WASHINGTON — President Bush declared on Friday that Iraq stands at a defining moment as it struggles to put down heavily armed Shiite militias in new flare-ups of violence that threaten to undercut security gains and sway his decision about U.S. troop drawdowns.

In Baghdad, Shiite extremists lobbed rockets and mortars against the U.S.-protected Green Zone, which has come under steady barrages this week. The U.S. sent a Hellfire missile into a Shiite stronghold in the city. And in the south, fighting escalated in Basra where the mettle of Iraqi security forces is being sorely tested.

"Any government that presumes to represent the majority of people must confront criminal elements or people who think they can live outside the law," Bush said at the White House. "And that's what's taking place in Basra and in other parts of Iraq. I would say this is a defining moment in the history of a free Iraq."

It's also a key juncture for Bush in the five-year-old war that has claimed 4,000 American lives, worn U.S. forces thin and dominated his presidency.

Bush said Prime Minister Nouri al-Maliki's crackdown in Basra against Shiite militias vying for control of the oil-rich region is a positive milestone in the birth of a democratic nation. The Iraqi prime minister's decision to move against enemy elements in Basra shows "evenhanded justice" and the Iraqi government's willingness to go after both Sunni and Shiite insurgents and outlaws, he said.

Just as important is how the violence plays out. The ability of Iraqi security forces to control places like Basra will color the president's decision on whether to order more U.S. troop withdrawals beyond the five U.S. brigades already returning home by July _ something that's already looking unlikely.

The renewed violence, which has followed months of relative calm, threatened to unravel a fragile cease-fire with followers of radical Shiite cleric Muqtada al-Sadr. How much U.S. troops are drawn into the fight will be a telling sign of the Iraqi forces' ability to protect the nation.

Bush stressed that those Iraqi forces remained in the lead, yet U.S. forces stepped deeper into the fight.

U.S. pilots assisting Iraqi forces conducted airstrikes on Basra on Friday. American jets dropped bombs in the city, marking a sharp escalation in the fight against insurgents the Pentagon accuses of having links to Iran.

Bush said he did not know what triggered al-Maliki to act.

"This was his decision," Bush said during a news conference with visiting Australian Prime Minister Kevin Rudd, who is pulling 550 Australian troops out of Iraq.

Bush said of al-Maliki: "It was his military planning. It was his causing the troops to go from point A to point B. And it's exactly what a lot of folks here in America were wondering whether or not Iraq would even be able to do in the first place."

While he praised the Iraqi government's actions, he cautioned that the situation in Iraq remains "dangerous and fragile." He urged patience.

"They're fighting some pretty tough characters, people who kill innocent people to achieve objectives," he said. "And, yes, there's going to be violence, and that's sad. But this situation needed to be dealt with, and it's now being dealt with."

The Iraqi military campaign has triggered Shiite uprisings in other parts of the country, and, if the violence is not contained it could force U.S. officials to rethink further cutbacks in troop levels.

Early next month, Bush is expected to endorse a temporary halt in the withdrawal of troops from Iraq. The top U.S. commander in Iraq, Gen. David Petraeus, has warned against shrinking the American force so rapidly that the gains in security will be compromised.

The latest tally of casualties over the past several weeks shows more high spikes than in previous months _ including several days with 100 or more U.S. military, Iraqi military and Iraqi civilian deaths.

Officials say they are not yet certain whether the upturn in casualties represents a trend of increased violence. And it is not clear that Petraeus will be able to make such a conclusion before he goes before Congress April 8.

Does anyone ever get the feeling, during his speeches, that you're being talked down to and lectured by the dumbest guy in the room?

I mean...lemme spell it out ferya...the sky is blue, cause I say so, not cause it is. And even if it were, which it ain't, if I say it is, it is, understandify? Law stuff is like that too...even if it's illegal, if I say it's legal it's legal which means it's legal as long as I say it's legal, even if it's illegal...understandify? Were winnin cause winnin is the way we win, and America doesn't stand for not winnin, cause we're winners...and we're gonna win this one even if we lose...is that perfunctorily clarified? I learned a new word...but I forgot it, so it mustn't be a word, cause I don't know it...that's complete understandifcation there!

It all seems like Ultimate American Nightmare. Half the GOP approves of this insanity ... one can understand oil barons and war profiteers backing this Administration but what of the 'moral and ethical' Republicans. Or has this NeoCon philosphy of Invasion, Occupation, Greed, Imperialism and word altering for the sake of trickery become the new way?

How shameful our once great country has become. Promises of 100 more years of war has become a viable political platform. Death, war, greed ... the mantra. It all has truly become Orwell's unwritten work ... far beyond Animal Farm and 1984.

Sadr represents the Shiite majority. That means the USA is fighting against the Shite majority, and along side of the groups that are friendliest with Iran. On top of all that, the USA gave the Suni weapons, lots of weapons (so they could defend themselves). So now that the USA has armed both sides, it is time to step back and let democracy take its painful course.

In an unusually frank analysis, Colonel Richard Iron, military mentor to the Iraqi commander General Mohan al-Furayji, said 'There's an uneasy peace between the Iraqi Security Forces [ISF] on the one hand and the militias on the other. There is a sense in the ISF that confrontation is inevitable. They are training and preparing for the battle ahead. General Mohan says that the US won the battle for Baghdad, the US is going win the battle for Mosul, but Iraqis will have to win the battle for Basra.'

Basra has been the scene of a violent power struggle between rival Shia factions, prominently Jaish al-Mahdi (JAM) led by the radical cleric Moqtada al-Sadr, who last week announced an extension to its six-month ceasefire. It has seen armed groups move into hospitals and university campuses to impose their religious and political ideology, bullying or even beheading women for going out to work or dressing inappropriately.

Bush, listen up. You don't have any fucking idea about Iraq's development. You didn't know where Iraq was on a map when you first took office. You attacked that country, and now occupy it, for no justifiable reason...morally, ethically, or politically.

Why have you done this? God only knows, but we can make a few educated guesses. Your vice president and mentor has become incredibly rich through his Halliburton options; this wouldn't have happened without its contracts to "rebuild" Iraq. Maybe you thought Saddam Hussein was trying to assassinate your father; that's been dubunked, in case you haven't heard. Maybe you thought Iraq had WMD; that's been debunked, also. Maybe you thought Saddam and Osama bin Laden were in cahoots; we know now they weren't. In fact, they hated each other. Have your aides clued you in on this yet? Maybe you thought Iraq could become a democracy...you were a history major in college; now tell me, please, when has Iraq ever been anything like a democracy throughout its history?

Stop spreading that lie. Because that's what you are doing. I can't believe I have to explain this AGAIN. Hillary's vote was to give bush the authority to "DISARM," Saddam, IF Saddam wouldn't let the inspectors in. Bush never gave Saddam the chance to let inspections resume. So how is that Hillary's fault?? You need to ask your boy why he keeps voting to finance this war, without deadlines and timetables, or even benchmarks. She didn't give the order to launch Shock and Awe.
Hillary thought she was supporting America, not bush. Bill Clinton said years ago that he would like to see a regime change in Iraq, but he wanted it to happen from within Iraq, by Iraqis. Sanctions and inspections work, so I imagine Hillary was thinking that inspections would prevent military action. I have no doubt that if Obama had been in the Senate in 04, he would have voted right along with Hillary and all the others that thought they were defending America. Obama is an opportunist, a shameful opportunist.
