WASHINGTON — Amid investigations into fatal shootings of civilians and allegations of tax violations, Blackwater USA's multimillion-dollar contract to protect diplomats in Baghdad has been renewed, the State Department said Friday.

A final decision about whether the private security company will keep the job is pending, the department said. Moyock, N.C.-based Blackwater is one of the largest private military contractors, receiving nearly $1.25 billion in federal business since 2000, according to a House committee estimate.

Blackwater provides security for diplomats in Baghdad, where the sprawling U.S. Embassy is headquartered. Its private guards act as bodyguards and armed drivers, escorting government officials when they go outside the fortified Green Zone.

Iraqis were outraged over a Sept. 16 shooting in which 17 Iraq civilians were killed in a Baghdad square. Blackwater said its guards were protecting diplomats under attack before they opened fire, but Iraqi investigators concluded the shooting was unprovoked.

An FBI probe began in November. Prosecutors want to know whether Blackwater contractors used excessive force or violated any laws.

The State Department's top security officer, Greg Starr, told reporters Friday that because the FBI is still investigating the shootings, there is no justification now to pull the contract when it comes due in May.

Blackwater has a five-year deal to provide personal protection for diplomats, and its contract is reauthorized each year. The decision announced Friday extends Blackwater's deal for the third year.

Prosecutors investigating the shootings have questioned more than 30 witnesses in the U.S. and in Iraq, but they have announced no conclusions. One possibility is that individual contractors could be indicted, another is that the company could be indicted, or the FBI could conclude that there was no crime.

The company is also the target of an unrelated investigation into whether its contractors smuggled weapons into Iraq. Lawmakers have called for an investigation into whether Blackwater violated tax laws by classifying employees as independent contractors. The company says the claim is groundless.

Starr said that Blackwater's contract could be pulled at some future point, depending on what the FBI and an internal State Department inquiry conclude. He would not predict whether that is likely, and he said he has no information about when the FBI might act.

Starr's predecessor, Richard Griffin, resigned just one day after a State Department study found serious lapses in the department's oversight of private guards.

After the September deaths, U.S. commanders in Iraq complained that they often do not know security firms are moving through their areas of responsibility until after a hostile incident has taken place.

At the end of October, Defense Secretary Robert Gates met with Secretary of State Condoleezza Rice and reached a general understanding that more military control was needed over security firms operating in the war zone.

The Pentagon and the State Department agreed in December to give the military in Iraq more control over Blackwater Worldwide and other private security contractors.

The agreement spells out rules, standards and guidelines for the use of private security contractors and says contractors will be accountable for criminal acts under U.S. law. That partly clarifies what happens if a contractor breaks the law, but it leaves the details to be worked out with Congress.

The State Department also installed new safeguards after the September shooting, including a requirement for additional monitoring of Blackwater convoys.

Rep. David Price, D-N.C., author of a House-passed bill that would subject all contractors to criminal liability, called the agreement "an important step toward improving transparency, management and accountability in security contracting."

"There is no question that it comes in response to significant congressional pressure ... but the agencies deserve credit for reading the writing on the wall and taking substantive steps to deal with a clear and critical problem," Price said.

Both Mark Penn and Charlie Black have done extensive lobbying for Blackwater to try and keep this lucrative government contract. Charlie Black (a campaign aide high in Senator McCain's campaign) at least had the decency to resign from his lobbying firm earlier this month. Mark Penn (a campaign aide who has already been paid over $5 million by Senator Clinton's campaign) has not resigned his "day job" as a partner with the lobbying firm that lobbies Washington on behalf of Blackwater (and Columbia). Indeed, Mark Penn, himself, has lobbied Washington politicians on behalf of Blackwater. Senator Clinton should have given Mr. Penn an ultimatum months ago -- it is me, or your lobbying. But Senator Clinton didn't do this and I think it is fair to ask why not. I am prepared for the inevitable backlash against me for asking this basic quesiton. Before you say it, I am a full grown adult (have been for quite a few decades), I am a white and last time I checked I was a woman. This is scandalous and anyone who cannot see it isn't looking.

