WASHINGTON — Amid investigations into fatal shootings of civilians and allegations of tax violations, Blackwater USA's multimillion-dollar contract to protect diplomats in Baghdad has been renewed, the State Department said Friday.

A final decision about whether the private security company will keep the job is pending, the department said. Moyock, N.C.-based Blackwater is one of the largest private military contractors, receiving nearly $1.25 billion in federal business since 2000, according to a House committee estimate.

Blackwater provides security for diplomats in Baghdad, where the sprawling U.S. Embassy is headquartered. Its private guards act as bodyguards and armed drivers, escorting government officials when they go outside the fortified Green Zone.

Iraqis were outraged over a Sept. 16 shooting in which 17 Iraq civilians were killed in a Baghdad square. Blackwater said its guards were protecting diplomats under attack before they opened fire, but Iraqi investigators concluded the shooting was unprovoked.

An FBI probe began in November. Prosecutors want to know whether Blackwater contractors used excessive force or violated any laws.

The State Department's top security officer, Greg Starr, told reporters Friday that because the FBI is still investigating the shootings, there is no justification now to pull the contract when it comes due in May.

Blackwater has a five-year deal to provide personal protection for diplomats, and its contract is reauthorized each year. The decision announced Friday extends Blackwater's deal for the third year.

Prosecutors investigating the shootings have questioned more than 30 witnesses in the U.S. and in Iraq, but they have announced no conclusions. One possibility is that individual contractors could be indicted, another is that the company could be indicted, or the FBI could conclude that there was no crime.

The company is also the target of an unrelated investigation into whether its contractors smuggled weapons into Iraq. Lawmakers have called for an investigation into whether Blackwater violated tax laws by classifying employees as independent contractors. The company says the claim is groundless.

Starr said that Blackwater's contract could be pulled at some future point, depending on what the FBI and an internal State Department inquiry conclude. He would not predict whether that is likely, and he said he has no information about when the FBI might act.

Starr's predecessor, Richard Griffin, resigned just one day after a State Department study found serious lapses in the department's oversight of private guards.

After the September deaths, U.S. commanders in Iraq complained that they often do not know security firms are moving through their areas of responsibility until after a hostile incident has taken place.

At the end of October, Defense Secretary Robert Gates met with Secretary of State Condoleezza Rice and reached a general understanding that more military control was needed over security firms operating in the war zone.

The Pentagon and the State Department agreed in December to give the military in Iraq more control over Blackwater Worldwide and other private security contractors.

The agreement spells out rules, standards and guidelines for the use of private security contractors and says contractors will be accountable for criminal acts under U.S. law. That partly clarifies what happens if a contractor breaks the law, but it leaves the details to be worked out with Congress.

The State Department also installed new safeguards after the September shooting, including a requirement for additional monitoring of Blackwater convoys.

Rep. David Price, D-N.C., author of a House-passed bill that would subject all contractors to criminal liability, called the agreement "an important step toward improving transparency, management and accountability in security contracting."

"There is no question that it comes in response to significant congressional pressure ... but the agencies deserve credit for reading the writing on the wall and taking substantive steps to deal with a clear and critical problem," Price said.

This is unbelievable ... Blackwater is a bunch of mercenary-killer types who have no business being in Iraq. Not now or ever, IMO. There are other security firms there ... why not use them instead?

This is the Bu$h way. BLOOD money profiteering. It has been their family modus operandi for FOUR generations. People are upset about the 160,000 troops in Iraq, and they SHOULD be, because the war was started with lies. And now there are over 4,000 dead among those troops, with almost 30,000 wounded, some severely. But there are also 180,000 private contractors in Iraq, like those with Blackwater and Halliburton. They are paid MUCH more than the troops and they cause a LOT of damage to the troops' morale. Halliburton was providing filthy water for the troops to bath in and drink for instance. Blackwater has been involved in a massacre of Iraqi civilians, at least a couple of times. But this is what happens when you have a war profiteer as President.

There would have been a draft long ago, but you forget. Your Commander in Chief and the VP
avoided the draft during the Vietnam era and know that the draft was one of the main reasons the war was so unpopular. So, they decided to forego a draft and go with their version of a "volunteer army", that is using poor unfortunate reservists for tour after tour after tour. Then, the hired assassins like Blackwater, which really turned out to be a great idea, didn't it? And finally, they hid the war from us by limiting coverage of the carnage by our new media.

Even these measures couldn't keep the American people from finally getting the drift that this is a disaster. And quit using all caps. You look like you are a mental case.

Sometimes it seems like the whole purpose of going into Iraq was to make companies like Blackwater filthy rich. They are paid an obscene amount of money by American taxpayers, but the whole logic for their being in Iraq doesn't make any sense. The Iraqis hate them even more than they hate American soldiers. Doped up on drugs, trigger happy and unaccountable, they fire-up the indigenous people to violence, thus getting more regular soldiers killed.
The outsourcing of the jobs of the military follows the conservative philosophy that government must do evil, while bankrupting the treasury. The true story of what has been going on in Iraq is unbelievably evil and disgraceful. Making private contractors overnight millionaires should not be the purpose of America going to war.

Dora, these wonderful soldiers would still be in the US military doing what they are doing now in Iraq except that the neocons figure out a way to make money. Triple their salary if they leave the military, and then double that and bill it to the government. Keep the difference - except of course what you have to pay the neocons to get this kind of work.

So what happens, we the people get the same service at 6 times the price. No wonder our country is in hock to the Chinese up to our eyeballs.

A private army is illegal and criminal penalties attach. They attach to those in government assisting the private army and to the private army. Blackwater is not a rent-a-cop type operation, but a private army.

Bush's tortured legal interpretations have gone unchallenged by Congress and by prosecutors -- with his legal fig leafs for torture, "signing statements" that his lawyers claim bar him from having to comply with laws passed by Congress and numerous other outrageous in-your-face criminal actions justified by a team of right wing attorneys giving criminal legal opinions to justify criminal behavior. These attorneys, whether in or out of government, are active participants in a criminal conspiracy and subject to disbarment, jail and fine.

If these people are not prosecuted, jailed and fined -- all who commit the crimes in and out of government, attorneys and non-attorneys alike, including conspiring to commit the crimes -- then we have already sunk into a lawless dictatorship.

Those in government who can be impeached and removed, Bush and Cheney but not only them, must be impeached and removed in order for the rule of law to be re-established, as their high crimes and misdemeanors cannot be sanctioned due to Congressional inaction and cynical political calculation.
