Obama: Public Finance System 'Creaky'

INDIANAPOLIS — The nation's system of public financing for presidential elections is "creaky" and needs to be updated, Sen. Barack Obama said Friday, offering another possible argument for not accepting taxpayer dollars to pay for his presidential campaign.

Obama, who has raised a whopping $234 million from about 1.3 million donors, said the limited amounts of money available from the federal treasury for presidential campaigns pose difficult choices for candidates raising large sums.

"I think that it is creaky," he said of the program financed by $3 dollar checkoffs in tax returns. "The amount of money raised through the public financing system may be substantially lower than the amount of money that can be raised over the Internet, which presents candidates then with some pretty tough decisions in terms of how they want to move forward if they want to compete in as many states as possible."

This year, the presidential nominees would be entitled to $84 million in public funds in the general election.

Speaking to donors at a fundraiser this week in Washington, Obama likened his fundraising to a "parallel public financing system," a remark that set off speculation that if he is the Democratic nominee he would be the first presidential candidate to forego federal funds in three decades.

But Obama on Friday said he had not made a decision about his general election money plans and said that if he secures the nomination he would meet with John McCain, the likely Republican nominee, to discuss ways to reduce the influence of outside groups in the election.

McCain is taking steps to accept the public funds, returning money he has raised so far that was designated for the general election. But he said he would reconsider if Obama decides not to accept the public funding.

"I have a record on reform; Senator Obama has rhetoric on reform," McCain said. Speaking to reporters in Dallas, McCain said he would be glad to work with Obama on reform, but "that doesn't change the fact that he committed a year ago to public financing if I would. In direct contradiction to his rhetoric, he's now saying well, he may not do it."

Obama noted that participation in the $3 checkoff had declined, reducing the amount of money in the fund. Obama himself, however, did not check off the $3 designation in his 2005 and 2006 tax returns.

Obama, who had checked off the box in previous returns, said it was an oversight

"It may be a situation where my accountant didn't do it," he said.

His campaign later said that an amended 2006 tax return did assign the $3 to public financing.

In talking to reporters, Obama also offered a discourse on abortion, noting that he has received support from anti-abortion Democrats such as former Rep. Tim Roemer of Indiana and Sen. Bob Casey of Pennsylvania.

"It may be that those who have opposed abortion get a sense that I'm listening to them and respect their position even though where we finally come down may be different," he said.

"The mistake that pro-choice forces have sometimes made in the past, and this is a generalization so it has not always been the case, has been to not acknowledge the wrenching moral issues involved in it," he said.

"Most Americans recognize that what we want to do is avoid, or help people avoid, having to make this difficult choice. That nobody is pro-abortion, abortion is never a good thing."

_Obama weighed in on the controversy surrounding Clinton's former chief strategist, Mark Penn, whom she demoted because of his private work for the Colombian government on behalf of the free trade Agreement, a pact that Clinton opposes. Colombia was a client of Penn's large public relations firm, Burson-Marsteller.

"It was surprising to me that a high-ranking, if not the highest-ranking member of Senator Clinton's team would be engaged in business activities and lobbying that was directly contrary to a position that Senator Clinton had taken," Obama said.

"I know that if staff of mine were putting me in that kind of position, I would get rid of them," he said.

Clinton spokesman Jay Carson argued that the Obama campaign took no action against one of its senior economic advisers, Austan Goolsbee, when he met with Canadian government officials to discuss NAFTA. According to a Canadian memo of the meeting, Goolsbee said the debate over free trade in the Democratic presidential primary campaign was "political positioning" and that Obama was not really protectionist. Goolsbee said his comments were misinterpreted by the memo's author.

_Obama acknowledged that besides an unusually large number of small donors, he also has relied on well-connected fundraisers with corporate interests. But he said his financial operation is separate from his policy positions.

"We have a national finance committee, they are very active but they don't interact with me," he said. "They are not as a general rule part of my day-to-day policy or advisory committee. Although there are some people who have raised money for me who are also prominent business leaders, so if we were putting forward an economic plan and there was some expertise there we would tap into it."

_ Obama called for company shareholders to have a say in how much executives get paid as he pushes his populist message.

Obama said he wants Congress to pass legislation he has sponsored that would require corporations to have a nonbinding vote by shareholders on executive compensation packages.

Under Obama's legislation, shareholders could not veto a compensation package offered to an executive and would not place limits on pay. Rather, they would have a means to publicly express their position.

A similar bill passed the House last year.

Re. Mr. McCain"s anti-intellectualism and Ms. Clinton"s act of copying it even though it meant abandoning her own principles. April 11, 2008.
1. What is elitist in saying that those who have lost their jobs and experienced massive unemployment are bitter? If you were in their shoes you would be, too, gentleman McCain.
2. There is nothing condescending in applying Sociology 101 in understanding society:
- Fear produces a need for guns.
- People pray more when experiencing hardships.
- Hardship is a fertile ground for finding scapegoats and accepting prejudice.
3. And, of course, being bitter doesn"t imply absence of resilience and optimism, as Ms. H. Rocky Clinton well knows and practices.

Once again Senator Obama reinforces both the value of his word, the depths of his charachter, and the bounds of his integrity.

When he had little, this "new kind of politician" use a tried and true tactic designed to put his opponents in a box by seemingly eschewing the influence of money-he said he would use public funds if his general election opponent would commit to the same. Now that he has raised an incredible sum of money, of which half came from fat cat doors who maxxed out (or more),he's whistling a different tune. It seems that the new kind of politics isn't really that different freom the old; or is this just another "distraction" from the issues? I submit that character, integrity, and trustworthiness of a candidate are the currency by which they purchase the right to discuss issues on the national stage.

This is just another example of the Senators hypocrisy; of how rules, as well as ideals, are meant to be adhered to except when they are inconvenient for him. This man will lose the election for us in the Fall!!!

Senator, Level with us completey about your outlook-stop telling us what you believe you must in order to win. And, how about honoring you declarations. Let your slogan of "change" mean more than the evoulution of your discourse, both about your ideology and you promises.

I find it hypocritical that candidates say they want grassroots support and funding. But they are influenced by the rich and those in power that deprive regular grassroots types of people from having any influence. The rich and powerful will always have access to the President. It's been that way since George Washington and will continue well into the future. I've been trying since 1970 to have Presidents consider my ideas; first with Nixon when I submitted my satellite defense system and again in 1981 when I sent my Presidential platform for 1992 to Reagan which included my satellite defense system in the chapter on national defense. I also submitted an economic idea called Applied Capitalism which would make the government and citizens partners instead of adversaries. The suggestion contest would allow people to be paid for their good ideas that would benefit this nation.

How in hell you object to BHO changing his position? What position? It's no wonder people don't want to give $3 to the Presidential campaigns. Are the people worth that much? Also, the amount of taxes we need to spend on their programs takes a whole lot more than $3 from every person. So why pay up front when we're going to pay much more eventually?

So let's keep corporations and private donations out of political campaigns and use nothing but taxpayer financing.

One caveat. We set the price.

I thought it was amusing that Obama is trying to blame his accountant, rather than himself, for the fact that the Obamas did not support public financing on their 2005 and 2006 income tax forms. So at least twice Obama did not check that his tax return was accurate before submitting it to the federal government.

If Obama was a true progressive he would be advocating public financing of all elections. Only public financing can remove the influence of money and allow elected officials to concentrate on the people's business instead of raising money for their next campaign.