I don't know if my other post will be displayed, but I agree with you. I heard that the next thing Blackwater is supposed to be involved in will be "Narcoterrorism" I believe it will involve out borders and also a sly way of going into Colombia and any other country south of here.
Randi Rhodes did say some nasty things the other day, but she was talking about this for a very long time. When I told people about them, nobody believed me. When that fire fight happened and MSM covered it, thats when people paid attention.

Without private contractors, the government would have to institute the draft. They won't do that, as it would spell a definite end to their FUBAR policies. They're not about to do away with BlackWater, et al.

And it wasnt just rethuglicans who Ok'd this contract. Its the wonderful Dumborats too. Of course many will believe the piles of tripe they will will feed us over this and many other actions like it. And of course many people will swallow it up with smiles on their faces. Yes, support your incumbent congressman or woman. After all, they are the same ones who put us in this costly and bloody mess, of course we should believe them when they say they want to get us out of this.. Man are we stupid our what. Remember all those polish jokes that were told many years ago. I think the rest of the world is exchanging Polish for American and telling them all over again. And in all honesty, it would be close to accurate.

Anyone who doubted this would happen is a bigger fool than I would have imagined. Even if it didnt get renewed under the blackwater name, it would still have happened. This is a very profitable war for the few people who are controlling and advising for he war. There is too much money being made to even consider stopping it now. Not to mention the side benefits of profit. Like the price of oil and all the no bid contracts with suitcases full of cash transferring hands, but no actually actions being performed for that cash. Nope, this is one of the largest raping of the US taxpayer in all the years of Americas existence.
I heard just last night, I cant recall if it was Hardball or Lou Dobbs , but someone mentioned that just in the last year alone over 850 billion in military cost, non military contracts , and US aid to Iraq has been spent, but close to half of the 850 billion can not be tracked to see just where it went. And even though Iraqi government is making billions on oil revenue, they are paying 0 for the reconstruction or any other cost. All the oil money just , disappears. While the elite frolic in billions of free money, we are being put on a very long term payment plan to pay for all their fun.

This is heartbreaking news. We are outsourcing the military, our prisons are already, for the most part, privately owned. To whom does this new private army hold alligance? Not us! This must be stopped immediately and we must question all those who are running for president to find where they stand on this and other sick betrayals of the people.

At the heart of it its called taxation without representation, because the Congress knows that full disclosure and proper publicity and news coverage of what is going on in our country or in its name, would bring such public outrage that it would even make the draft look like a picnic.

Republican and Democrat, both in league to feather thier beds and gain power, without too much public knowledge. Congress got away from representing their constituents about the time lobbiests out numbered the rest of the population in DC. Money talks.

This contract should never have been given. Thank Paul Bremmer, the master-mind, incompetent baffoon who "lost" $18-billion (cash) under their protection. Thank also the well-connected political allies who got those no-bid private contracts to "provide" services and goods to the U.S. military in this war.
Each no-bid private contractor has over-charged, under-performed, or not delivered the items for which they have been paid for (by us) in advance. KBG (Halliburton) has charged the government for filtered water (for troops), yet many are coming down with rashes, abcesses, ailments caused directly to polluted, un-filtered water used for showers and laundry. KBG (Halliburton) has caused the deaths of at least 12 American soldiers, who were electrocuted, due to faulty wiring in barracks of U.S. military personnel. Blackwater murdered 17 civilians last September, and the mercenary - thugs were given quick but silent immunity from prosecution. A few American soldiers were tried, convicted and imprisoned for abuses at Abu Ghraib, while recently revealed memos indicate that Bush himself, gave the orders, set the policy, and condoned the use of extreme interrogation techniques (TORTURE) to the military.
