a day in February as he racked up the victories that pushed him ahead of rival Hillary Rodham Clinton in their chase for Democratic nomination delegates.

It was a fierce pace fueled by extraordinary fundraising. Obama, the junior senator for Illinois, raised $55.4 million in the month and still had about $30 million in the bank for the primaries going into March, according to his report to the Federal Election Commission Thursday.

Meanwhile, aides to Republican Sen. John McCain reported Thursday that his campaign this week paid back a $4 million loan that had become the focus of a stalemate between McCain and the FEC. In his FEC documents, McCain reported raising $11 million in February. He ended it with $8 million in the bank, but that was before he paid off his loan.

Clinton has said she raised $35 million in the month, a feat surpassed only by Obama. Their lengthy reports, filed electronically, had still not appeared on the FEC Web site by late Thursday.

A summary page supplied by the Obama campaign reported that he spent $42.7 million in February. He had nearly $39 million cash on hand, but more than $7 million of it could only be used in the general election.

In a testament to the financial heft behind the Democrats, Obama's spending for the month approached McCain's spending for the entire year-long election.

McCain has now spent $58.4 million in his primary bid, surpassing the $50 million limit he would have faced if he participated in the public financing system he had been certified to join. McCain has decided not to accept the public matching funds, but the FEC wants him to assure regulators that he did not use the promise of public money as collateral for the loan.

McCain and his lawyers said the loan was secured with other assets, thus freeing him to spend as much money as he wishes on his primary campaign. The Democratic National Committee has filed a complaint with the FEC arguing McCain cannot withdraw from the public finance system without FEC approval.

In a related development, the McCain campaign said Thursday it would reimburse the federal government about $3,000 for political travel expenses incurred during his current trip to the Middle East and Europe.

Under terms reviewed by the FEC and the Senate ethics committee, McCain will reimburse the government for a one-night stay at a London hotel and first-class airfare from Washington to London because he attended a $1,000-per-person fundraising lunch there. McCain had already agreed to pay more than $2,000 for the flight home.

McCain been traveling with Sens. Joe Lieberman, a Connecticut independent, and Lindsey Graham, R-S.C., both supporters of his candidacy. The group had already been to Iraq, Jordan and Israel. The campaign has defended the mostly taxpayer financed trip as crucial for members of the Senate Armed Services Committee.

But Democratic National Committee General Counsel Joe Sandler said Thursday McCain should cover a greater portion of the trip with campaign funds.

One-time presidential candidates also filed campaign finance reports Thursday, offering a glimpse into their final days of campaigning or their post-defeat house-cleaning.

Republican Mitt Romney, once seen as McCain's biggest threat, borrowed $2 million on the eve of Super Tuesday Feb. 5 in a last-ditch attempt to salvage his campaign. But McCain routed him in the coast-to-coast primaries, and Romney bowed out two days later. Romney, who had already lent his campaign $42.3 million of his own, borrowed the money from Goldman Sachs & Co. and secured it with personal assets held at the investment firm, according to his report.

Mike Huckabee, who ended his Republican campaign March 4, reported raising $3 million in February. He spent $3.3 million during the month, half of it on television advertising and charter air travel even as John McCain appeared to be the certain Republican winner.

The former Arkansas governor operated with a bare-bones staff, maintaining a $125,000 total payroll for the month. But aides managed to stay in touch _ the campaign spent $1,500 on Blackberry rental and service charges.

John Edwards, who dropped out of the Democratic contest Jan. 30, paid back a $3 million loan with his share of public matching funds in February. He reported $5 million cash on hand at the end of the period and $6 million in debts, which are secured by public funds that Edwards is still owed. Edwards, one of seven presidential candidates certified to receive public matching funds, was entitled to $8.8 million in federal money.

Republican Ron Paul continued to raise money in February, but his pace slowed from the high-water mark he set in the fourth quarter of 2007. Paul reported $1.7 million in donations in February, with $5.6 million cash on hand. The Texas Republican congressman posted a video on his campaign Web site earlier this month that signaled that he was easing out of the race. But he vowed to continue the grass-roots movement that generated millions of dollars for his campaign.

Ralph Nader, who announced a third-party presidential candidacy last month, reported raising $280,000 from contributors in February. He personally donated $40,200 to his campaign and had $280,000 cash on hand at the beginning of March.

That looks pretty good. The HRC's COH of $33,174,862.16 sounds like quite a wad!

Here's the problem with that number.

1) $8,733,609.11 in outstanding debt. This rbings the total down to $24,441,253.05. That's still a wad of money! But wait, there's more...

2) There's another number to take into account. That's her nearly. $22 million that can only be used in the General Election. Giving her the benefit of the doubt, that leaves less than $3 million for her to spend in the primaries. But wait, there's more...

3) You cannot leave out the $5 million loan she gave herself.

Bottom line, Hillary Clinton's campaign ended February more than $2,000,000 in the red.

By contrast, Obama ended February with more than $38.8 million cash on hand. About $8 million is GE only and about $625,000 in debt leaves Obama with just over $30,000,000 to spend on the primaries.

And it doesn't end there. Obama has received more than 925,000 donations to date in MArch. If we lower expectations on the average donation size from the February average of ~$75 down to $50, that's more than $2,000,000 per day. If he's maintaining a burn rate of $1.5 million per day, he's going to end March with more than $50 million on hand.

