WASHINGTON — The number of new people signing up for unemployment benefits last week shot up to the highest level in more than two years, fresh evidence of the damage to a national economy clobbered by housing, credit and financial crises.

The Labor Department reported Thursday that new applications filed for unemployment insurance jumped by a seasonally adjusted 38,000 to 407,000 for the week ending March 29. The increase left claims at their highest point since Sept. 17, 2005, following the blows of the devastating Gulf Coast hurricanes.

"This report supports the view that the jobs market is deteriorating toward recessionary conditions," said T.J. Marta, a fixed-income strategist at RBC Capital Markets.

The latest snapshot of labor activity was worse than economists had anticipated. They had predicted claims would be much lower, around 365,000.

In other economic news, the Institute for Supply Management said the nation's service sector _ including retailers, hotels, insurance companies and other firms _ contracted in March but not as much as the month before. The institute's index registered 49.6 last month, compared to 49.3 in February. A reading below 50 indicates contraction, while a reading above 50 indicates growth.

On Wall Street, investors took the latest batch of economic news in stride. The Dow Jones industrials gained 20.20 points to close at 12,626.03.

A government analyst said some of the big increase in jobless claims may have been related to an early Easter holiday this year, where claims that weren't filed or processed during the holiday week were pushed forward into the following week.

Still, looking at the longer-term trend there was little doubt of the pickup in unemployment filings. A year ago, new claims stood at 319,000.

Meanwhile, the number of people continuing to collect unemployment benefits rose by a sharp 97,000 to 2.94 million for the week ending March 22, the most recent period for which that information is available. That was the highest since July 17, 2004.

Democratic presidential contenders Barack Obama and Hillary Rodham Clinton seized on the jobless benefits figures as underscoring the need for new economic leadership in the White House.

The economy is suffering from a trio of mighty blows _ a housing collapse, a credit crunch and a financial system in turmoil. That's causing people and businesses to hunker down, crimping spending, capital investment and hiring. Those things in turn further weaken the economy, in a vicious cycle.

For the first time, Federal Reserve Chairman Ben Bernanke acknowledged on Wednesday said the country could be heading toward a recession. Many other economists and the public believe it's already there.

Employers cuts jobs in January and February, and economists are predicting more losses when the government releases the March employment report on Friday.

The nation's unemployment rate, now at 4.8 percent, is expected to rise to 5 percent in March. The jobless rate could climb to 5.5 percent or higher by the end of this year, according to some analysts' projections.

To bolster the economy the Fed has been cutting a key interest rate to induce people and companies to boost their spending. Many analysts still predict another reduction to that rate when the central bank meets later this month, although Bernanke didn't tip his hand about the Fed's next rate move.

Economists look at more than one number.

Another number they look at is Participation Rate, or, what is the rate of ALL people who are working, as opposed to the Unemployment Rate, what is the percentage of people who are actively looking who cannot find a job.

One might consider that about 150K NEW jobs per MONTH are needed to keep up with population growth. One can see the effect of how numbers are calculated when the number of new jobs is LESS than 150K, yet the unemployment rate goes down.

The current participation rate is not as good as it has been in the past.

Bofever, here is the problem. These unemployment figures do not count those who have exhausted unemployment benefits and are still jobless. Shouldn't we count those people looking for jobs also? If not, why not. What is the true representation of American joblessness?

It also doesn't count independent contractors, and those working on pure commission. Those people can work all day and all night, and still not make any money.
Builders, real estate sales people, appliance sales people--all kinds of workers are essentially unemployed in this recession we've been in for two years.

Hey I live in Columbus Ohio, ten years ago employers were virtually marching people off the streets at random by gunpoint, now a tenth of the state is on food stamps. Its why the state Democrats went for Hillary, the Clinton year were glory years for this state. Displeasure with the results of 16 years of state level republican rule and corruption has turned the state over to the democrats and decimated the republican party, but there is a long way to go to undo the damage.

don't forget mike, the dot.com bubble popped and $7 trillion of equities disappeared fast as did the jobs...but hiring in India and China for those same jobs kept going. Go to monster india and check it out though it may be slowing some due to Amerika's decay.

For most people facing this predicament, their cell phone bill (unless it is their only phone), sneaker allowance, and home entertainment systems are the least of their worries.

Job loss, foreclosure, the inability to keep a roof over one's head is no laughing matter....for most people. Remember -- in the US where we lack a coherent social safety net (ie. accessible and affordable healthcare, free or inexpensive education, a lack of affordable public housing, and various other social benefits to keep families afloat) losing one's means of survival -- a JOB -- is no laughing matter.

He has handed out more WARTIME TAX CUTS for the richest 2% of Americans than all President combined...because no other President would dare think about cutting taxes while our sons and daughters are risking their lives in WAR.

But, but, but...the figures lie. The figures ONLY take into account the folks who are currently enrolled on the unemployment roster. The figures do not reflect those who have exhausted their benefits(typically after 6 months), those who are working part-time (and we all know it is impossible to support oneself on a part-time job) , and those who are under-employed -- ie. earning a fraction of their typical wages.

Your Republicon heroes have done a bang up job of f**king the average individual in this country while using our tax dollars to bail out their buddies who are rubbing us blind.

The largest drop in wages since the Great Depression.
Its easy to explain when you take into consideration that under AWOL Bush, some 14 million high paying high tech jobs have been outsourced to India and Pakistan (Pakistan is the country that's harboring bin Laden according to our CIA) to get around American labor standards.
AWOL Bush and his owners in Corporate America treat a $70,000 computer programming job outsourced to India only to be replaced with a minimum wage Wal-Mart cashier job a wash!

I worked my way through college with three jobs. I paid for my own education. When things didn't go right I made changes. I didn't blame Clinton, or anyone else. If I didn't like my job I quit. If I wasn't paid what I thought I was worth I quit. The only people with no jobs are those with nothing to offer.

It's working out great. Our income has nearly doubled since Bush took office. But I guess educating ourselves and preparing for future job demands had no impact. I guess it's just because we are crooks and have jobs that we "don't deserve".

There is something fundamentally wrong with the calculation to arrive at 4.8%. Australia has
full employment and has the same number. In fact, last month the media reported we lost 65,000 jobs and the unemployment rate went from 4.9 to 4.8 as a result. Do you see the problem here?
It is backwards. Jobless rate must be based only on NEW filings, excluding those who had already
filed. My guess it is about 20% considering for 2 years now every large corporation and company
had massive layoffs. Does North Carolina still make furniture?

The 4.8% as 'full employment' takes into account 'deadbeats' and those chronically unemployed. Maybe the percentage should be 3%, but 5% is deemed 'full employment' for an industrialized nation. It has been the accepted number for a long time. Take up ECONOMICS in college and find out why........and yes, NC still makes high quality furniture, but more as a 'niche' market now than as a dominant industry. Same for textiles..........

If you took ECONOMICS in college, let us know where you went so we can boycott attendance at any school who molds people to think the way you do. You have no clue as to the interdependence of consumers and business. You cannot possibly believe that by ditching the American economy you can continue to prosper? The rest of the world will not put up with the kind shenanigans doled out by American corporations and the American government--you will face the music a lot sooner on the international level than you think. At such time as you come crawling back to us on your knees, I hope that the good name of these American traitors has been so tarnished that you will never do business in this country again. There have got to be enough moral entrepreneurs waiting in the wings for their chance, and with any kind of luck, that day will be soon and we will be rid of the arrogant corporate people who think they have this country by the balls.
