MEXICO CITY — Defense Secretary Robert Gates said Tuesday that sending a second U.S. aircraft carrier to the Persian Gulf could serve as a "reminder" to Iran, but he said it's not an escalation of force.

Speaking to reporters after meeting with Mexican leaders, Gates said heightening U.S. criticism of Iran and its support for terror groups is not a signal that the administration is laying the groundwork for a strike against Tehran.

Still, he said Iran continues to back the Taliban in Afghanistan.

"I do not have a sense at this point of a significant increase in Iranian support for the Taliban and others opposing the government in Afghanistan," Gates said. "There is, as best I can tell, a continuing flow, but I would still characterize it as relatively modest."

His comments contrasted with those from Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, who said last week that he had not seen any new signs of Iranian support for the Taliban.

Gates played down the addition of a second carrier to the Gulf, saying that the number of ships there rises and falls continuously. He said he doesn't expect there to two carriers there for a long time.

Asked if the carrier move went hand in hand with the rising U.S. rhetoric against Iran, Gates said, "I don't see it as an escalation. I think it could be seen, though, as a reminder."

In the past, military officials have said that beefing up the Navy's presence in the Gulf was a way to show that that the U.S. remains committed to the region. And they have acknowledged it also serves as a show of force for other countries there, such as Iran.

In recent weeks, U.S. officials have ratcheted up their complaints that Iran is increasing its efforts to supply weapons and training to militants in Iraq.

Military commanders in Baghdad are expected to roll out evidence of that support soon _ including date stamps on newly found weapons caches showing that recently made Iranian weapons are flowing into Iraq at a steadily increasing rate.

Another senior military official said the evidence will include mortars, rockets, small arms, roadside bombs and armor-piercing explosives _ known as explosively formed penetrators or EFPs _ that troops have discovered in caches in recent months. The official, who spoke on condition of anonymity because the evidence has not yet been made public, said that dates on some of the weapons were well after Tehran signaled late last year that it was scaling back aid to insurgents.

Speaking of Afghanistan on Tuesday, Gates said that the Taliban is changing its tactics there _ from large-scale firefighters to a "significant increase in terrorist acts," including roadside bombs and suicide attacks, similar to the one that unsuccessfully targeted Afghan President Hamid Karzai on Sunday.

At least one police officer has been arrested in connection with the assassination attempt, deepening concerns about the Taliban's infiltration of Afghan security forces.

Gates said, however, he does not have a sense that the infiltration is any worse that it has been before. He said that it is important to screen the security forces well and that military trainers working with those forces need to make that a focus of their efforts.

On other matters, Gates said it was critically important for Congress to approve funding for an anti-drug trafficking program to aid Mexico.

The so-called Merida Initiative is a $500 million proposal to counter drug crime in Mexico. While the Pentagon portion of the program is small, the U.S. military has worked with Mexico to provide intelligence, surveillance and equipment to counter drug cartels.

"We have a shared concern and a shared threat in the drug cartels," Gates said, adding that it will benefit the U.S. to enhance Mexico's ability to deal with them.

He added that if Congress failed to approve the funding _ which is included in the emergency war funding bill _ it would be "a real slap at Mexico."

This is Gates first trip to Mexico City and only the second visit in recent history by a Pentagon chief. The only other U.S. defense leader to travel to Mexico was William Perry, in 1985.

Now to the carriers.
I am a Navy vet and have been extremely interested in carriers for a long time. So maybe I have something to add.
A giant nuclear carrier is a sitting duck. Especially in the Iranian Sea. Take a lesson from WWII and Okinawa. Just look at the damage that was rendered on our elusive carriers in that action. Now substitute dozens of small boats heavily armed with explosives. If and when dozens of small boats were to attack the giant carrier like bees unfortunately the carriers and their support ships couldn't destroy each and every one and so they would strike like bees and most probably destroy the carrier. Remember Okinawa! There are and were lessons to be learned from that action. But I am afraid that any benefit from those lessons was lost. Wake up America. It seems to be getting late.

Here they, the administration, go again. Arms from Iran. Yes maybe arms from Iran but not in the manner that the administration would have us believe.
The insurgents need arms. Arms cost a lot of cash. You can't buy arms with a check. It has been a long practice in the middle east and elsewhere for that matter to buy and sell arms. These folks are called arms merchants. Now the insurgents have a lot of cash complements of our neglect with a full accounting of our money to Iraq. They turn to the arms merchants to buy those arms and must pay cash for them. The country of Iran doesn't "give" arms to anyone but the arms merchants can procure them anyway. The Iranian arms in Iraq are arms purchased with our cash from those merchants. Don't you believe otherwise unless positive proof is demonstrated. We must get over our niavete when it comes to these affairs. The administration is just taking advantage of our lack of sophistication. A pox on their heads!