Clinton Campaign's $16 million fib.
The Los Angeles Times reports, after scouring Federal Elections Commission (FEC) reports that Clinton’s, uh, creative math, included “$10 million from her Senate campaign account and a $5-million personal loan.”
The Associated Press digs deeper into the numbers (the February filing reports came in yesterday) and notes that most of the $19 million that Clinton did raise in February was either offset by unpaid bills or was “general election” money (what big donors, lobbyists and PACs that have already given the maximum $2,300 to the primary campaign then give to a fund that can only be used if the candidate becomes the nominee...

What is amazing is not how much he is spending but that:

1) a man who was a virtual unknown to most Americans had what it took to compete with the most famous woman in America and one of the most famous politicians in the world.

2) that his following is so broad that it is able and willing to compete with HRC's deep-pocketed lobbyists.

Newsflash: the only reason Barack Obama was able to catapult himself from a virtual unknown to a famous politician was because he had the full cooperation of the press from the very beginning, unlike certain other candidates who had to struggle for attention and faced being banned from debates. That in itself should tell you something about Obama's credibility.

If I may reply with a short personal note:
I am white. My own Dad used to drive with me through Harlem in NYC many years ago (back in the 70's when I was a teen) and instruct me to "lock your doors when you drive through this area." Was he being prejudiced? Prudent? Realistic? At the time I felt he must be right because he was my father, but I was also feeling that he was being unfair to an entire group of people by perceiving them all as dangerous. I would welcome any opinions on this.

Before people start saying how Obama is "buying" the election or spending wastefully with the publically donated money he gets, let me tell you that he is in Oregon today and speaking in Portland and Salem. Both venues are FREE, but filled since the day it was announced. So to you have donated; that's where part of your donations are going...to events such as these and more. Fine with me! I couldn't get in to hear him, but I sent more money. He's the only sensible choice INHO.

McCain Surges Ahead [Larry Kudlow]

Has anyone noticed that John McCain is surging in the polls? According to the latest print from Rasmussen and Zogby, McCain now holds a 6 to 8 point lead against Hill-Bama. And I doubt that Senator Obama’s speech yesterday will change anything. It was nothing more than a non-denial denial of his fidelity to Reverend Jeremiah Wright and Wright’s hard-left anti-American agenda.

(For those interested in especially good commentary on Obama’s speech, I suggest reading Ronald Kessler’s piece over at Newsmax, as well as the editorial in Investor Business Daily. Both have insightful critiques.)

McCain’s surge means that it is much less likely that Herbert Hoover-style high-tax and trade-protectionist proposals will come from Hill-Bama. This point will not be lost on the stock market.

And what about Congress? Well, there’s a good article by John Gizzi in Human Events suggesting that Republicans will actually pick up seats in the House this November. According to Oklahoma Republican Tom Cole, chairman of the Republican Congressional Committee, 61 House Democrats are running in districts that President Bush carried in 2004, while only 8 Republicans are running in districts carried by John Kerry.

What’s more, of the twenty-five districts in which the Democrat was last elected with less than 55 percent of the vote — historically a sign of vulnerability — all but eight are districts carried by Bush.

The current breakdown in the House is 231 Democrats and 198 Republicans, with 2 vacant seats formerly held by Democrats and 4 vacant seats formerly in GOP hands. 218 would constitute a majority. So, if my math is right, the GOP would need a 20-seat pickup this November to carry the House. It doesn’t seem a likely outcome according to nearly all the pundits. But, then again, pundits continue to underestimate the strength of John McCain at the head of the GOP ticket.

According to the latest Zogby poll, McCain scores 46 to 40 percent against Obama. Just last month it was 47 to 40 — in Obama’s favor! That’s a huge turnaround, undoubtedly traceable to Obama’s recent problems with his pal Reverend Wright. As for Sen. Clinton, Zogby also shows McCain leading, 48 to 40. In Rasmussen’s daily Presidential Tracking Poll, McCain leads Obama 48-42, and Clinton 49-43.

If and when Sen. McCain moves to 50 percent or better in these polls, it would be a true sign of electoral strength. It would lift spirits for a strong GOP showing in the House and Senate. And, as I mentioned earlier, the chances of Hoover-like high-tax and trade-protectionist policies — which would be inimical to economic growth and devastating to the stock market — grow slimmer and slimmer.

That’s good news.

If anyone on earth was running against O and C they'd be surging in the polls right now. America is sick of hearing the back and forth crap between the BO and HRC camps. Don't forget we all get cable news 24/7 so it gets really stale to watch the Rev JW ranting in church for 1000th time in 3 days. I notice some stations have taken to showing the video with no audio so they can yadayada over it. I have an even better idea. Stop showing it altogether and focus on some substantial issues. CNN, MSNBC and FOX have a great opportunity to educate the American public about the important issues at stake in this election but they seem to have turned into Entertainment Tonight.

John "stand on integrity" McCain: as in the photo op showing us how safe Iraq was when he visited? He doesn't even know who we are fighting over there. Yes, he is a warrior. He should become a mercenary or train for the UFC if he wants to fight. This country is tired of stupid wars that kill our men and women and wreck our economy for some still unknown reason. We don't even have allies that are willing to fight with us anymore. The war is detrimental to the US and he is determined to continue it. He is not fighting a headwind. He is fighting common sense and what is good for this country.

What kind of integrity is there in (correctly) acknowledging that tax cuts in a time of war were irresponsible, then doing an about face for his campaign?

McCain was a decent fellow in the 90's. Now he's every bit the rat Hillary is.
