MEXICO CITY — Defense Secretary Robert Gates said Tuesday that sending a second U.S. aircraft carrier to the Persian Gulf could serve as a "reminder" to Iran, but he said it's not an escalation of force.

Speaking to reporters after meeting with Mexican leaders, Gates said heightening U.S. criticism of Iran and its support for terror groups is not a signal that the administration is laying the groundwork for a strike against Tehran.

Still, he said Iran continues to back the Taliban in Afghanistan.

"I do not have a sense at this point of a significant increase in Iranian support for the Taliban and others opposing the government in Afghanistan," Gates said. "There is, as best I can tell, a continuing flow, but I would still characterize it as relatively modest."

His comments contrasted with those from Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, who said last week that he had not seen any new signs of Iranian support for the Taliban.

Gates played down the addition of a second carrier to the Gulf, saying that the number of ships there rises and falls continuously. He said he doesn't expect there to two carriers there for a long time.

Asked if the carrier move went hand in hand with the rising U.S. rhetoric against Iran, Gates said, "I don't see it as an escalation. I think it could be seen, though, as a reminder."

In the past, military officials have said that beefing up the Navy's presence in the Gulf was a way to show that that the U.S. remains committed to the region. And they have acknowledged it also serves as a show of force for other countries there, such as Iran.

In recent weeks, U.S. officials have ratcheted up their complaints that Iran is increasing its efforts to supply weapons and training to militants in Iraq.

Military commanders in Baghdad are expected to roll out evidence of that support soon _ including date stamps on newly found weapons caches showing that recently made Iranian weapons are flowing into Iraq at a steadily increasing rate.

Another senior military official said the evidence will include mortars, rockets, small arms, roadside bombs and armor-piercing explosives _ known as explosively formed penetrators or EFPs _ that troops have discovered in caches in recent months. The official, who spoke on condition of anonymity because the evidence has not yet been made public, said that dates on some of the weapons were well after Tehran signaled late last year that it was scaling back aid to insurgents.

Speaking of Afghanistan on Tuesday, Gates said that the Taliban is changing its tactics there _ from large-scale firefighters to a "significant increase in terrorist acts," including roadside bombs and suicide attacks, similar to the one that unsuccessfully targeted Afghan President Hamid Karzai on Sunday.

At least one police officer has been arrested in connection with the assassination attempt, deepening concerns about the Taliban's infiltration of Afghan security forces.

Gates said, however, he does not have a sense that the infiltration is any worse that it has been before. He said that it is important to screen the security forces well and that military trainers working with those forces need to make that a focus of their efforts.

On other matters, Gates said it was critically important for Congress to approve funding for an anti-drug trafficking program to aid Mexico.

The so-called Merida Initiative is a $500 million proposal to counter drug crime in Mexico. While the Pentagon portion of the program is small, the U.S. military has worked with Mexico to provide intelligence, surveillance and equipment to counter drug cartels.

"We have a shared concern and a shared threat in the drug cartels," Gates said, adding that it will benefit the U.S. to enhance Mexico's ability to deal with them.

He added that if Congress failed to approve the funding _ which is included in the emergency war funding bill _ it would be "a real slap at Mexico."

This is Gates first trip to Mexico City and only the second visit in recent history by a Pentagon chief. The only other U.S. defense leader to travel to Mexico was William Perry, in 1985.

Young think a supper carrier task force that has the firepower to destroy a city will be enough to take on a couple of speedboats. Mahmoud Ahmadinejad is up for reelection and his numbers in Iran are as bad as Bush’s, an attack by the Great Satan would do wonders for his popularity and oil prices. Bush-Cheney are so predictable and stuck on stupid, Ahmadinejad is going to goat Twiddle Dee and Dumb into what he needs for reelection, an attack. There is not enough reserves in the US military to attack a country 3 times the land mass and population of Iraq, so tactical nukes will be needed and the world well condemn us for it, not to mention our troops could be fighting there way out Iraq.

Ehud Omart tried this big gun diplomacy against Hamas, when they ansured Katyusha rockets developed by the Soviets 60 years ago, and only effective against the Germans in mass, with F-15s, long range artillery, and a limited invasion using ground troops supported by the Merkava 65 ton battle tank with 120 millimeter main gun. After leveling a large area of Barute, killing a disportional number of civilians, and destroying a UN observation post, Omart accomplished nothing to get the kidnapped soldiers back and turned world opinion against Israel. The question is, dose Mahmoud Ahmadinejad want a conflict to regain his popularity and what is the Bush Administration willing to do to back up their reckless bullshit?

Not to worry Iran has 100's of Exocets and a bunch of Russian SSn22 anti ship missiles.