With the second carrier in the Gulf this vile administration can carry out 24/7 attacks on a country which has never attacked the U.S. in a sick, morbid attempt to keep this criminal Fake Republican administration in power.

It's time to start rounding-up and prosecuting these false patriots and their fellow-travellers before they bring their crimes against humanity home to our once great country.

Wonder how much it costs taxpayers to send a fully loaded carrier there just for "show" as they say?

If this does'nt lead us to war with Iran it won't be for lack of trying.
Does anyone remember the "Tonkin Gulf". This was the precurser to Viet Nam War. Bush/Chenney wont rest until they completely destroy the country.

The economy is a real problem. Hard to get the sheep hopped up about Iran when they have other worries.

From the Gulf, to the Gulf and Back to the Gulf : 1990-2008 (and beyond)

The first Bush Presidency assumed the military road to empire building but tried to avoid the high costs of occupation and colonization. The Israeli colonial model had to await the Zionist occupation of policy-making positions in later administrations. The first Iraq War was intended to project US imperial military power, secure US economic interests among the Gulf oil states (Kuwait and Saudi Arabia) as well as expand Israeli influence in the Middle East. Most of all it was seen as the launching of a "New World Order; centered in US world supremacy, supported by docile allies and financed by rich Arab oil states.
Shortly after the Gulf War, the triple alliance, which emerged during the war, collapsed as Europe pursued its own market-driven empire in competition with the US, Saudi Arabia paid some of the US military expenditures and then abruptly ended its funding, and domestic opposition grew as the electorate demanded less imperial expenditures and the re-building of the domestic economy.

Oh my effing GAWD. Does anyone remember that Iran nearly invaded Afghanistan in 2000? That the Wahhabist Taliban considers Shi'a Islam a heretical sect? That Iran agreed to help the US invade Afghanistan in 2001?

This is just another example of the idiot neocons shoving our enemies together. Whatever happened to "divide and conquer"?

There is a lot posturing going on but I doubt U.S will open up the Iran front. There is no political will for this. U.S has to keep posturing because they have run of out options. Iran is also in the hole, the economy is really shot and the leadership is realizing they need a face-saving way to get things going before they get the boot. Both sides are holding weak cards hoping the other guy will blink first. More of the same, we have a Mexican standoff here. Gates is in Mexico confirming the standoff!

If we were to list Gates, GWB, Cheney, Rumsfeld, Putin, Blair, Ahmadinejad, al-Sadr, add any others you would like, in what order would you place them as to who has told you the most lies.

You know we've heard rumors that Bush wants to bomb Iran this year. I would say this is more than a reminder to Iran. Congress you need to act quickly to put Bush and Cheney on notice. Get the impeachment papers ready and hold them tightly for I fear what they have planned.

Never mind the impeachment of these war mongering bastards get the gallows constructed on the WH lawn.I believe that the resignation of Admiral Fallon as Supreme Mid East Commander was due to his rejection of a WH scenario for attacking Iran on some trumped up horseshit devised by the Bush/Cheney gang. Now we have a much more compliant General in charge who owes his fourth star to Georgie baby and will due and say whatever is required to justify further murder and mayhem in the ME.I only hope and pray that there are more than twenty two patriots in the Senate this time that will stand up and stop this bloodlust. When O' when is the MSM going to become responsible and raise this issue to the top burner and forget about the Reverend Wright and Hippo Hips for five minutes and do their job as journalists instead of WH propagandists.

This should be a reminder to all Americans -- especially those of us who are sickened by the criminal behavior of this administration -- that we have a bunch of greedy, arrogant aggressive warmongers in the White House.

Reminder my ass. This is a direct instigation to get them to fire first so Bush can say, see I told you so to justify his fake war. Bush wants them to fire first so we can't say we caused it. Is bush really that insane? Does he know this is going to turn into a major war we can't win? hello. This is grounds for treason. Starting a fake war for profit is illegal. Its ammoral, and its unethical. Iran has a right to own nuclear weapons like any other country. This is about oil. Its about greed. Hello. Bush you scum, its time for your ass to sit in a federal prison. Impeach and jail him now.

Since the US administration and other governments of other oil industry countries are engaged in efforts to destroy the Iranian economy it makes alot of sense for the Iranians to refuse to accept US dollars or even Euros in payment for oil.

It is certainly reasonable to conclude that the US reminder of our past on ongoing threats to attack Iran - and in Hillary's case "obliterate" Iran - might be a response to such a currancy move on their part.

Why are we stuck on a broken record. Now that Admiral Fallen is gone we go fourth to show our might. Gates you would be better served if you followed your own recommendations a couple years ago and down size our military involvement in the middle east and up lifted our diplomatic interests.

I actually think you guys believe the lies that you transpose.
