CNN has reported that John McCain's campaign is reimbursing the government $3,000 for the cost of the political portion of his taxpayer-funded trip to Europe and the Middle East. Leaving aside the question of how much the rest of the trip was "political," McCain's reimbursement is reportedly meant to cover airfare, hotel and the cost of a car to his London fundraiser. According to DNC General Counsel Joe Sandler, that falls far short of the amount McCain is required to reimburse.

Please see the following quote from Mr. Sandler:

"The 2007 ethics reform law and the regulations implementing it require that when a candidate mixes campaign and official travel when using a government plane, the campaign travelers must reimburse the government for the full cost of an equivalent round trip charter flight. Reasonable estimates place the cost of a one-way charter flight from Washington to London at between $20,000 and $56,000. As a result, McCain's stated intention to reimburse the federal government $3,000 almost certainly falls far short of what the law requires."

KEY FACTS:

FLIGHT HOURS: Approximately SEVEN

FLIGHT LENGTH: 3,195 nautical miles [http://www.convertunits.com/distance/from/DCA/to/London]

LONG-DISTANCE CHARTER AIRCRAFT TYPICAL HOURLY RATES: $3000-$8000/hour [Source: http://www.airbrokernet.com/Charter_Aircraft_Rates.htm, accessed 3/20/08]

ESTIMATED TOTAL COSTS FOR LONDON TO WASHINGTON CHARTER AIRCRAFT (ONE-WAY): $21,000-$56,000 [Source: http://www.airbrokernet.com/Charter_Aircraft_Rates.htm, accessed 3/20/08]

LEGAL REQUIREMENTS:

Under the FEC rules, if McCain conducted ANY campaign activity in London, his campaign would have to pay for the ENTIRE roundtrip airfare for himself and anyone accompanying on that trip, not just a portion. [FEC regulations, 11 C.F.R. §106.3(b)(2) & (3)]

While prior FEC rules allowed airfare to be calculated on the basis of first-class equivalent fare, the new ethics law passed by Congress last summer (Honest Leadership and Open Government Act) amended the Federal Election Campaign Act to provide that a federal candidate cannot use campaign funds to pay for travel on a non-commercial aircraft unless the candidate pays the pro rata share of the normal and usual charter fare for a comparable plane of comparable size, divided by the number of candidates on the flight. [Honest Leadership and Open Government Act of 2007, section 601(a), adding new 2 U.S.C.§439a(c)(1)(B) to the Federal Election Campaign Act of 1971 as amended]

Can we expect an investigation and a fair resolution from a GOP administration? Are you still laughing?

I have a problem with him fundraising at taxpayer expense. I believe his fundraising gathering was with a group of Americans abroad, however, and I don't have a problem with that.

No, you aren't. I've been wondering myself why he's fundraising in LONDON? Why not the US?

I THOUGHT IT WAS ILLEGAL TO HAVE FOREIGN MONEY INFUSED INTO THE POLITICAL CAMPAIGNS HERE....seems there was a law that forbade such..(the presidential lobraires and foundations, well they can gather all the foreign donors dollars they can scrounge with impunity..shameful but frankly, we have entirely TOO MANY PRESIDENTIAL LIBRAIRES RUNNING ON THE US TAXPAYER DIMES, so let the foreign donors give all they want, but subtract the US taxpayer donation accordingly...These folks get income for life off these things and get a pension and other benefits that ARE NOT CUT LIKE WHAT HAPPENS TO ORDINARY FOLKs quite regularly !!! )

It is illegal to accept campaign contributions from foreign interests. Why isn't FAUX NOISE yapping about this?

On a lighter note: it may be the GOP's wanting to have a good belly laugh: getting an Alzheimers sufferer elected in broad daylight.

my problem with the whole thing ( besides the money ) is that he comes off as he already won the office and now is doing global networking. to say that i'll flip a few bucks for the cost is pretty much a crime if the laws are as they are stated above. if he's willing to do this in open view what's it tell he'll be like as president..... can we say bush, clinton, bush, regan

Does anybody know why the FEC is disbanded, especially during the one time every four years it is actually needed?

Because of the 4 people Bush nominated to serve on the board, the Senate doesn't want to approve one of them, and Bush refuses to nominate anyone else or let the Senate vote on the three they're ok with.

In the meantime, his buddy McCain gets to flaunt election laws like crazy without anyone to call him on it. Of course, there's no collusion between them at all, as far as I know.

Time to clean out the "Animal House" on that Capitol hill.

If this was a PRIVATE CORPORATION - they would have all been fired years ago.

The rich and powerful do what they want, and all we can do is watch and gnash our teeth. Nothing will be done about this by congress because they're the culprits.

I've often wondered why the public has for decades tolerated Air Force One flying all over the country so the president can fund-raise and campaign for Representatives and Senators from their party, as well. I don't care if it's Republican or Democrat, this kind of spending needs to end.