What will the price of oil be when there is a burning carrier full of armaments and aviation fuel and 2 nuclear reactors blocking the gulf.

Another half-truth from the administration which brought us the costliest outright lie in history.

Gates was correct when he said, "it's not an escalation of force" as there is no overt savagery against Iran at this moment. It's only a threat and a provocation in the sadistic tradition of bear-baiting.

Some posters here have said it is impractical to use WMD on Iran.
Here is a link to Neutron Bomb info.
Does anyone really think we stopped work on it?

If the Enhanced Radiation Warhead (actual name of the neutron bomb) was indeed in the inventory, it wouldn't be used on the targets in Iran. The neutron bomb was designed to produce a relatively small blast but a large wave of radiation to stop a massive Warsaw Pact armor attack. The idea being that tank crews not at ground zero would be shielded by the very thick armor of their tanks from a "normal" nuclear weapon. It was not intended to "kill the people and leave the buildings".

To take out the type of deep bunkers the Iranians have would require a ground burst with a fairly large weapon or a "penetrator" that explodes some distance underground. This would certainly create a large fallout pattern and a lot of collateral damage.

A new war to start around September to have the so called national emergency to invoke NSPD51 and executifve order 14348. Unfortunately, elections will be postponed.
All hail Emperor Bush and his puppetmaster, Darth Vader.

Reminder...yes, imperialism still lives.
first they tried to sell the war with the bogus WMD threat and now they try to tie it to terrorism. Is there any evidence whatsoever that intel has not been cooked to suit the needs over at a office of special plans?

I was listening to this reported on NPR this morning, and I couldn't help but laugh out loud when I heard Gates assert that this is just to "remind" the Iranians about our presence. WTF ??? !!!

We've got an army of 150,000 men on their Western border, another army we're currently expanding to 40,000 men, according to the most recent reports, on their Eastern border, our navy dominates their Gulf and our commander in thief has called them part of an axis of evil ...

... do they seem likely to FORGET that they're now surrounded by the most dangerous nation on earth?

Gates' comments strain credulity, but the MSM says nothing about them. They go virtually unchallenged.

I call "Bullshit" on the entire escalation - and make no mistake, that's what it all is - an escalation of hostilities upon a country that is not now and never was a threat to our nation. Our own NIE has concluded that Iran is NOT in the process of producing nuclear weapons, and the IAEA has stated that even if they were, they'd be years away from having anything effective. BUT THAT'S NOT WHAT'S MAKING THE NEWS !!! Our Fourth Estate is complicit in the distortion of facts that leads anyone in America to think that this is a good idea.

Where has our country gone?

And when will we begin to take it back?

Will take it back when the people elect responsible Representives who know and understand what the "United States Constitution is all about.
When a responsible Congress stops taking " Bribes" from Lobbyist. When representatives stop protecting and turning loose "people in previous administrations for crimes they have commited against the American People.
When the members of Congress hold the Media accountable for there crimes of "Misleading the public, and being the voice for a corrupt administration.
Then and only then will the people regain ' THERE GOVERNMENT.

Amazingly, the media just goes along with the administration game plan, no matter what it is. They rarely do independent reporting, for example, that the Iranian president has little power or that most Iranians like Americans. If our administration demonizes a country, the media reports that the leader of that place is the devil.

I hate to tell our military leaders putting Aircraft carrier in the gulf as small area is a bad tactical move. This makes it a sitting duck if a war breaks out. Putting several carriers in the gulf is stupid. See Pearl Harbor in your history books. The Carriers are well armed but they are slow moving targets. Even a small airforce like Irans could take out one or two Carrier Groups before they could get out of range. With the support of Russia and China I think Iran might be a very forminable country to deal with.
But we are dealing with an end of days President so I guess the loss of 12000 sailors is a cheap price to pay for a war.

From a military standpoint this is stupid. You just told Iran you will probably attack them. In the mean time their Generals are building up their defenses and preparing their troops for a salient into Southern Iran and cutting off oil to the Straits of Ormuz. Don't be surprised if oil goes to 200 USB a barrel in the next few months. I think the White House is out of their minds.

"Still, he said Iran continues to back the Taliban in Afghanistan."

Doesn't make much sense. The Iranians had no love for the Taliban and actually helped us with the Afghanistan invasion. They went so far as to allow us to use an Iranian port for resupply.

One can hope that Biden and Dodd will rouse the sleepyheads in the Senate into action, and demand that no military action against Iraq be taken. Otherwise the two cowardly maniacs (Bush and Cheney) will start the CHICKENHAWK SQUAWK, and we'll begin bombing Iran. (At least Senator McBombBombIran will be happy!)
