Mark Penn, who resigned over the weekend as the Clinton campaign's chief strategist, went into full damage control mode on Monday, hosting a conference call with Burson Marsteller's managing directors to persuade them that the fallout from his resignation was both overblown and would soon pass.

Peppered with questions from colleagues -- one mentioned her "pretty panicked client," another asked bluntly, "Ultimately did you think that it was the best thing for the company [to work for Clinton's campaign]?" -- Penn insisted that "the situation has played itself out."

But he confirmed that while his title with the campaign had changed -- and his work load would undoubtedly decrease -- he still would play a direct advisory role for Clinton.

"I think you've heard that I made the decision to step down as chief strategist of the Clinton campaign. Penn Schoen and Berland is going to continue to poll for it and I'll continue to play a role advising Senator Clinton and former President Clinton as well as the rest of the leadership of the campaign," he said.

Later, he added: "The title, the position of chief strategist tended to be one that drew a tremendous amount of attention. And, number two, yes, I will have more time. We will continue - Penn and Schoen will continue to do the polling and I will be advising, but the net of it will still be that I will have more time than I otherwise would have had so that definitely is going to be the case."

The Huffington Post was able to listen to the roughly 25 minute call, in which Penn defended his decision to meet with Colombia's ambassador to the U.S. to discuss a free trade agreement that Sen. Clinton opposes. Told that junior staff members were wondering why he would risk the appearance of a conflict of interest, the Burson CEO responded by saying the meeting was merely a "courtesy call," and indicated that he had held similar meetings before.

"It's an interesting question," he said. "As I said, it was someone I worked for -- remember, we had the contract for a year before it was even about the free trade agreement, and periodically, maybe, I would have a check-in breakfast every six months. So it did not catch - it's interesting, because somebody working on the account was well versed in politics and it just didn't occur to anybody. I would have to say that it just didn't get flagged."

Suggesting that he had been the victim of a double standard, Penn cited Charlie Black's presence on Sen. John McCain's presidential campaign. Black had served as chair of BKSH & Associates, a lobbying firm associated with Burson-Marsteller, up until leaving the post in March 2008.

"It is interesting Charlie Black was the chief strategist for McCain and he left only after McCain got the nomination. So I have to look back and see whether or not - in the end, hindsight is foresight, but I think it's a question," said Penn. "If you look at the McCain-Charlie Black experience versus mine - obviously, the press just gave considerable more attention to what goes on overt at the Clinton campaign."

On Sunday evening, the Clinton campaign announced that Penn would be stepping down from his role as the campaign's chief strategist following the fallout from his meeting with the Colombia ambassador. Since then, however, there had been debate over exactly what involvement the pollster would have with the campaign. On Monday, Marc Ambinder reported that Penn would "remain a key member of the campaign's senior staff."

Later in the day, Ben Smith quoted an anonymous Clinton aide saying: "Its a change. He went from being in charge to being one of the important voices."

On the conference call, Penn addressed this issue early on, not deviating much from the campaign's talking points.

"While I will continue to advise the Clintons on the campaign, I obviously will have in this other role more time for what I do best, working here," said Penn

The call was meant to address "particularly, I think, what the message should be in our conversations with our clients, our prospects, [and] our staff." Saying he had three call this morning from prospective clients now eager to sign up with the firm, Penn pledged that the controversial meeting would "cycle through the news as these things do."

"There will probably be another day," he said, "but there really is only a one two three to the story but not really much more."

Thanks I enjoyed it. Why would anyone want to run for president? I voted for Hillary, but got turned off when she propped up McCain and threw a fellow democrat under the bus. It made me not trust her anymore. She has worked hard and has done trainloads full of good things, we should remember that.

Crying victim doesn't change the fact that Hillary is not qualified in the moral department. We want a woman for president, just not THIS woman.

When she lies with impunity, shows utter disregard for anything else but her own cause, and is unable to manage a campaign, she is not fit to be the nominee.

Thank God her campaign is falling apart in the primary and not in the General. We cannot have 100 years of McBush!

MSNBC reported this evening that McCain is ahead 14 points in a poll--ahead of Clinton and Obama. Keep targeting Clinton and the dems will tear themselves asunder and McCain will continue to rise in the polls. Why the hell doesn't HuffPost headline reporting about McCain more often. Meanwhile, polls before the primaries showed Hillary and Rudy as the 20-30 point favorites over their rivals.

A friend of mine told me it didn't quite turn out that way.

Polls at this point for the GE are meaningless. Once Obama and McCain take the debate stage, we'll see if the 81% of americans who say this country is on the wrong track really want 4 more years on the same track or if they really want change.

This is NOT about Hillary as a person. This is about Hillary as a campaign manager.

She should PROVE that she can run a campaign and win. That's what the primary is about. Having her campaign come unhinged is not a good sign, and I for one am glad it's happening before we have her as the nominee.

It is a major boon to the Obama Campaign that this bloated Gas bag, Filled with hot Hubris and self involvement that is out gassing from a fetid pile of wasted conscience and moral turpitude deep inside his being, is still going to be involved with the Clinton campaign.

He is the PERFECT poster child for what her cabinet might look like, with the added benefit that he simply can't help himself from revealing the corruption and mendacity that is at the heart of her campaign.

His VERY PRESENCE indicates to every union worker in the US that Hillary could care less about NAFTA or any UNION imperatives, but is only paying lip service to them. Even when she said that this Viper was fired, she did not REALLY mean it. He just gets to go underground to work in direct contravention to her stated positions while still advising her campaign.

No one even really talks about the fact that this scumbag represents Blackwater, a mercenary company that is creating seething anti American sentiment in Iraq by use of murderous tactics.

The very fact that she chose someone like this to head her campaign speaks for itself.

Well, it seems pretty unlikely to me that she didn't know about it, and she probably *was* sending out a "wink wink" message given how many people on her staff were working for this thing. Witnesses in Canada say her campaigned called first to "wink wink" and some enterprising person decided that would be a great way to interfere - blame Obama, which certainly works well for Hillary.

But, many of those people in PA probably watch Fox news and will never ever get to a real news source to find this out.

If Obama wanted to stoop to the level of the other campaign he could say, Yes, I was associated with Tony Rezco and he is being investigated. But Hillary and Bill were the sole partners of Jim McDougal and he was convicted of 18 counts of felony fraud and their defense was "we didn't know.
The "didn't know" excuse was the same one Bill used earlier when his lieutenant governor was convicted of fraud.

How is this story blown out of proportion? Mark Penn was Clinton's chief strategist. He also continued to work with his lobbying/PR firm on behalf of a foreign government that is pressing the opposite side of an issue that Clinton claims to represent. Even Chelsea took a leave of absence from her job to help with the campaign. There is a clear conflict of interest. Yet, after resigning, Penn still has a place within the campaign and stil does not take a leave from his company.

Great way to handle a crisis in your campaign, Hillary. At least it's not 3am.

It's obvious that the Clinton's have made promises to bunch of connected and rich people. They all betted on the fact that she would run and WIN. But now she's losing and won't quit.

Hillary should have dropped out of the race when it was first obvious to her that she could not win (too far behind in pledged delegates and states won) instead of continuing pushing all of her spin and then the party would not have been so divided.
